PROJECT SUMMARY The proposed mixed-use development project is located at 126 West Avenue (at intersection of West Avenue and Grand Avenue) in the City of Saratoga Springs, Saratoga County. The proposed project consists of the development of four residential units, a two-story office with an apartment on the third floor, private access drive with parking field and associated utilities including water, sanitary sewer and storm water collection and management facilities. Water supply and sewer collection will be provided through connections to the existing municipal facilities located along Grand Avenue and West Avenue, respectively. Tax Map ID 165.72-1-22.1 references the 0.54- acre site II. ZONING The proposed development is located within the City of Saratoga Springs T-4 Urban Neighborhood District. The minimum frontage buildout defined by City code is 50%. The proposed façade length on West Avenue is 180+/- ft, which is 84.5% of the total 213 ft West Avenue frontage. The project required Variances regarding building front yard setback and side yard parking setback. Variances granted providing relief from the T-4 zoning code, at the City of Saratoga Springs Zoning Board of Appeals meeting on July 25, 2022. III. WATER SUPPLY Proposed water service is provided to the project parcel through connection to the existing City of Saratoga Springs 8” C.I. watermain located along Grand Avenue. A new 2” copper water service lateral will be installed within the ROW of Grand Avenue. The 2” copper service lateral will transition to 2” HDPE at the curb stop located near the center of the tree belt. Through coordination with the City of Saratoga Springs the individual residential units and office will be metered separately. Each unit will include individual service laterals and meters. The 2” HDPE will terminate at the north end of the proposed building with individual meters for the office and apartment unit. Approximately 200 L.F. of privately owned 2” HDPE water line will be installed to provide service for the entire building. All water main and associated services shall be installed with a minimum of 5 feet of cover for frost protection. There is an existing fire hydrant located on the west side of West Avenue at the northwest corner of the site. If required, the proposed building will be constructed with a fire-suppression system. All proposed fire suppression systems shall be reviewed/certified by others for fire flows required and shall be designed to the appropriate NFPA codes (13R). Hydrant flow testing performed by Ingalls & Associates 3 and the City at the existing hydrant on West Avenue indicated a static pressure of 82 psi with a flow rate of 1,469 gpm at a residual pressure of 72 psi. A fire flow of 3,934 gpm was determined at a minimum pressure of 20 psi. Therefore, adequate flow and pressure exist for both domestic and fire flow purposes. All water mains and appurtenances will be installed in accordance with the City of Saratoga Springs Department of Public Works, Division of Water design standards. IV. COLLECTION SEWER The project is currently serviced by municipal sewer by the City of Saratoga Springs. The project will utilize an existing 6” sanitary lateral stub located at the southwest corner of the project parcel to convey sewage to an existing 8” main along West Avenue. that continues south to the Saratoga County Sewer District #1 sewer and ultimately to the Wastewater Treatment Plant located on NYS Route 4 in Mechanicville. The current capacity of the wastewater treatment plant is approximately 43.4 million gallons per day (MGD), with an average flow rate of approximately 26 MGD. Adequate capacity is available since the proposed development is calculated to generate only 0.003 MGD. The proposed development will require the installation of approximately 170LF of 6” P.V.C. sewer. Building lateral connections will be accomplished through the use of a 6” sewer lateral at a slope of 2% percent or greater. The proposed sanitary sewer system will be constructed in accordance with the City of Saratoga Springs Department of Public Works. SCSD#1 V. SUMMARY Water supply and sewer collection will be provided through connections to existing municipal facilities on Grand and West Avenue. The proposed water and sanitary sewer systems will be constructed in accordance with the City of Saratoga Springs Department of Public Works design standards. All water and sewer infrastructure improvement costs shall be borne entirely by the developer. 5 APPENDIX A FIRE FLOW CALCULATIONS
