Proposed change, Parcel One: ._ ap In accordance with City Attorney Vince DeLeonardis' advice to the Planning Board members, changes to the zoning map need to be in keeping with the Comprehensive Plan and the Zoning Ordinance. Comprehensive Plan page 55: (1) "Intensity of uses" become "less as one travels away from the Core" of the City. (Comprehensive Plan p. 55). The proposed rezoning of Parcel One would produce uses vastly more intense than at present -and the project mentioned, spectacularly so. Page 48: (2) "all development and rehabilitation be respectful of the original community character." This is the original farm of Gideon Putnam —the founder of Saratoga Springs. Through its long history, this section has been residential. The proposed rezoning of Parcel 1 is entirely contrary to the original character. Clearly the zoning of Parcel One should remain as it is: residential. 2. Subject: Adoption of`Parcel One' at the Comprehensive Planning Committee The subject of 'Parcel One' was introduced at Comprehensive Planning Committee meeting Number 18 (November 17, 2014). The previous 17 meetings were largely taken up by topics of density on the city's periphery. Half an hour after adoption of all prior decisions, the Morgan Street change was brought up, the last late amendment. The discussion lasted less than six minutes, with no public comment or discussion of substantive issues. The conversation was guided by the chairman and two committee members with impromptu advice provided by Matthew Jones from the audience. After brief discussion the committee agreed to the change. [Video is available.] There was a breach in Comprehensive Planning Committee process. It is the essence of the Planning Board's role to apply its expertise and discretion in correcting defective interpretations. The City attorney's directives to ignore rationale, and to vote the zoning map 'up or down' in its entirety, prevents the Board from exercising its skill and duty. I had been under the impression that the Comprehensive Plan in 2015 lists RR Run area as CRN-1. Residential only.... As a member of the Board of Saratoga PLAN 1 am particularly concerned about the elimination of green space in neighborhoods. especially when the people buying houses there were under the impression that their neighborhood would remain zoned as residential. I am unable to attend the Planning meeting tomorrow night but I hope my message can be transmitted to the Planning Board members before they conduct their hearing. I am curious about why the Behan company's work on revising the Comprehensive Plan had been replaced recently by a Chicago company?Was this a political decision to enable a reversal of the 2015-2018 work? possibly to enable construction of dense housing and other commercial enterprises? It seems unfair to take away green space in that area from residents who invested in homes there thinking that their view shed and green spaces were part of a permanent Zoning plan. Please don't change the zoning. The real issue here is wether to change zoning from residential to institutional.The homeowners have every right to NOT want this change and our city planning boards and leaders should support them.This doesn't mean that we don't support good medical care or the doctors in our community. It would be silly to muddle this issue with that thought.We all support our doctors and our hospital, that's a no brainer. Having worked as a real estate appraiser for 15 years there is no doubt in my professional opinion that this change will negatively impact the value&marketability of the surrounding residential properties.This opinion has lasted the test of time&there is ample proof in the market to support this. A zoning change will impact the character of the neighborhood and set a precedent throughout Saratoga Springs that spot zoning is an option for developers here. If allowed the possibility that this could happen all around Saratoga Springs is strong.The change will most definitely impact both neighborhoods and both will see an increase in traffic, congestion, noise and night&day lighting issues. It is not a change that will create community but actually detract from it.As you can see the push has begun...spot zoning should not be allowed, it will detract from the quality of our neighborhoods which is why Saratoga Springs is the special place that it is and why we should do all we can to protect it&our neighborhoods. The question here is does the developer, and that's who we're talking about, have the right to take residential land and get a zoning change when there are many other commercial options available?The hospital already owns a piece of property right next to them that they could develop.The reported reason to not use this property is that it will cost the hospital 10 million dollars more because it will be forced to include parking to accommodate the offices in that space. It is a known tactic to go after residential property&convert that to commercial than it is to go and simply pay the price for existing commercial property. Developers have been known to spend millions to do just that. But once zoning is changed from residential to institutional, business or commercial,the