Sincerely, Lis I is Secretary to the City Council Enclosure LIBERTY SARATOGA WORK FORCE HOUSING COMPREHENSIVE PLAN RESOLUTION WHEREAS, during the Saratoga Springs City Council meeting held on September 6, 2022, the City Council reviewed the Application of Liberty Saratoga for a work force housing project on the 30-acre parcel located on the corner of Crescent Avenue and Jefferson Street; and WHEREAS, the applicant has requested a zone change from RR-1 to the adjacent zoning of UR-4 in order to facilitate their proposal for development of the site for the purposes of work force housing; and WHEREAS, following the presentation and dialogue with the City Council, the Council accepted the Application and deemed that it had merit for review and referred the matter to the Saratoga Springs Planning Board and the Saratoga County Planning Board; and WHEREAS, the Saratoga County Planning Board met on September 15, 2022 and unanimously issued an approval and determination that the zoning map amendment had no county wide impact; and WHEREAS, at the October 13, 2022 meeting and the October 20, 2022 workshop, members of the Saratoga Springs Planning Board inquired about the density requirements for the site under the proposed zoning amendment and the density set forth in the Comprehensive Plan for the site, which is bisected by two different land use categories; and WHEREAS, the applicant articulated responses and analysis based upon the two different land use categories that bisect the site, and provided analysis of the provisions of the Plan which relate to the future use map; and WHEREAS, the city recognizes that the adjacent parcel is designed as UR-4 zoning district and that the UR4 zone is present in four other areas nearby, and that all of the areas that are designated UR-4 have the land use category of Core Neighborhood-2 (CRN-2) on the Comprehensive Plan Map; and WHEREAS, the applicant was directed to prepare a draft map depicting the site with a land use category consistent with the UR-4 zoning and the proposed plan for development of the site, which draft map is included with this resolution; and WHEREAS, the Saratoga Springs City Council has the authority, under state law set forth in the General City Law §28-a, to amend the Comprehensive Plan Map. NOW, THEREFORE, BE IT RESOLVED, that the Saratoga Springs City Council hereby initiates the review of the amendment to the present Comprehensive Plan Map to designate the subject parcel as CRN-2 and will consider that amendment in conjunction with the proposed request for rezoning, and BE IT FURTHER RESOLVED, that as required by General City Law §28-a(6)(b), the City Council will refer this matter to the Saratoga County Planning Board for review and recommendation under section 239-m of the General City Law.
