Dear City of Saratoga Springs Planning Board,
Engineering America Co. respectfully submits the attached application for review of
proposed modifications to an approved (2) lot subdivision at #313 Jefferson St. (South West
intersection of Taylor & Jefferson St). This project was approved by the ZBA September
2020 and the PB October 2020.
The new lot created in the approved subdivision is for sale. The prospective buyer would
like the new house to front Taylor St. and would like to relocate the driveway to enter from
Taylor St. The proposed modifications are intended to blend the new home into the family
friendly Taylor St. neighborhood community as Jefferson St. tends to be used more heavily
and more as a thoroughfare for traffic.
We respectfully request to be placed on the next available agenda.

NOTICE OF DECISION
IN THE MATTER OF THE FINAL SUBDIVISION APPLICATION #20200754 OF
MCALLISTER SUBDIVISION
313 JEFFERSON STREET
SARATOGA SPRINGS, NY 12866
Involving the premises with Tax Parcel ID#178.52-2-19.112, in the City of Saratoga Springs, on an
application for a two-lot residential subdivision within the Urban Residential-2 (UR-2) District with the
Planning Board who met on November 19, 2020 and made the following decision(s) by a 7-0 vote (In favor:
Torpey, Fabozzi, Horton, Boivin, Bonitatibus, Mayo, Doty).
In accordance with SEQRA regulations 6NYCRR Part 617 and after review and evaluation of the SEQRA short
Environmental Assessment Form Parts I and II, made a motion to issue a Negative SEQRA Declaration on July
16, 2020.
And, in accordance with requirements set forth in the City’s Subdivision Regulations, the Planning Board
issued the following decision:
Approve the subdivision plot plan dated October 8, 2020 with the following conditions:
• The existing residence (313 Jefferson St.) on lot 1 shall be assigned a new Taylor St. address by DPW
and shall be added to the final plan.
• The existing stand of trees between the sidewalk and the stone wall along Taylor St. shall be preserved.
• A tree protection detail for the trees to be preserved shall be added to the final plan set and shall be
installed prior to site work and/or issuance of a building permit.
• Final plans shall specify selected street tree species per City Arborist recommendation.
• Final plans shall be to the satisfaction of DPW.
• A note shall be added to the final plans stating a portion of the existing stone wall along Jefferson St. is
located within the City ROW and any modification to the wall shall be approved by DPW.
The applicant is required to complete the following as per the City of Saratoga Springs Subdivision Regulations:
• Submit a fee in lieu of recreation of $2,000 for each new residential lot per Appendix A of the
Subdivision Regulations.
• Submit two (2) mylar and two (2) paper copies of the final approved subdivision plat for signature by
the Planning Board Chair.
• File the signed final subdivision plat with the Saratoga County Clerk within sixty-two (62) days as
provided in Article 3, Section 32 of General City Law.
This approval shall expire if not enacted within 180 days as set forth in the City of Saratoga Springs
Subdivision Regulations Article II, Section I. D.15.

Saratoga Springs Complete Street Policy Vision (May 2012)
The City of Saratoga Springs Complete Streets Policy will encourage the development of a complete streets

with and assist in achieving the goals and recommendations set forth in the City’s Comprehensive Plan and
other policy documents. The Policy shall ensure new and updated public and private projects are planned,