only winner here is typically the developer whose property value can increase ten fold while the surrounding neighborhoods loose their property value and quality of life. How fair is that when most property owners have only one major investment in their lives and that is the purchase of a single family home. If the hospital needs to consolidate it's offices, it should do so, but not at the expense of others or as a way to help or benefit a developer or the landowner.The strength of our community is our residential neighborhoods with safe, walkable access to a concentrated commercial downtown area...that's why Saratoga has become the place people want to live. I ask you, if it was your home that was to be affected would you be ok with a zoning change like this? On the issue of safety on Morgan Street or any of our streets, regardless of a change of zoning or not, our city is responsible to ensure that safe access and streets are designed and built for all modes of transportation.This should be implemented here regardless. Our city needs to own this responsibility.As a driver, pedestrian&bicyclist that travels regularly in this area, it is already difficult to navigate safely especially walking or bike riding. Add 300 cars daily and you're asking for serious issues. Is changing our zoning the only way to solve this problem?This safety and livability issue should be addressed immediately by our city leaders and their departments for all of the residents and for those who visit, work, attend school or play in this area. I, like many others, have concerns about changing the zoning along the RailRoad Run to something more industrial and/or high density. • many of us want to preserve as much as possible, the RailRoad Run trail as we know it, a refreshing green and open space trail in the midst of downtown • many have worked over two+ decades to see the trail established, planted wildflowers with the HS and GS troops, and advocated for the successful connection of the trail to the Spa Park } • we can support eventual development, consistent with current zoning that would be in keeping with the already approved 2015 Comprehensive Plan and existing y pp p assets of the RRR trail and surrounding neighborhood. The proposed zoning changes to the Railroad Run contradict the } Comprehensive Plan. This is the view of overwhelming majority people of I talked with regarding this plan. Also, in a letter dated March 28, 2019 and sent to the Mayor and the City Council a past from the Comprehensive Plan Committee points out to the mistakes in the new zoning Proposal 17 (that talks about Railroad Run). Here is what the letter states: "Proposal # 17 — Land adjacent to Railroad Run Trail: The recommendation is to change the strip of land from West Circular Street to New Street from an IND zoning district to INST-PR and T-4. I think there is a mistake here for the northern portion of this strip. I recall that the 2015 Comprehensive Plan Committee clearly changed the northern portion 0 from South Street to West Circular Street from an IND-2 designation to a predominately single and two family residential classification of CNR-1. Therefore, thise ro osal to chap p P 0 this northern section to a T-4 zoningdistrict would be contraryto the use and density policy as stated in the 2015 Comprehensive Plan and, thus, not compatible." It is clear from this letter that the proposed changes are inconsistent with the Comprehensive Plan that was created with the goal of sustainable development that takes into consideration current plan of the area. Note that the past member of the Comprehensive Plan Committee refers to this amendment as a "mistake" that he thinks needs to be corrected. I would call this change arbitrary and unreasonable as it does not fit the current plan of the neighborhood unless there are legitimate reasons for this change. We were not informed about the reasons for these changes. I understand that you receive many e-mails and letters but this one is very important ortant as it was written by a member of the Comprehensive Plan Committee. How does the Mayor, City Council and Planning Board respond to the criticism raised in this letter and strongly gY supported by the community? What are the reasons for these changes (the letter also asks about it)? If there are no legitimate mate reasons for these changes theycan be 0 considered unreasonable and arbitrary. We asked the community about rezoning the Railroad Run and 99% of eo leno. We p p say will bring a petition that was signed by over 200 people that oppose this change (2 people out of 202 supported it). I appreciate your time in addressing these important issues. Therefore, this proposal to change this northern section to a T--4 zoning district would be contrary to the use and density policy as stated in the 2015 Comprehensive Plan and, thus, not compatible." _ It is clear from this letter that the proposed changes are inconsistent with the Comprehensive Plan that was created with the goal of sustainable development that takes into consideration current plan of the area. Note that the past member of the Comprehensive Plan Committee refers to this, amendment as a "mistake" that he thinks needs to be