':�;-'u °�7 � � m ��__ �'� z � 2��OA �9133° �fti=� R���SS�oNP September 9, 2022 Engineering Report Cardona's Market Saratoga Springs, New York 2022049 L Introduction Cardona's Market, located at 222 Washington Street in Saratoga Springs, operates a specialty foods market and deli. The market has been operational for some time and has e�sting water and sanitary sewer services, as well as a parking lot, site landscaping, and sidewalks. The proposed project includes a building expansion at the rear of the e�sting building, which will allow the owner to expand the specialty foods market place and provide the necessary space for the market to provide catering services. The expansion is also meant to improve flow for customers entering the market. Additional site improvements that are proposed include pavement patching and clean up, replacement of a broken concrete panel, installation of a missing curb section along Birch street, and lighting improvements. There are no water and sewer improvements proposed as part of the work The intent of this report is to inform the City of Saratoga Springs of anticipated additional water and sanitary flows as a result of the building expansion. The water and sewer laterals currently utilized are anticipated to continue to be utilized without changes. II. Existin�Water and Sanitarv Sewer Utilities Municipal water service is currently provided by the City of Saratoga Springs. Per City records,there is an e�sting 4" main on Birch Street and Washington Street, as well as an 8" main at the corner of Bensonhurst Avenue and Washington Street. Sanitary sewer service is provided by the City of Saratoga Springs. An 8" CIP sanitary sewer line runs along the west side of Birch Street. Ultimately the wastewater flows are conveyed to and treated at SCSD's wastewater treatment plant in Mechanicville. III. Proiected Water and Wastewater Flows Due to the unique nature of Cardona's Market, NYSDEC does not have a suitable category for accurately estimating water and wastewater flows from the facility. Research into other nearby states found that Vermont did have a category that fit well, "catering with no on-site seating". The owner has indicated that currently 8 to 12 staff are working at any one time, and that number is anticipated to increase to 10 to 15 staf£ Therefore, the maximum increase in the number of staff(and subsequent water/wastewater flows) at any one time is 7; so the calculations herein conservatively assume that the increase in staff is 7. 1 Engineering Report Cardona's Market Saratoga Springs, New York 2022049 The table below provides information on the anticipated wastewater flow rates for the project: Description Use llate Total Use Catering Operations 100 gpd' 100 gpd 7 Additional Staff 13 gpd/employee' 91 gpd Total Flows 191 gpd Average daily flow for wastewater is estimated to be 0.3 gallons per minute (gpm)based on a 10 hour day. Estimated peak hourly flow is 1.3 gpm (4.2 x average).� Average daily demand for water is estimated to be approximately equal to the wastewater flow or 0.3 gpm. Instantaneous demand is calculated at 12.5 gpm3. For the purposes of input into the City of Saratoga Springs water model, we offer the following estimated water demands for the project: • Average Day Demand is 0.3 gallons per minute (GPM) over the 24 hour period. • Max Day Demand is 0.6 gallons per minute (GPM)based on twice the average. • Peak Hourly Flow is 1.3 gallons per minute (GPM)based on 4.2 times the average. IV. Proposed Water and Wastewater Utilities There are no proposed water and wastewater utilities on site; the project will utilize existing lateral connections. Notes 1.
