AUgUSt 2O, 2O2Z To: City of Saratoga Springs Planning Board Re: Project Narrative—Halfmoon Farm (Formerly Independence Square Subdivision) City of Saratoga Springs Tax Map Parcels 166.15-2-34, -35, 166.19-1-1 through-41 Barber Engineering Project No: 21-222S Chairman and Board Members, On behalf of the Applicant,Mr. Art Curto,we and Arico Associates have revised the previously submitted plans. The revisions have been based on discussion with the planning board, city staff and general observations of the property. As discussed, the previously approved 39-lot subdivision does not meet the current zoning requirements for this area and would ultimately result in significant disturbance of federal wetlands and clearing limits. With the prior plan that we presented May 5, 2022 at the Sketch Plan Review, we intended to create a residential subdivision with townhome units that emulated the qualities of"cluster" developments. The revised subdivision plan now illustrates 16 single-family individual building lots. The updated layout remains a cluster subdivision, reducing the impacts to wetland areas as well as the overall area of disturbance for the project. The remaining wetlands and undeveloped areas will then be deeded as conservation areas and protected from future development. In summary, the layout being proposed will disturb less than 5 acres of the overall property, including tree clearing and installation of public utilities. Attached with this submission is a concept plan displaying the proposed alternative to the previous submission subdivision. This project may require some waivers and area variances as determined by the city staff for establishing a cluster subdivision.