corrected. If you have you know why it has been zoned URI for generations. It is one of the most pristine and scenic parcels of land anywhere in Saratoga. It is surrounded by single family homes on three sides and the turn of the century Golf and Polo club to the west. I hope you have driven the original country lanes that run through our neighborhood. If you have you know that these country lanes are overrun with traffic, are narrow, potholed and full of speeders. If you have driven these streets you have seen the signs posted on every single family home lawn protesting this possible rezoning. If you have read the letters from both boards at Birch Run and dozens of individual letters from Birch Run residents and neighbors you know that we are all opposed to the potential rezoning except for the DA Collins family that has a contract to sell the land to the hospital if they could get it rezoned. We have detailed the devastating effects to our property values rezoning would have on our residents many who are retired or near retirement. You know the rezoning would bring blasts of dynamite for months, noise and air pollution from years of development and unbearable and dangerous levels of traffic to our narrow residential streets. Once completed we would be treated to the constant humming of air conditioning units, generators, and football fields of asphalt parking lots and light pollution. How can our pleas to keep our residential land UR- 1 be ignored for the "want" of an office building by the hospital. From. what I can see the hospital is making three arguments for their "want" for this monstrous medical building. One is they need this complex to attract the talent they need to provide the very best in care for the community. If I were currently a doctor on staff with Saratoga Hospital I would take offense to this. Does anyone really believe that a talented doctor wouldn't come to Saratoga if they didn't have their medical offices in the middle of a residential neighborhood? Talent will come to Saratoga if the offer is right. who doesn't want to live in Saratoga and raise their families? The second argument is that doctors need to confer with one another and if they are all in the same building they would achieve this. Does anyone really believe this? Doctors and Providers communicate electronically. I sure hope the hospital has invested in their digital capabilities so doctors and nurses can communicate in real time with up to the minute records and charts. The last argument is about money and how the hospital would save $750,000 a year on doctor's office leases. This argument I do believe. The hospital admits they have the room to build on their current campus even closer to the hospital but they don't want to spend $1 o Million on a parking garage. with these lease savings they could pay off the loan for a parking garage in six years and have the doctors right across from the hospital. You know their arguments don't hold water and neither will our neighborhood from the runoff of stone water from the concrete and asphalt jungle they will create. Not one advocate for the hospital rezoning proposal is a home owner in the neighborhood. we all know if this rezoning was right in the middle of their family neighborhood they wouldn't be so cavalier in their attitude. And most of all if you rezone this property the hospital will pay no real estate taxes costing the taxpayers of Saratoga Springs millions in tax revenues going forward that this beautiful property would bring in left UR -1 single family homes. If you advise to rezone this property to olIB-2 youwill have abandoned the very principles that the Planning Board stands for; Provision of privacy for families and the maximum protection of residential areas. Prevention and reduction of traffic congestion so as to promote efficient and safe circulation of vehicles and pedestrians. In my May 121" letter I did make reference to the hospital publically announced interest to build an 88,000 square ft. 54 ft. high office building with an adjacent 300 car parking lot and a to be determined number of resident housing units. In re -reading the letter it struck me that a reader could take away from the letter that the opposition to the zoning change is driven by a specific opposition to the hospital project. Nothing could be farther from the truth, our opposition is to the change in zoning from residential to institutional and driven by a deeply held belief that the zoning change will lead to the parcel in question being developed in a way that would inconsistent with the best interest of the environment, the community, and the resident of the neighborhood and the city. The issue at hand is the planning board position on the zoning change. A change in zoning of this parcel from residential to institutional will have material negative impact on one of Saratoga's old established residential neighborhoods. Historic presenfatio.n plays a critical role in the economic vitality of our city, which is evidenced by the findings of the 4201 8 economic impact study of historic preservation -"Saratoga Springs — enhancing the values through Historic Preservation" by nationally recognized economic analyst Donovan