Following are our observations / comments. Comments follow the original numbering in our April 26, 2019
letter. Comments that have been satisfactorily addressed are not repeated; new comments/clarifications are
presented in bold.
Project Cost Estimate:
5. The provided on-site cost estimate is not reflective of all structures/utilities specified in the design plans.
Missing items on the cost estimate include (but are not limited to): flared end sections, catch basins,
stormwater planters, platform tennis courts with associated fencing,etc. Please revise the cost estimate
to include missing items.
The applicant has updated the cost estimate, however, it is still inconsistent with items and lengths
as specified in the construction documents. Please revise the estimate to accurately reflect lengths of
sanitary and storm lines (both on and off site) and to encompass all items that are to be included as
part of the work.
Site Plans:
15. Please define the ADA-compliant accessible route from the designated handicap parking stalls to the
existing clubhouse and proposed cabana and ensure it meets all applicable standards and regulations.
Most of the routes appear to have been identified, however the path to the main club house entry is
not. Recommend adding a sidewalk for the new ADA spaces to the entry.
16. Please demonstrate compliance with Chapter 9 of the Fire Code which requires fire access roads to
service within 150' feet of all portions of exterior buildings - it appears that there are portions of
buildings on this site that do not meet this requirement. Please provide fire truck maneuvering plan
showing access through the site.
It appears as if portions of the proposed cabana, specifically in the northern end, is in excess of 150'
from the fire access road designated. It is recommended that the drive between the cabana and the
club house be widened to meet the requirements of the code or contact the fire department and
request a letter approving the plan as presented.
20. The plans show multiple silt fences that run perpendicular to elevation contours. Please revise the
placement of silt fences following NYS Standards and Specifications for Erosion and Sediment Control.

21. Please revise the design to include gas and electric utilities that are to service the proposed structures.
Drawings should reflect the location of utility lines, points of connection and the location of meters.
The LA Group has indicated that new transformers are not anticipated and that the location of new
gas and electric services/meters will be determined at a later date by the MEP/Architect/Utility
Company and submitted as part of the building permit application.

Please note that the Site Plan Review Submittal Checklist, indicated that the "location, size, and
material of all existing proposed utility services" is a minimum requirement for a site plan review. If
this is acceptable to the City,we have no objections to this approach.
SWPPP
30. The stormwater management system for the project includes expansion of an existing wet pond. The
pre-development model assumes the pond storage starting at elevation 349.00 and lists available
volume down to 347.00.
a. Has the pond been surveyed to confirm the existing storage volume?
The applicant has indicated that the existing elevations in the pond have been confirmed by facility
staff. Please update the survey to reflect the actual inverts and contours supporting the volumes
reflected in the pre-development HydroCAD model as this will affect the rate of runoff out of the
pond.
31. The boundaries of Subcatchments 1 and 4 are not consistent between the pre- and post-development
delineation maps in areas that do not have any proposed grading. Please clarify.
The boundaries of Subcatchments 1 and 4 have been altered slightly for consistency between the pre-
and post-development delineation maps. However, the northern side of Subcatchment 4 is still not
consistent in a region where there is not any proposed grading shown that would alter the
subcatchment line, including the drainage of the roof of the existing clubhouse. Please update
accordingly.
32. The stormwater model indicates that the area west of the bioretention area (Subcatchment 8 on the
post-development delineation map) will discharge to the proposed bioretention area. However, the
grading plan suggests that runoff from this drainage area would be diverted by the retaining wall and
flow south, bypassing the bioretention area. Please confirm and revise as necessary.
The applicant has indicated that the proposed retaining wall is intended to be flush with grade (as is
reflected in the retaining wall detail), however,the grading plan is not consistent with retaining wall
detail or the intent indicated. For example, the top of wall elevation is listed as 359' at the point
where the 358' contour reaches the wall. Please confirm if the top of wall elevations should read
358.xx, not 359.xx since the 359 contour is located upstream of the wall,and revise accordingly.
33. The HydroCAD model for practice 2P (the stone reservoir for the proposed platform tennis courts) is
not consistent with the site plans/details. The model shows 0.2 feet of storage above the stone which
is not reflected on the plans. Also,the model shows a 96' long by 10' breadth broad-crested weir while
the plans suggest the stone reservoir would overflow towards the low point at the northeast corner of
the reservoir. Please provide details of the platform tennis courts and their relationship to the stone
reservoir being installed beneath them.
The applicant has removed the broad crested weir from the HydroCAD model but has not indicated
how the 0.2 feet of storage above the stone reservoir (shown in the model) will be provided. The
stone reservoir detail does not show any curb or raised edge around the reservoir. Please revise.

41. In accordance with the SWMDM, pretreatment is required for 25%of the WQv for bioretention areas.
Please update the SWPPP to describe how pretreatment is provided and update the plans accordingly.
The SWPPP does not appear to have been updated to include a discussion of pretreatment for the
bioretention area.
42. The channel protection volume calculations in the SWPPP apply runoff reduction volume from SMP-3
(the wet pond). However,wet ponds do not have RRv capacity in accordance with the SWMDM. Please
indicate how the channel protection volume will be provided for the site.
Please update the channel protection volume calculations in the SWPPP to clearly indicate how CPv
is provided by SMP-3. The calculations still show application of runoff reduction volume for this
practice. Note that Section 4.4 of the SWMDM states that CPv volume requirements do not meet
WQv requirements,although both can be provided in the same practice.
43. The expansion/reclamation of the existing wet pond designated SMP-3 as a P2 variant must comply
with the requirements of the SWM design manual (aquatic benches, slopes,water depth, plantings,
etc.) Please update the plans and the SWPPP accordingly.
In order to expedite and simplify the review of revised materials we would appreciate if the next submission
be accompanied by a response letter that describes the revised materials and how our comments were/were
not integrated.
