There are two existing buildings on site that are part of the project; the main restaurant building, and the hotel wing (to the west). The project is proposing demolition of the restaurant portion of the main building, but to retain an existing block of hotel rooms on the north side of this building. A new building is proposed in the original restaurant building’s place that will connect to the existing block of hotel rooms, and a bridge will be constructed over the drive between the main building and the standalone hotel wing (to the west). Separate from the construction of the new building, there are proposed renovations inside the buildings, which will alter the uses on site. Table 1 below has been included below to summarize the current and proposed uses on site. In general, there is a planned shift away from restaurant dining as a primary use and shift towards more hotel rooms for patrons. Table 1. An 8” water line services the site. The existing building is sprinklered. Sanitary Sewer – An 8” PVC sanitary main services the property on the south side of the property. This gravity collection system is maintained in cooperation with the neighboring HOA and ultimately wastewater is conveyed to the Saratoga County Sewer District No. 1. From there the wastewater is conveyed to the treatment plant in Mechanicville. SEWER AND WATER USAGE The table below provides information on the anticipated average potable water use and wastewater flow rates for the project. Water use and wastewater flow are estimated to be equal 500 Union Avenue 2021075 2 for this study. Table 2. The existing condition flows were also evaluated, refer to Attachment A for calculations. The existing flows were estimated to be 14,610 gpd, therefore, the project is estimated to increase flows by 365 gpd. Summary of Design Flows Average daily increase in flow for wastewater is estimated to be 0.3 gallons per minute (gpm) based on an 18-hour day. Estimated increase in peak hourly flow is 0.7 gpm (2.25 x average).2 Average daily increase in demand for water is estimated to be approximately equal to the wastewater flow or 0.3 gpm. For the purposes of input into the City of Saratoga Springs water model, we offer the following estimated increase in water demands for the project:  Average Day Demand is 0.3 gallons per minute (GPM) over the 18-hour period.  Max Day Demand is 0.6 gallons per minute (GPM) based on twice the average.  Peak Hourly Flow is 0.7 gallons per minute (GPM) based on 4.20 times the average.  Fire Flow Demand is 1,000 gallons per minute (GPM) per ISO guidelines. PROPOSED CONDITIONS Water Distribution – To service the project, the existing 8-inch water service to the site will continue to be utilized. The minimum needed fire flow (NFF) is 1,000 gallons per minute at 20 psi for a duration of two hours according to the Insurance Services Office Guide for Determination of Needed Fire Flow 500 Union Avenue 2021075 3 for residential occupancies protected by an automatic fire sprinkler system. The existing building is sprinklered and the proposed building will also be sprinklered. The building height is planned to remain unchanged and the sprinklers should continue to operate as designed. Connections and appurtenances, including tapping sleeves, mechanical joints, tees, isolation valves, thrust blocks, trenching, bedding, as well as testing and disinfection will all be specified in accordance with City of Saratoga Springs standards. Sanitary Sewer – Existing sanitary sewer services will be reused for the project. The project is proposing the replacement of existing grease trap on site. The project is proposing the use of a Schier Model GB-250 grease trap to manage fats, oil and grease on site. Sizing criteria is provided in Attachment A to this report. All sanitary sewer mains, laterals, manholes and manhole connections will be furnished, installed and tested according to Saratoga County Sewer District standards. 1.
