Following are our observations/comments:
General:
1. The City's project number of 18.053 should be added to all site plan application documents.
Water Sewer Engineering Report:
2. A Water and Sewer Engineering Report was not provided with this submission. It appears that the
proposed building expansion will not include new service connections for sewer, however there is an
additional service connection shown for the proposed hydrant. Given that the proposed expansion may
result in increased water/sewer demands, please provide a narrative report addressing the proposed
water and sewer use generated as a result of the proposed warehouse and office expansion.
Survey:
3. Please provide a signed and sealed copy of the boundary,topographic and utility survey.
Site Plans:
4. The plans indicate that certain drainage structures need to be modified to accept new inverts. A detail
needs to be provided for proposed modifications.
5. A detail for erosion control matting is provided on Sheet L-06 however erosion control matting is not
shown anywhere on the plans. Please clarify.
6. It is noted in the SWPPP that there are several trees on the site that may provide suitable summer
habitat for northern long-eared bats, and that trees having a diameter greater than 3 dbh should be
cleared between November 1 and April 1. Please add a note in a prominent location to all site plan
sheets indicating this.
7. The existing sidewalks and possibly other features (outdoor patio, etc.) are not shown on all site plans.
Please revise accordingly and indicate proposed connections.
8. Existing and proposed doors should be identified on the plans, required ADA and pedestrian access
evaluated and appropriate pedestrian access provided.
9. Please clearly identify and quantify the limits of disturbance on the site plans.

SWPPP
10. The SWPPP indicates that the infiltration basin forebay was modified to capture and treat 100%of the
WQv. It is recommended that the permeability of the as-built infiltration basin be verified to ensure
infiltration rates are not slower than those used as the basis for design in 2010,and in this re-evaluation.
11. The NOI provided in the SWPPP appears to be incomplete. Specifically, Item nos. 32-37 have not been
answered. Pease revise accordingly.
12. To avoid confusion, please revise the subcatchment symbols on the watershed maps to match the
HydroCAD model and label the infiltration pond and catch basins accordingly.
13. The SWPPP indicates that the project achieves 100% runoff reduction of the on-site WQv through
infiltration of the entire WQv in the forebay of the infiltration basin.The outlet of the forebay is at 325.3.
Based on the analysis provided from the HydroCAD model, the cumulative capacity of the forebay at
elevation 325 is 26,245 cf.The total WQv was calculated to be 35,912 cf. Based on these figures, it does
not appear that the forebay has the capacity to hold 100% of the calculated WQv. Please verify and
provide supporting calculations.
14. The SWPPP indicates that the detailed RRv calculations are included in Attachment D.These calculations
were not provided as indicated. Please provide.
Traffic Analysis:
15. The parking statistics depicted on the cover sheet of the Site Plans indicate that an existing 133 seat
"group entertainment" facility will be expanded by 125 seats. The zoning ordinance defines "GROUP
ENTERTAINMENT: Includes performances, events, ceremonies, and the like."
a. It is unclear from the application materials where Group Entertainment would be located
within the facility.
b. The trip generation evaluation does not reflect this use. Please revise accordingly.
As requested, we have also completed our review as it relates to the City Planning concerns,these comments
are presented below.
Planning:
16. The proposed project includes the expansion of an existing 133 seat "Group Entertainment" space by
125 seats for a total of 258 seats. Group Entertainment is not an allowed use in the General Industrial
district.
a. Is there an existing use variance for the Group Entertainment use?
b. Is the expanded Group Entertainment use a nonconforming use subject to the provisions of
Article 5 "Nonconforming uses, structures and lots?"
17. The Saratoga Springs Comprehensive Plan (adopted 2015) and Future Land Use Map is supportive of
industrial development in the project area.The Future Land Use Map identifies the Project Area as
"IND: Industrial Use." "The Industrial designation includes areas of light to heavy industrial uses to
support economic growth and provide a strong tax base for the City. Adjacent residential
neighborhoods should be adequately buffered from the Industrial uses. Additional buffering and

