The Saratoga Springs Preservation Foundation has reviewed the application for the
exterior alterations at 183 Church Street. The project proposes to replace 27 windows

The American Foursquare style residence, C. 1926, is a contributing building to the West
James Gold Side Historic District listed on the National Register of Historic Places. This residence

• The use of non-traditional window types and contemporary materials and designs
is discouraged on historic and contributing properties. Vinyl and metal windows
are strongly discouraged, particularly on primary facades.
EXTERIOR CLADDINGS
• Every effort should be made to preserve original, historic exterior cladding.
• If exterior cladding is so deteriorated or damage that it cannot be preserved, new
cladding should be replaced in-kind and match the original or historic cladding in
design, texture, and other visual qualities.

• The installation of vinyl or metal siding materials over historic cladding, or the
replacement of historic materials with vinyl or metal, is not an appropriate
preservation treatment and is strongly discouraged.
• When there are no alternatives to preserving the original cladding and a synthetic
material must be used,the following considerations shall apply:
• The use of synthetic materials should only be installed without
irreversibly damaging or obscuring the architectural features and trim.
• Fake wood grains are inappropriate and strongly discouraged;
exaggerated wood grains would have been undesirable on real wood
siding.
• The width of the new siding should match the original as closely as
possible.
• The use of visible -J Channel" is discouraged; use trim and corner
boards to hide vinyl siding joints.
Unfortunately, the applicant is seeking to make a number of alterations that will remove
many of the original historic character-defining features of the house. Thus far the
applicant has not demonstrated by the evidence provided that the wood shingle cladding
and historic wood windows cannot be repaired and preserved.
The Foundation strongly objects to cladding the front porch, second-story, and garage in
vinyl siding. It recommends that the historic shingles be repaired or selective replacement
in-kind instead of installation of vinyl siding because often deterioration is limited and
localized.
The Foundation also strongly objects to wholesale replacement of 27 windows. It
recommends repair and when necessary selective replacement with a wood window clad
in aluminum siding. Should the applicant's desire be to have greater energy efficiency,
there are alternative ways to achieve that goal rather than wholesale replacement, which
can be costly.
The repair of the existing cladding and windows are eligible for the New York State
Historic Homeowner Tax Credits, which can offset the cost of repairs.
