Since that time, there have been several factors that have resulted in this project not moving forward. Following another unsuccessful attempt to sell the property, the current owner, Jeff Pintuff of Places in Saratoga, LLC received notice from the City Code Enforcement Officer that they have received complaints dealing with unwanted people entering this building. With concern for the liability of owning a building that was identified by the City as unsafe, Mr. Pintuff decided to move forward with the project and has contracted with Bonacio Construction to perform the work. In order to do so, there are necessary changes to the approved design that we would request to be reviewed by the Design Review Commission prior to moving forward. With the understanding that the proposed disassembly of this building would remove any historical significance of this structure1, the owner remains committed to preserving the story of the historic barn. The current plan calls for selective removal of historic timber components for reuse, with the balance of the building being demolished. It is the Applicant’s belief that this meets the intent of the Preservation Foundation’s letter which identifies “acceptable mitigation” to include the “reconstruction of the building using as many original materials as possible”. We have met with the Preservation Foundation and they have indicated an understanding for the situation that Mr. Pintuff is in and Mr. Pintuff is working with them to identify materials that should be preserved, potentially including; double hung windows, the cupola, metal hay lift and the decorative detail in the gable facing Henry Street. 1 Letter from Saratoga Springs Preservation Foundation, April 16, 2014 In addition to clarifying the scope of demolition, it is the Applicant’s request to make the following changes to exterior materials from what had been approved: Material Substitutions • Exterior Novelty Siding to be replaced by Fiber Cement Lap siding o The building’s existing footprint has a 0’-0” setback from the north, east and south lot-lines. The north and south walls are adjacent to privately owned parcels and require specific fire rated assemblies. It was our intent to match the profile of the novelty siding utilizing a product manufactured by Boral. The specification of this product no longer meets the required classification for use on these exterior fire rated wall assemblies. A durable material that we believe most closely resembles traditional wood siding, that is permitted within the 1hr rated wall assembly is James Hardie, fiber cement lap siding. The application of this material could be limited to the north and south elevations however it is the Applicant’s desire to have a uniform appearance at all elevations and we therefore request to replace all novelty siding with Fiber Cement Lap Siding. • Exterior lighting is proposed to be changed from the Kichler Ripley Collection Outdoor Wall and Post Mounted fixtures to NLS Lighting’s California-Small Fixture. The proposed fixture is similar in character as the previously submitted light. • Storefront glazing is proposed to be changed from SSG (Structural Silicone Glazing) to standard, center mullion configuration with aluminum mullion visible to the exterior. Color remains Charcoal • Rooftop mechanical unit for kitchen exhaust omitted from scope of work. The installation of this unit will occur when a restaurant tenant is secured. The applicant understands that mechanical screening remains subject to the board’s review and may be required prior to issuance of C of O. Summary of Changes by Elevation View • East / Henry Street Elevation o Change novelty siding at 2nd & 3rd floors to Fiber Cement Lap Siding o Change (5) exterior light fixtures o Change SSG storefront glazing to exposed 2” mull cover o Add 2-bar snow guards and gutter system at main roof, color to match roof o South (left) tenant entrance recessed from face of building to provide cover at double doors • West / Pavilion Row Elevation o Change novelty siding at 2nd & 3rd floors to Fiber Cement Lap Siding o Change (3) exterior light fixtures o Add (2) double hung windows at 3rd floor o Add storefront glazing and spandrel glazing at north recessed wall o Change SSG storefront glazing to exposed 2” mull cover o Showing proposed mechanical screening (installation pending DRC review of installed equipment) o Omit (2) skylights from west facing roof o Roof drainage shown • North / Parting Glass Parking Lot Elevation o Replaced gable window with simulated loft door o Change novelty siding at 2nd & 3rd floors to Fiber Cement Lap Siding • South Elevation o Change novelty siding at 2nd & 3rd floors to Fiber Cement Lap Siding o Showing proposed mechanical screening (installation pending DRC review of installed equipment) It is our intent that the changes identified above will have a very minor impact on the overall appearance and durability of this structure. We respectfully submit these changes with the intent of proceeding with construction this winter. If you believe these changes warrant a public hearing, we welcome the opportunity to elaborate on the causes that have led to these changes and are prepared to present at the next available Design Review Commission hearing.
