RE: Hutchins Road Development Narrative
Develop a portion of the land to create a multigenerational blended community for people of all
abilities. The project will provide homeownership opportunities to first time home buyers, and to
some of the units to those with 90% or less AMI. The individual units will be well equipped and are
proposed to be modest in size between 600 to 1200 sq ft. The land developed for this community
has been minimized to foster a closer sense of community and support while allowing the utilization
of the remaining land to engage with nature through walking paths, agricultural gardens, and
recreation areas. The development proposes to convert the existing home on the site to a
community club house which will provide meeting space for community enrichment programs,
shared meals and social functions.
This small community will provide deed restricted workforce/affordable housing homeownership
opportunities which will result in residential security and pride. This project is being supported by
multiple local organizations with the hope that this community structure becomes a scalable
prototype for similar communities throughout this area and beyond.
A special use permit is required for multiple residential uses within the GC-R zone. We are
requesting 16 dwelling units within the Townhouse, Single-family-attached and Multi-family:
Residential only use categories as escribed in the Unified Development Ordinance.
During the site plan review for the project the following approvals will be discussed and should be a
condition of the special use permit approval; a Watercourse/Wetland Permit may be required per
section 7.1.D.4; NYS DOH/DEC sewage disposal permit; ACOE wetland crossing permit; and
Village of Ballston Spa water service agreement.