screening may be required to enhance public rights-of-way and ensure land use compatibility. Looking
forward,this designation will allow for research and development, "green and clean" technologies,
and semiconductor, computer hardware, software and related technological, administrative, sales,
and engineering facilities. These areas will support a variety of quality jobs,generate revenue, and
provide services that strengthen the local and regional economies."
a. Based on this,the proposed warehouse expansion is in keeping with the intent of the Future
Land Use Map. However,the expanded "Group Entertainment" is not.
b. In the "Complete Streets" section of the Comprehensive Plan, recommended action 3.3-5 is to
"prioritize pedestrian, bicycle, and automobile improvements to major activity areas such as
parks, educational institutions, large employers, commercial areas, and recreational facilities."
The proposed project is in the WJ Grande Industrial Park-a large employment center,
however,the project parcel is on a dead-end road and does not necessarily attract a variety of
users.
However, given the 258-seat group entertainment venue that is part of the planned site
operations,the Planning Board may want to consider having the applicant provide
accommodations for bike and pedestrian traffic.
18. The Complete Streets Policy(2016)The purpose of the Complete Streets Policy is to ensure that new
and updated public and private projects are planned,designed, maintained and operated to enable
safe, comfortable and convenient travel to the greatest extent possible for users of all abilities
including pedestrians, bicyclists, motorists and transit riders. The Complete Streets Policy does not
make recommendations for increased sidewalks in the project area beyond the fact that the area is an
employment center.
a. The Complete Streets Checklist dated 10/26/2018 on page 2 in the "Proposed Design" section
the applicant checked both the "yes" and the "no" box for the question regarding bicycle
accommodations and noted "bike racks, safe inlets." Please clarify what is and is not
accommodated.
19. Saratoga Greenbelt Connector (adopted 2014) is a plan connecting existing multi-use paths into a 24-
mile figure-eight loop around and through the city that can be used by cyclists, runners and
pedestrians for both transportation and recreation.The plan indicates that Geyser Road is part of the
Greenway and that Adams Road to the southwest of the project (page 1-6) on the western side of the
project parcel) is designated as a "Greenbelt Trail Connector." However,there are no direct
connections to the project area indicated in the Greenbelt Connector plan.
a. Given the above comments,the Planning Board may want to consider having the applicant
provide accommodations for bike and pedestrian traffic.
20. Urban and Community Forest Master Plan (2013)The "Urban and Community Forest Master Plan"
emphasizes the maintenance of existing trees and the establishment of new street trees.
a. Sheet L-01 "Site Demolition, Erosion &Sediment Control Plan" shows the removal of
approximately 1.2 acres of trees. Most of the clearing is in the footprint of the proposed
expansion and associated parking lot and some of clearing is shown along the northern
property line. Sheet L-04 "Site Landscape Plan" indicates that new trees will be planted on the
south side of the proposed parking lot and in front of the proposed warehouse expansion.

The Planning Board may want to consider requiring the planting of more trees in the proposed
parking area, along the northern portion of the lot and along the northern property line.
21. City of Saratoga Springs Open Space Plan (1994 and 2002) in Appendix A"Open Space and Recreation
Resources Map" (page 26) indicates that the Rowland Creek corridor just north of the project parcel as
part of the "proposed pedestrian trail system."
a. If the City is pursuing trail development in this area the Planning Board may want to consider
having the applicant provide accommodations for bike and pedestrian traffic.
In order to expedite and simplify the review of revised materials we would appreciate if the next submission
be accompanied by a response letter that describes the revised materials and how our comments were/were
not integrated.

I. Project Description
The Saratoga Eagle project located at 45 Duplainville Road consists of a proposed 29,900 sf
expansion of their existing warehouse facility, as well as a 5,000 sf expansion of their existing
office space. Saratoga Eagle does not plan on hiring additional staff as apart of this expansion. A
new parking lot is planned west of the warehouse expansion.
II. Existing Water and Sanitary Sewer Utilities
The existing facility has a 6"PVC sanitary lateral that connects to the 8"PVC sanitary main on
Duplainville Road. The municipal sewer continues east along Duplainville Road. This lateral runs on
the west side of the east entrance to the facility.
The existing facility currently has water service from the City of Saratoga Springs, which enters the
site at the east entrance. The service was surveyed as an 8"DIP that connects to a 12"DIP main that
runs along Duplainville Road. An additional 6" DIP water service is located nearby, which runs onto
the site to a fire hydrant inside the east entrance.
III. Projected Water and Wastewater Flows
Since Saratoga Eagle is not anticipating hiring new staff as apart of the expansions to their
warehouse and office, there are no projected increases in water or wastewater flows.
IV. Proposed Water and Wastewater Utilities
Proposed Water Utilities
Due to the building expansion, an additional fire hydrant is proposed on the northwest corner of
the warehouse expansion. The hydrant will be serviced by a 6" DIP service lateral that will
connect to the 12" DIP water main on Duplainville Road via a wet tap. The lateral connection
will be made approximately 800 LF west of the east entrance to the facility, at a new west
entrance.
The other nearest fire hydrants are located at the previously discussed location on site (one inside
the east entrance) and on the north side of Duplainville Road along the facility frontage. There
are three located here at 500 foot increments.