Rypkerna, l.n the Foundation's initial letter date October 11, 2016. several issues were identified that could be addressed through the UDO process. Two of those issues include the use of accessory structures since mane are vacant and deteriorated because they are not able to be used and the building heights within and adjacent to architectural and historic review districts to allow for greater height variation and to relate to the conte, of adjacent buildings. The Foundation is pleased with the recorninendations that the consultant has made that allow the use of accessory structures and change the regulations of building heights. The Foundation is also pleased that there is discussion of having provisions to allow for a classic sivii designation to preserve specific historic and/or unique suns within the city. However, the Foundation identified the following key issues that it feels should also be addressed in the UIDO. When these contributing structures are demolished, the in -fill structures that are constructed often are insensitive to the neighborhood context — the structures are not appropriate in height, scale, mass, or style. The ISD should incorporate contextual design Guidelines for historic districts listed on the National Register of Historic Places that currentlY, have no reviewas an interim .measure until these areas can be successfully incorporated into a local architectural or historic review district. While the NYS Property Maintenance (;ode can address demolition-by-negIcet, serious consideration should be given to the adoption of a deniolition-by-neglect ordinance as well as sienificant financial penalties for those who fail to meet the requirements of the NYS Property Maintenance Code and the local vacant, building registry ordinance, to discourage the continued deterioration of buildings. A demolition -by -neglect ordinance should address both primary buildings and accessory structures such as carriage houses and stables. It is important that the -local historic districts be expanded to match the boundaries of the historic districts listed on the National Register of Historic Places as OUtlined in "A Working Plan for Historic Preservation in Saratoga Springs." 11owever, this will require that it be an important long-term goal of the City of Saratoga Springs and the Design Review Commission and a comprehensive education effort. The Foundation is willing to work with Staff and the .Design Review Commission on this initiative. The Foundation recorni-nends that the process to allow building owners to voluntarily -seek, inclusion in a local historic district — such as was done by the owners of .199 and 200 Woodlawn Avenue --be incorporated into the ordinanec. We are grateful for your service to our community. We strongly oppose the proposed rezoning of property on Morgan Street from residential to commercial. The proposed rezoning is contrary to three central tenets of the Consolidated Plan: First, that "all development and rehabilitation be respectful of the original community character" (Page 48); Second, that OMB -2 is not an permitted Institutional use {Zoning Ordinance Chapter 2 [Table 1]}, and third, that dense development should be concentrated at the city core and development should gradually become less dense at the outskirts (Comprehensive Pian, Page 55). The proposed change also is contrary to the one of the primary purposes of the Zoning Ordinance which is to establish "the provision of privacy for families and the maximum protection of residential areas." (Zoning Ordinance at 1.3(B)(3)}. The argument has been made that because the Comprehensive Plan Committee approved the plan it itself had drafted, and because the City Council approved the Comprehensive Pian as proposed, there is no warrant for a close review of zoning changes the Plan contemplates. We applaud you for rejecting that argument. The City Council has asked for your advice and, respectfully, you have an obligation to give the best advice possible, informed by your knowledge, experience and judgment. The Planning Board is quite correct to inquire as to the provenance in 2014 and justification of this particular rezoning request. Saratoga Concerned Neighbors, Page 2. Similarly, you have been advised to issue a blanket decision on all eighteen proposed zoning changes contemplated in the Comprehensive Plan. Doing so would deprive each issue of the detailed, individual consideration it deserves on the merits and would deprive Planning Board members of the opportunity to dissent where they feel doing so is necessary. A decision on each of the eighteen questions gives the City Council the benefit of your considered views on each issue. The all -or -nothing approach unreasonably constricts the Planning Board's review and is unnecessary and unhelpful to the City Council. We appreciate this opportunity to share our views with you. 1. The Comprehensive Plan is a good, aspirational document, the product of diligent work by a diverse and dedicated group of volunteers who spent 19 months addressing many complex issues. But like any plan it has imperfections and oversights. Fortunately, the very review process now being conducted by the Planning Board is the opportunity