We are in receipt of the following revised documents for the above referenced subject:
I. Response letter from The LA Group to first round of comments dated February 2, 2023;
2. Site Plan Amcndment Drawings, revision dated January 31, 2023;
3. SLQR bong Form Part 1 complete, revised, still dated November 22, 2022;
4. Stormwater Pollution Prevention Plan, revision dated January 3 1, 2023; and
5. FIngincering Report for Water and Sanitary Sewer. revision dated January 3 1, 2023.
As requested, we have reviewed these documents and find that the majority of comments have been
satisfactorily addressed. 'there are, however, a number of comments that require further attention, as
described below:
4. Sheet 1.-2: Some new employee parking is being added to the southwest corner of the site shown
behind existing parking with no new access provided. Cars will be parked two deep along the
length of this row. This is not a typical arrangement, even when the parking is for employces.
Applicant Response: The expanded employee parking comment is noted and paint markings will
be utilised to denote employee only parking. The employees parking in this location will be
working similar shifts and will be aware they are restricted to this area.
Further- comment: The developer should be directed to provide documentation on this layout
being used at similar facilities. In addition, the plan for management of the employee parking
should be clearly described in a narrative along with how potential issues that may arise will be
addressed. The narrative should mention that employces w111 not be allowed to park off -site or on
the road.
SWPPP Appendix It: Stormwater Management Report
2. Seclion d: The table comparing existing conditions to proposed conditions should also include the
condition of, the project completed but without the Stormwater management controls proposed.

This will demonstrate the increase in runoff posed by the development and the effect that the
management structures will have. The text should be clear that this is possible considering the
overland flow paths, infiltration rates of the soil and stormwater pipe sizes. This evaluation will
be dependent on the geotcchnical report and may require additional infiltration rate tests. In
addition, the redevelopment allowance must be factored into this analysis.
Applicant Response: Analysis reviewing the proposed conditions without stormwater
management controls has not been included. LA Group is not aware of any DFC or City
requirement requiring this analysis. DFIC requires analyzing pic-development and post -
development flow rates, which is included in the SWPPP. The project proposes an increase of
6,500 s.f. of impervious area which will be treated and attenuated by the underground infiltration
system. Additionally, water quality calculations which account for existing disturbed and new
impervious area is included in Appendix D of the SWPPP.
Further Comment: Further analysis is not being requested. The tabulation of' pre- to post -
development conditions can be further clarified by including the results of the same post -
condition model without the stormwater management. "phis information is typically easily
extracted from the model results and is often gathered in advance of stormwater nanagcment
planning in order to properly size the structures.
