Dear Mr. Torpey:
In the 20210989 Stewart's 402 Lake Site Plan Project online project folder, there is a recently uploaded
document titled "20210989 Stewart's 402 Lake Correspondance" [sic]dated August 31, 2022:

The first paragraph of that document says:
1. Requested installation of dedicated bike lane— pursuant to NYSDOT correspondence
dated Friday, August 5th from Ken Davis, P.E., the Department is unwilling to decrease the
travel lanes to less than 11 feet wide. With this decision, Stewart's is unable to achieve the
dedicated bike lane and will instead provide a bike lane through the installation of 4-foot wide
shoulders, which has been approved by NYSDOT.
We have not been able to find a specific NYS DOT correspondence dated Aug 5, but have access to a
July 28th email from Ken Davis, which says:
We reviewed the City's recommendations for the proposed Stewart's redevelopment at NY 29
.(Lake Ave) & Weibel Ave. We have no issues the City requesting sidewalks and the westbound
bicycle lane in the state ROW.
Doing a cursory review of the lane widths proposed on page 4, I would like to note that according
the [sic]NYS Highway Design Manual the minimum turn lane width on a principal arterial (NY 29)
is11ft.
Note that NYS DOT supports a through westward bicycle lane, only is noting a DOT preference for 11'
turn lanes.
This is not an issue of road widening—it is an issue of how to paint the lanes after the new Weibel-
lake intersection is constructed. We can all agree that the new intersecfion, coupled with the
elimination of the current Lal<e Avenue entrance, will improve traffic safety. We believe that with
some additional discussion a solution can be found, which provides for both trafFic flow and bicycle
safety. We do not believe the current Stewart's position achieves that objective.
The Stewart's Lake Ave. project achieves many positive outcomes. The road striping plan does not
match the quality of those outcomes. We request either:

1. That the approval for the Stewart's project be postponed until the road striping issue is
resolve, or
2. That the road striping position of the project be left open until it can be revisited.
In either case, representatives of the Complete Streets Advisory Board should be part of any future
discussions and decision of how the roads should be painted after the new intersection is
constructed.
The Complete Streets Advisory Board is grateful for the Planning Board's active interest and
cooperation in mal<ing Saratoga Springs a safe cycling and pedestrian community. As the project area
was the site of a fatal crash involving a motor vehicle and cyclist, we believe the placement of striping
for a lane bike lane is reasonable and can be accomplished without extensive modifications to the
project. The bike lane will also serve to reduce conflict with the travel lane. We would also respectfully
ask for the inclusion of a ghost bike to the signage adjacent to the travel site as a memorial to the
site.
Ultimately we believe the design modifications will better serve the community; serve as a safe
entrance to the downtown core connecting Weibel apartment residents and year round users of the
hockey rinks; provide a warm entrance for Stewart's customers; and continuing our process and
commitment to complete the Saratoga Greenbelt trail.