There are no new wastewater utilities proposed.

Dear Mr. Wales:
The LA Group is in receipt of comments from Chazen Companies, dated November 30th, 2018. The
following are responses to the comments in bold:
General:
Comment 1: The City's project number of 18.053 should be added to all site plan application documents.
Response 1: The city project number has been added to all site plan application documents. The LA
Group is working with the surveyor to have this added to their plans as well.
Water Sewer Engineering Report:
Comment 2: A Water and Sewer Engineering Report was not provided with this submission. It appears
that the proposed building expansion will not include new service connections for sewer,
however there is an additional service connection shown for the proposed hydrant. Given that
the proposed expansion may result in increased water/sewer demands, please provide a
narrative report addressing the proposed water and sewer use generated as a result of the
proposed warehouse and office expansion.
Response 2: Water and Sewer Engineering Report is included in this resubmission.
Survey:
Comment 3: Please provide a signed and sealed copy of the boundary, topographic and utility survey.
Response 3: Comment noted, a signed and sealed copy of the survey will be submitted with the
final plans.
Site Plans:
Comment 4: The plans indicate that certain drainage structures need to be modified to accept new inverts.
A detail needs to be provided for proposed modifications.
Response 4: A detail has been added to sheet L-06 (detail 9).
Comment 5: A detail for erosion control matting is provided on Sheet L-06 however erosion control matting
is not shown anywhere on the plans. Please clarify.
Response 5: The erosion control matting areas are shown on Sheet L-03. Refer to the west side of
the site where the vegetated swale is located.
Comment 6: It is noted in the SWPPP that there are several trees on the site that may provide suitable
summer habitat for northern long-eared bats, and that trees having a diameter greater than 3
dbh should be cleared between November 1 and April 1. Please add a note in a prominent
location to all site plan sheets indicating this.
Response 6: A note was added to the plan sheets L-01 to L-04, under the heading "Site Clearing
Note".
Comment 7: The existing sidewalks and possibly other features (outdoor patio, etc.) are not shown on all
site plans. Please revise accordingly and indicate proposed connections.
Response 7: The existing concrete surfaces have been added to all sheets within the site plan set.
Comment 8: Existing and proposed doors should be identified on the plans, required ADA and pedestrian
access evaluated and appropriate pedestrian access provided.
Response 8: The existing door locations are shown on the plans. No new ADA routes are being
constructed and no existing routes are being altered to accommodate the proposed
design. Emergency egress concrete pads have been located at emergency exit doors
for the expanded warehouse space.
Comment 9: Please clearly identify and quantify the limits of disturbance on the site plans.
Response 9: The quantity and limits of disturbance have been added to sheet L-01. Refer to the
legend for the line style of the limit of disturbance.
SWPPP:
Comment 10: The SWPPP indicates that the infiltration basin forebay was modified to capture and treat
100% of the WQv. It is recommended that the permeability of the as-built infiltration basin be
verified to ensure infiltration rates are not slower than those used as the basis for design in
2010, and in this re-evaluation.
Response 10: The permeability of the as-built infiltration basin will be verified prior to construction
via a falling head permeability test. If the permeability rate is less than previously
tested then existing topsoil in the basin will be removed and replaced as pond may be
clogged by sediment.
Comment 11: The NOI provided in the SWPPP appears to be incomplete. Specifically, Item nos. 32-37
have not been answered. Pease revise accordingly.
Response 11: The answer to question 31 on the NOI is yes, the Total RRv provided (#30) is greater
than or equal to the total WQv required. The NOI guidance beneath this question
directs the filer to skip ahead to question 36 if this answer is yes. Question 36 is
answered via 36a, the need to provide CPv is waived because reduction is achieved by
runoff reduction techniques or infiltration systems. Question 37 (Overbank Flood
Control and Extreme Flood Control Criteria) currently contains answers.
Comment 12: To avoid confusion, please revise the subcatchment symbols on the watershed maps to
match the HydroCAD model and label the infiltration pond and catch basins accordingly.
Response 12: The subcatchment symbols on the watershed maps have been revised to match the
HydroCAD model and catch basins are labeled. The infiltration basin is already labeled
(SMP-1 Infiltration Basin).
Comment 13: The SWPPP indicates that the project achieves 100% runoff reduction of the on-site WQv
