Creighton Manning Engineering, LLP (CM) has conducted a traffic assessment for the AgroChem facility
currently located in the WJ Grande Industrial Park at 26 Freedom Way in the City of Saratoga Springs. The
proposed project consists of a new 16,050 square‐foot (SF) expansion of the existing 33,817 SF AgroChem
manufacturing building. This evaluation is based on the proposed “Site Plan” prepared by Verity
Engineering, D.P.C. dated December 12, 2020 (Attachment A).
1.0 Traffic Forecasts & Assessment
Site Access
Access to the project site will be maintained via the existing, full‐access driveway along with two new
proposed full‐access driveways on Freedom Way. The first proposed driveway will be constructed
approximately 355‐feet north of the existing driveway. In addition, Freedom Way will be extended to the
south and a second new proposed driveway will be constructed approximately 100‐feet south of the
existing driveway. A qualitative sight distance analysis conducted at the existing driveway and proposed
northern driveway indicates that good sight lines are provided for drivers entering or exiting the site on
Freedom Way.

Site Generated Traffic
Trip generation determines the quantity of traffic expected to travel to/from a project site. To provide
site specific trip generation rates of this manufacturing use, morning and afternoon peak hour traffic
counts were conducted at the site driveways associated with the existing 33,817 SF facility on Wednesday,
February 3, 2021 from 4:00 to 6:00 p.m. and on Thursday, February 4, 2021 from 7:00 to 9:00 a.m.
(included under Attachment B). The rate of trips generated per 1,000 SF was calculated and applied to full
build‐out of the site. The trip generation estimate of the proposed expansion based on the existing trips
rates are shown in Table 1.

The trip generation summary shown in Table 1 indicates that the proposed expansion of the existing
AgroChem facility will generate seven new AM peak hour trips and five new PM peak hour trips. The entire
AgroChem facility (existing and proposed expansion) will generate a total of 21 vehicle trips during the
AM peak hour (17 entering and 4 exiting) and a total of 15 vehi cle tips during the PM peak hour (2 entering
and 13 exiting).
2.0 Conclusions
The proposed project consists of a 16,050 SF expansion of the existing 33,817 SF AgroChem facility
currently located on Freedom Way. Access to the project site will be maintained via the existing, full‐
access driveway along with two new proposed full‐access driveways on Freedom Way. The proposed
16,050 SF expansion of the existing AgroChem facility will generate seven new AM peak hour trips (six
entering and one exiting) and five new PM peak hour trips (one entering and four exiting). The total 49,867
SF AgroChem facility will generate 21 vehicle trips during the AM peak hour and 15 vehicle trips in the PM
peak hour based on site specific trip generation rates. Based on the low trip generation (less than 10 new
trips per hour), there will be no significant traffic impacts from the project.