to adjust and improve the plan where necessary. Doing so will not only make the plan stronger but create greater community confidence in the integrity of the process. The provenance of the proposed change in zoning around Morgan and Myrtle streets warrants close scrutiny. The notion of rezoning this area (now "Parcel ##1") was not even considered by the Committee until its November 17, 2014 meeting, and it was approved that same night after approximately four minutes of discussion.' After working for 19 months, the Committee was pressing to complete its work. The Committee had spent considerable time discussing ways to preserve the City's green belt. A Saratoga Hospital representative appeared at the 11th hour. He acknowledged the lateness of his request and asked that the Committee recommend the change in zoning. The Committee was led to believe the change involved the simple enlargement of an existing PUD. The Committee was told that the hospital needed room to expand but had no other alternatives. The Committee heard only the views of the hospital. This history is recounted in the May 5, 2019, letter of a committee member, Saratoga County Chamber of President Todd Shimkus. He recalls that the zoning change "was proposed" (not by the city's consultants or any third party) but by a Saratoga Hospital Vice President. Mr. Shimkus said that, as he understood the matter, "adding these two parcels for medical office use would offer a much-needed opportunity for the continuation of the medical services offered by the 1 The video from that night is available at: htt sarata as rin sn .swa it,com la 12022014-1375. He wrote that the hospital representative's "brief statement to the committee on the need for this change was compelling. Indeed, neither the committee's consultant nor the City's Planning Department expressed any reservation over the proposed change." Mr. Shimkus' account snakes clear that the Committee heard only the hospital's view and accepted it without examination. The Committee did not know that the hospital did, in fact, have other options for the building, nor that hospital intended to use the property for offices and parking, not medical services. The Committee did not intend for the proposed change to cover all of what is now Parcel #1, and it did not intend for any entity other than the hospital to use the land for commercial purposes (there being a comment that the zoning would revert back to residential if the hospital's plans fell through). Moreover, the Committee did not have the benefit of advice and guidance from the Planning Department or the city's consultant. Time was short and did not allow for any meaningful examination of what seemed at the time to be an innocuous, almost ministerial request. There was no informed consideration of potential impact on the residential neighborhood, no consideration of the impact of changing the zoning from residential to commercial, no consideration of the potential impacts on the environment, and no consideration of the increased stress on city infrastructure. Z. The proposed zoning change was not the product of a careful, deliberative process. It is an ad hoc change requested by a single entity, Saratoga Hospital, to benefit a single entity, the hospital, at the permanent expense of the residential property owners who relied on the city's residential zoning when they established their lives and families there and invested in their homes. The city was wise to establish the residential zoning in this area -- it accurately captures the long- established character of the neighborhood. Dispatching with long-established zoning that is perfectly consonant with the values that underpin the comprehensive Plan and the Zoning Ordinance, without a surpassing and identifiable communitywide benefit, violates the principle that settled matters deserve respect because, among other reasons, members of our community have ordered their lives around the established residential zoning in this neighborhood. They have believed in it and have relied on it. They choose where to live based on it. And it should not be abandoned for the benefit or convenience of one entity. Saratoga Hospital has made four arguments in favor of rezoning: First, that the land is available, it's near the hospital, and the location would be convenient for medical offices. Second, that while the hospital could build offices on its own campus, it chooses not to do so because space is at a premium and the off -campus location is less expensive. Third, that these particular offices in this particular off-site location will improve health care. Fourth, that the hospital exists to serve Saratoga Concemed Neighbors, rage 5. The residential virtues we seek to preserve would be irretrievably lost. Saratoga Springs is one of -the most desirable places to live in the Capital Region because of its diverse and distinctive residential neighborhoods. We hope the Planning Board will support our effort to protect this residential neighborhood. The seniors in this economic bracket have assets and incomes that do not qualify there for public assistance toward the cost of certain independent living facilities. On the other hand, they can not