through infiltration of the entire WQv in the forebay of the infiltration basin. The outlet of the
forebay is at 325.3. Based on the analysis provided from the HydroCAD model, the
cumulative capacity of the forebay at elevation 325 is 26,245 cf. The total WQv was
calculated to be 35,912 cf. Based on these figures, it does not appear that the forebay has
the capacity to hold 100% of the calculated WQv. Please verify and provide supporting
calculations.
Response 13: The volume the infiltration basin can hold at the weir elevation (325.3) is equal to
31,172 cf or 0.716 ac-ft per HydroCAD. The calculations and SWPPP have been revised
to take into account the vegetated swale's contribution to pre-treatment, which
equates to a WQv of 4,740 cf, or 0.109 ac-ft. The sum of the pretreatment achieved at
the infiltration basin forebay and the vegetated swale is equal to 0.824 ac-ft, which is
equal to the required 0.824 ac-ft.
This is described in the SWPPP on page 56 of 211.
Comment 14: The SWPPP indicates that the detailed RRv calculations are included in Attachment D.
These calculations were not provided as indicated. Please provide.
Response 14: This note has been removed. The total RRv provided is greater than the total WQv
required, so the minimum RRv required based on HSG is not required in the NOI and
the calculation is not provided.
Traffic Analysis.
Comment 15: The parking statistics depicted on the cover sheet of the Site Plans indicate that an existing
133 seat"group entertainment" facility will be expanded by 125 seats. The zoning ordinance
defines "GROUP ENTERTAINMENT: Includes performances, events, ceremonies, and the
like."
a. It is unclear from the application materials where Group Entertainment would be located
within the facility.
b. The trip generation evaluation does not reflect this use. Please revise accordingly.
As requested, we have also completed our review as it relates to the City Planning
concerns, these comments are presented below.
Response 15: The use of the "group entertainment" category on the cover sheet was an effort to
accurately calculate the anticipated parking required for the 5,000 sf office expansion
which is proposed. The office expansion is being designed to include a large
conference room to accommodate all the marketing staff in one location comfortably.
These meeting are anticipated to occur 4 to 6 times a year. The existing conference
room and facilities, which is available to the public is not large enough for these
meetings. The trip generation should not be adjusted for this parking use category.
Planning:
Comment 16: The proposed project includes the expansion of an existing 133 seat"Group Entertainment"
space by 125 seats for a total of 258 seats. Group Entertainment is not an allowed use in the
General Industrial district.
a. Is there an existing use variance for the Group Entertainment use?
b. Is the expanded Group Entertainment use a nonconforming use subject to the provisions
of Article 5 "Nonconforming uses, structures and lots?"
Response 16: Explanation of the "Group Entertainment" category explained in response 15.
Comment 17: The Saratoga Springs Comprehensive Plan (adopted 2015) and Future Land Use Map is
supportive of industrial development in the project area. The Future Land Use Map identifies
the Project Area as "IND: Industrial Use." "The Industrial designation includes areas of light to
heavy industrial uses to support economic growth and provide a strong tax base for the City.
Adjacent residential neighborhoods should be adequately buffered from the Industrial uses.
Additional buffering and screening may be required to enhance public rights-of-way and
ensure land use compatibility. Looking forward, this designation will allow for research and
development, "green and clean" technologies, and semiconductor, computer hardware,
software and related technological, administrative, sales, and engineering facilities. These
areas will support a variety of quality jobs, generate revenue, and provide services that
strengthen the local and regional economies."
a. Based on this, the proposed warehouse expansion is in keeping with the intent of the
Future Land Use Map. However, the expanded "Group Entertainment" is not.
b. In the "Complete Streets" section of the Comprehensive Plan, recommended action 3.3-5
is to "prioritize pedestrian, bicycle, and automobile improvements to major activity areas
such as parks, educational institutions, large employers, commercial areas, and
recreational facilities." The proposed project is in the WJ Grande Industrial Park- a large
employment center, however, the project parcel is on a dead-end road and does not
necessarily attract a variety of users.
However, given the 258 -seat group entertainment venue that is part of the planned site
operations, the Planning Board may want to consider having the applicant provide
accommodations for bike and pedestrian traffic.
