. r rr I'rervatio rati. September 28, 2022 A =tr. `''F''f'''" Ms. Tamie Ehinger, Chair c r:.t Design Review Board ; City Hall 474 Broadway Saratoga Springs,NY 12866 RE: 119 Woodlawn Avenue-Demolition Dear Ms. Ehinger, The Saratoga Springs Preservation Foundation reviewed the application to demolish 119 Board of Directors Woodlawn Avenue. Michele M.Funiciello Pesaent The residence located at 119 Woodlawn Avenue was constructed in 1866 by Solomon Sheila Sperling Friedlander, a Jewish immigrant from Prussia who operated a clothing store on Broadway Vice Pesident and was later listed as a j eweler. He built six row houses at 73-87 Washington Street near Linda L.Harvey the railroad that still exist today. In 1888, the house was purchased by Henry Clipper, a Secetay hostler and teamster, who built large stables for his horses. The Clipper family continued Stephen Kyne Teasue to own the property until 1963 (see attached). Tiffany Blair steenodds The house was built in the Greek Revival style. Based on research, Friedlander built the Goanna'orazo house as a rental where porters, liverymen, porters, and other working class people lived. Julia Dunn . . . . . . Adam N.Favro The house retalns its wide band of trim that forms a trlangular pediment and the original John Haller French doors that lead out onto the full-width front porch, currently boarded up. It appears Vincent LaTerra that the turned wood columns and balustrade of the front porch were added at a later date Patty Morrison samantha Nass as well as the board and batten siding. Dorothy Rogers-Bullis Jason Thomas Tricia Viola The residence 1S a contributing building of the West Side Historic District listed Ori Dmitriy Yermolayev National Register of Historic Places. The house retains nearly the same appearance as Maddy Zanetti when the district was created aside from the inappropriate, second-story one-over-one James Kettlewell • • • • • mltus windows of the primary facade that replaced the orlginal slx-over-slx windows (see attached). The Foundation listed this structure on its endangered list in 2012. Staff Samantha Bosshart The Foundation recommends that the Design Review Board review the proposed Executive Diecto demolition under Structures with Architectural or Historic Significance of the Unified Nicole Babie Development Ordinance— 13. 9. J. 3. Membeship&Pogams Diecto Structures with Architectural or Historic Signicance Jacqueline Bunge . EventsPogams a. For the proposed demolition of a structure with architectural or historical Coodinato signicance, the applicant must demonstrate good cause as to why such structure Patricia Herrick cannot be preserved. The applicant must provide the following: Bookkeepe i. The applicant must document good faith efforts in seeking an alternative that will result in the preservation of the structure including consultation with the Design Review Board and the Saratoga Springs Preservation Foundation. The relocation of structures may be permitted as an alternative to demolition. 11. The applicant must document efforts to find a purchaser interested in 112 Spring Street,Suite 203 acquiring and preserving the structure. Saratoga Springs,NY 12866 (518)587-5030 www.saratogapreservation.org iii. The applicant must demonstrate that the structure cannot be adapted for any other permitted use, whether by the current owner or by a purchaser, which would result in a reasonable return. iv. The applicant must submit evidence that the property is not capable of earning a reasonable return regardless of whether that return represents the most profitable return possible. "Dollars and cents proof' is required to demonstrate such hardship. v. Application for demolition of a structure with historic or architectural significance must include acceptable post-demolition plans for the site. Such plans include an acceptable timetable and guarantees Which may include performance bonds/letters of credit for demolition and completion of the proj ect. The Design Review Board may condition the issuance of a demolition approval on the applicant's receipt of all other necessary approvals and permits for the post-demolition plan. Based on the limited information provided in the application, the owner has not demonstrated"good cause"as outlined in the ordinance nor an acceptable post-demolition plan. Therefore, the Foundation opposes the proposed demolition of 119 Woodlawn Avenue. Thank you in advance for your thoughtful consideration. Sincerely, , r i Michele M.
