The current extension, granted on 12/15/15, expires on 6/15/17. It is understood that if a second extension is granted, a new approval must be sought if the construction is not started before the 18 month extension period expires. We have included in this submission the previously submitted DRC package and subsequent approval documents for your reference and record. There are no changes to the submitted materials at this time. PLEDGE OF ALLEGIANCE ANNOUNCEMENT OF RECORDING OF PROCEEDING: Steven Rowland, Chairman stated the proceedings of this meeting are being recorded for the benefit of the secretary. PROPOSED CONSENT AGENDA ITEMS: Steven Rowland, Chairman stated the intent of the consent agenda is to identify any applications that appear to be “approvable” without the need for further evaluation or discussion. If any DRC member or member of the audience wishes to discuss/explore any proposed consent agenda item, then that item would be pulled from the “consent agenda” and dealt with individually. 1. 2014.039.1 TURF SARATOGA SOUTH, LLC, 3368 South Broadway, request for extension of Architectural approval for a new hotel in the Tourist Related Business District. 2. 2014.025.1 79 HENRY MIXED USE BUILDING, 79 Henry Street, request for extension of Historic approval for a mixed-use building in the Transect-6 Urban Core District. DRC APPL ICATIONS UNDER CONSIDERATIONS: City of Saratoga Springs Design Review Commission Minutes – Wednesday, May 7, 2014 – page 7 of 10 MOTION PASSES: 7-0 11. 2014.042 WITT CARRIAGE HOUSE, 563 North Broadway, Historic Review of carriage house in the Urban Residential-4 District. Applicant: John Witt, Witt Construction Mr. Witt explained he is proposing the conversion of a 3-car garage into a carriage house. Currently, the garage has a slate roof which will be removed. Siding is a dark grey color, sample provided to the Commission, with pearl trim. All the windows and doors will be Pella aluminum clad windows with the grills between the glass. A recycled door which will be similar to a barn door on a track is on the south side, and will be painted a dark green. Standing seam metal with an apron over the garage area which will also be green. All the trim around the windows and doors will be AZEK and painted the trim color the same as the porch columns and the balusters. The cupola will be trimmed out with white trim and green metal roof. Savannah rail system on the porch over the south bump out of the structure. Custom wood rack under the bump outs over the garage doors. All penetrations will be painted to match the siding. Condenser to be located on the gable end on the north. Roof vents will be painted black. This project is very similar to the project submitted at an earlier date. Samantha Bosshart, Saratoga Springs Preservation Foundation, stated the concerns were that it doesn't really reflect the current historic guidelines. The windows, with grills between the panes, are something that is counter to the City’s guidelines in the Historic District. Georgeanna Lussier made a motion in the matter of the Witt Carriage House, 563 North Broadway that the application be approved with the following conditions: all penetrations will be painted the same color as the siding; condenser units will be located on the north portion of the roof gable; roof vent will be painted black; lighting will be white lighting; windows will be 6 or 8 over 1 on the west, south and north elevations. Applicant: Places in Saratoga, LLC Agent: Michael Tuck and Brett Balzer, Balzer Tuck Architecture Mr. Tuck provided a visual presentation of the project. Mr. Tuck stated the applicant proposes to entirely remove the structure, then reconstruct in its entirely upon the new foundation/first floor. Two tenant spaces will be constructed in the basement. The second floor will offer multi tenant office space. Mechanicals will be on the roof. All windows will be a Pella wood aluminum clad. The applicant does not wish to move the building but to keep in line with existing buildings. All elevations of the project were reviewed. In the rear of the property, a ramp as well as stairs will provide access. Mr. Balzer stated the existing structure will be dismantled and stored off site while the majority of the site work is completed. Excavation of a new foundation will then occur and the construction of a new first floor. We will rebuild the old structure on top of the new base. We are working with a company who expertly handles this type of project. Novelty siding will replace the old siding which cannot be reused. Glass will be used along the store front streetscape. A Letter of Credit will be established to ensure that the building will be rebuilt. Deconstruction will take approximately 4 to 6 weeks. The construction envelope will be approximately 12 months. Additional information about the Pro forma or feasibility of it not being a two story structure should be provided to the Commission for the record. Robert DeMarco made a motion in the matter of the application of 79 Henry Street Mixed Use Building, 79 Henry Street that the application be approved with the following conditions: mechanicals are to be revisited by this Commission to determine any need for screening; applicant shall establish a Letter of Credit to be reviewed and accepted by the City with the purpose to ensure survival of original building; stucco to extend to foundation line of the building; concrete foundation to be painted to match stucco; the applicant shall provide business pro forma comparing 2-story use versus need for 3-story building. Applicant: Sonny Bonacio, Bonacio Construction Agent: Jerome Kent; Brett Balzer, Balzer Tuck Architecture Mr. Balzer stated the application appeared before the Commission two weeks ago, where we received Mass and Scale approval. We have since worked through details, materials and we have some additional renderings we would like to share with the Commission. We are looking for final approval this evening. A visual presentation was provided to the Commission. This is a mixed use building with 63 apartment units over essentially two buildings with 5,000 square feet of retail. This project steps up incrementally. First, a two story building, to a three story building, with a four story building on the corner. Mr. Balzer reviewed all elevations. Materials will be fiber cement, masonry with aluminum clad windows. Color samples for siding were provided for the Commission's review as well as lighting features.
