Location: South Broadway (US Route 9), east side, south of Lincoln Avenue, adjacent to Todd Street and Gurtler Lane Received from the City of Saratoga Springs Planning Board on May 20, 2019. Reviewed by the Saratoga County Planning Board on June 20, 2019. Decision: Approve Comment: The site location is that of the previous Turf and Spa Motel of 43 units. The SCPB previously reviewed a similar application in July, 2016 (#16-135) and Approved both the application for a SUP and Site Plan Review. That project involved a hotel with 50,000 s.f. on 5 stories with 89 rooms and 93 parking spaces. The current application is for a permanent SUP, with site plan review and lot line adjustment to follow. As regards the city's REVIEW STANDARDS FOR SUP (below) we note Item #3 as the primary concern for the site design: 1. To what extent is the use in harmony with, promotes the general purposes and intent of the Comp Plan, zoning. ord., and health, welfare and safety of city/residents. 2. Neighborhood compatibility, impacts on community character (adjoining properties), density. 3. Impacts of use on vehicular congestion and parking. 4. Impacts on infrastructure and services. 5. Impacts on long-term economic stability and community character. 50 WEST HIGH STREET (518)884-4705 PHONE BALLSTON SPA, NY 12020 (518)884-4780 FAX -1- We understand that the city will be working with the applicant regarding the Lincoln Avenue access to Gurtler Lane along with a design to close off the alley access from Lincoln presently used for access to parking for the Thirsty Owl. The city planning board will consider streetscaping amenities such as street trees, site lighting, sidewalks/pedestrian connections, and provision or access to the CDTA bus route. These will, obviously, be items to be reviewed later under site plan review.
