HomeMy WebLinkAbout20220690 Crescent & Jefferson Zoning Amendment Water Sewer MemoMEMORANDUM TO:City of Saratoga Springs Planning Board Members FROM:Sara Drury, EIT DATE:November 2, 2022 RE:Liberty Saratoga Workforce Housing At the October 27, 2022, Planning Board Meeting, the Board inquired where the project site would connect to the municipal sanitary sewer. At the meeting, LaBella indicated that the project site currently proposes to gravity flow the sanitary sewer from the project site to a private on-site pump station. The pump station would discharge via a pressurized force main to the City municipal sanitary sewer within Jefferson Street. The Planning Board mentioned that due to the location of an existing pump station at the intersection of Jefferson Street and Crescent Avenue, municipal sanitary sewer may be available for connection within Crescent Avenue rather than Jefferson Street. LaBella Associates contacted the City Engineering Department on November 1, 2022 to discuss the sanitary sewer within Jefferson Street and Crescent Avenue. Based on the conversation, it was determined that the sanitary sewer within Jefferson Street is owned and maintained by the City of Saratoga up to the sanitary manhole at the intersection of Crescent Avenue. The pump station and sanitary force main within Crescent Avenue is owned and maintained by Saratoga County Sewer District No.1 (SCSD). LaBella Associates contacted SCSD on November 1, 2022 to better understand if the County sewer extends east of the Jefferson Street/Crescent Avenue intersection. The County confirmed that the SCSD sewer main does not extend east past Crescent Avenue/Jefferson Street manhole in front of the pump station. In addition, the County did indicate that they will require review of the sanitary design to determine if the Crescent Avenue/Jefferson Street pump station can accommodate the additional flow generated by the project site. Given the above information, the project proposes to connect to the sanitary sewer within Jefferson Street as initially indicated.
