Chairman Torpey and Members of the Saratoga Springs Planning Board,
Stewart's last appeared before the Board at its July 28t" meeting at which time, there were several
considerations for design changes to be reviewed and potentially implemented by Stewart's and Creighton
Manning Engineering (CME) related to the Gilbert Road and NY Route 29 corridor. The list below identifies the
request and the associated design modification for attempted mitigation:
1. Requested installation of dedicated bike lane — pursuant to NYSDOT correspondence dated Friday,
August 5t" from Ken Davis, P.E., the Department is unwilling to decrease the travel lanes to less than 11
feet wide. With this decision, Stewart's is unable to achieve the dedicated bike lane and will instead
provide a bike lane through the installation of 4-foot wide shoulders, which has been approved by
NYSDOT.
2. Relocate the Gilbert Road Driveway South — because of previously obtained area variances Stewart's
was concerned about increasing the amount of pavement that would have been associated with the
driveway relocation. In examining the discussion with the Board, it was realized the concern was not
about driveway location, rather speed for vehicles coming from Lake Avenue and the site distance
provided. Stewart's design modification is to extend the edge of pavement at Lake Avenue and Gilbert
Road to the east, decreasing the "slip lane" effect that is currently present at the corner. CME believes
this to be a far more impactful roadway improvement for addressing excessive speeds at the Gilbert
Road entrance than a relocation of the driveway. Relocating the driveway further south would only
increase the distance to increase speeds from cars turning from NY Route 29 onto Gilbert Road.
NYSDOT has reviewed our proposed approach to extend the edge of pavement and approved of the
modification of the intersection as a traffic calming measure.
3. Department of Public Safety Comments for Channelized Access on Gilbert — a channelized driveway
was drawn to prevent northbound turning movements exiting the site toward Lake Avenue.
4. Provide Landscapin� in NYSDOT Ri�ht of Way (ROW) — as the Board requested landscaping to be
provided along the NYSDOT ROW, Stewart's is now proposing landscaping in the northeast corner of the
state-owned land. Planting the landscaping within NYSDOT ROW will, however, require a Use and
Occupancy (U&0) Permit and will be obtained on a separate track from the NYSDOT Highway Work
Permit in order to not hold up the construction of the offsite highway improvements.
5. NYSDOT request for sidewalks — the plans have been updated to include sidewalks along the frontage
of NY Route 29.
With these modification, Stewart's formally requests consideration on the next available agenda. Should there