Response 17: There is no group entertainment venue planned for this project see explanation in
response 15.
Comment 18: The Complete Streets Policy (2016) The purpose of the Complete Streets Policy is to ensure
that new and updated public and private projects are planned, designed, maintained and
operated to enable safe, comfortable and convenient travel to the greatest extent possible for
users of all abilities including pedestrians, bicyclists, motorists and transit riders. The
Complete Streets Policy does not make recommendations for increased sidewalks in the
project area beyond the fact that the area is an employment center.
a. The Complete Streets Checklist dated 10/26/2018 on page 2 in the "Proposed Design"
section the applicant checked both the "yes" and the "no" box for the question regarding
bicycle accommodations and noted "bike racks, safe inlets." Please clarify what is and is
not accommodated.
Response 18: The checklist has been revised to check the box yes in that the grates are designed for
bike safety.
Comment 19: Saratoga Greenbelt Connector (adopted 2014) is a plan connecting existing multi -use paths
into a 24 -mile figure-eight loop around and through the city that can be used by cyclists,
runners and pedestrians for both transportation and recreation. The plan indicates that
Geyser Road is part of the Greenway and that Adams Road to the southwest of the project
(page 1-6) on the western side of the project parcel) is designated as a "Greenbelt Trail
Connector." However, there are no direct connections to the project area indicated in the
Greenbelt Connector plan.
a. Given the above comments, the Planning Board may want to consider having the
applicant provide accommodations for bike and pedestrian traffic.
Response 19: No response required.
Comment 20: Urban and Community Forest Master Plan (2013) The "Urban and Community Forest Master
Plan" emphasizes the maintenance of existing trees and the establishment of new street
trees.
a. Sheet L-01 "Site Demolition, Erosion & Sediment Control Plan" shows the removal of
approximately 1.2 acres of trees. Most of the clearing is in the footprint of the proposed
expansion and associated parking lot and some of clearing is shown along the northern
property line. Sheet L-04 "Site Landscape Plan" indicates that new trees will be planted
on the south side of the proposed parking lot and in front of the proposed warehouse
expansion.
The Planning Board may want to consider requiring the planting of more trees in the
proposed parking area, along the northern portion of the lot and along the northern property
line.
Response 20: This site has become the standard for landscaping within the industrial park. The
design looks to maintain the same density and diversity as previously approved and
constructed. The areas to north of the parking lots are left open for snow storage
within the fenced shipping area.
Comment 21: City of Saratoga Springs Open Space Plan (1994 and 2002) in Appendix A "Open Space and
Recreation Resources Map" (page 26) indicates that the Rowland Creek corridor just north of
the project parcel as part of the "proposed pedestrian trail system."
a. If the City is pursuing trail development in this area the Planning Board may want to
consider having the applicant provide accommodations for bike and pedestrian traffic.

result in increased water/sewer demands, please provide a narrative report addressing the proposed

The LA Group provided a Water and Sewer Engineering Report indicating that Saratoga Eagle is not
anticipating hiring new staff as part of the expansion and that there are no projected increases in
water or wastewater flows. Please revise the report to include the water demand and wastewater
generation for the existing facility. Summarize actual water use (based on water meter records) and
provide projected water demands/wastewater generation based upon existing number of
employees, existing conference room occupancy and summarize the increase associated with the
proposed 125 seat conference room expansion.
Surve :

This number of meetings can be considered to occur infrequently such that a traffic analysis of the
meetings is not needed; however, the comment response states that the conference room is
available to the public for use.
Please revise the traffic analysis to include information on the conference room facility such as the
frequency the public will use the conference room, how many total meetings can be expected, start
and end times of meetings, expected attendance figures with corresponding number of vehicles,
etc.
A frequency of meetings that approaches a monthly occurrence, or more, can be considered a
"typical" occurrence such that a traffic analysis should be provided to determine impacts to
adjacent intersections and if special traffic controls are needed for the meetings.
Please add a note to the site plans indicating the limited use of the conference room. We
recommend that the limit also be noted as a condition of site plan approval.