afford the high rents in upscale places like Prestwick Chase. One. option for them. to consider is co -1 i.i ng. Coliving is simply a housing choice allowing unrelated people to occupy the same dwelling while sharing expenses, common spaces and household tasks. Coliving is a nationwide affordable housing trend taking place in cities throughout the country. There are senior col ivi ng households and i ntergenerational households. It is, most importantly, an option available to seniors who choose to Age in Place. This approval process requires a public hearing and notifications mailed to the immediate neighbors, There is a perception that there would be fewer neighborhood concerns if these types of rooming houses were limited to only senior citizens (5S years of age or alder). Seniors living in a rooming housing may tend to have a more mature life style, have few cars and less daily trips in and out than those occupants of an all -age rooming house. In each case, the owner's Investment has been in the upper six or lower seven figures. Sidewalks were never a consideration and were not a requirement during the building permit process or the property sales transaction. The patchwork of sidewalks that do exist today, some dating back to the 19th century, appear to be the result of voluntary property owner efforts and sporadic city action, not any thoughtful, comprehensive plan or zoning requirement. In neighborhoods such as this, property owners clearly can afford to pay for sidewalks as part of their overall investment and should be required to do so. In neighborhoods where owner -financed sidewalk improvements may unrealistic, other mechanisms, such as fee -in --lieu of should be examined. Several upstate cities, including Ithaca, Schenectady and Syracuse, have considered creating neighborhood sidewalk assessment districts to finance the repair and construction of sidewalks. My current concern over the impact of these same zoning changes has markedly increased over the past few weeks because the public discussion has become emotionally entangled with issues of hospital expansion, thus creating a diminution of focus on the issue before the Planning Board. of course the hospital wants to expand beyond its current property and is proposing a medical office park and a nearly 400 space lighted parking lot on this residential- zoned open space. This zoning change goes in the opposite direction of what the Comprehensive Plan is supposed to do, that is, maintain and protect the character of the neighborhoods in Saratoga Springs. Our neighborhood is clearly residential. The purpose of the Comprehensive Plan is to provide protection for our neighborhoods. Opening the neighborhood up to institutional development will change this neighborhood forever and we will become a commercial zone. Our homes will become invaded by parking lots, multi floor building of several thousand square feet, traffic all day, not to mention the years of construction, blasting of the bedrock which can damage nearby homes, ground water runoff, etc. How can this be fair to the home owners in the neighborhood? I believe the City Council has put pressure on the Planning Board to act quickly and to give them one answer, yes or no, on the entire Comprehensive Plan of eighteen different parcels. I previously submitted a letter dated May 9, 2019 to you, and I will try not to repeat the same material, but summarize the problems I have with re -zoning these 1.9.37 acres in my residential neighborhood. I was introduced to Saratoga Springs thru a conference at the City Center nearly 15 years ago; and my wife & I decided to relocate and retire here because of the all the City had to offer, such as the Restaurants, the Performing Arts Center, the Parks, the Library, the Train station and yes, the Hospital. Before we purchased our home & major asset, we did our due diligence and researched the surrounding vacant land with the City of Saratoga Springs and confirmed it was zoned `residential'. In November of 2014, the Hospital's legal representative (Matt Jones) advanced a zoning change to the Comprehensive Plan Committee to re -zone 19.37 acres (3.26 acres donated by DiCresce family & 16.1 acres for sale by D A Collins Const Co Inc). This was done without notice to the surrounding residents, nor does it appear on any of the archived Agendas of that Committee on the City's website. In August of 2015, Saratoga Hospital filed an application to amend their Planned Unit Development (PUD) to include the 19.37 acres, now known as Parcel 1 of the proposed Comprehensive Plan. In February of 2016, the City Council failed to approve the Saratoga Hospital's expansion plans due to recusals of two of the five City Council members, and a third member being on record against it. As area homeowners, we thought that was the end of it. However, with the City's Unified Development Ordinance initiative, the re -zoning of these 19.37 acres of a residential neighborhood, known as Parcel 1 on the proposed Comprehensive Master Plan, has re-emerged with attorney Matt Jones, Hospital officials and employees speaking in favor of it, and area homeowners like me against it. Yes, generally what is good for Saratoga Hospital, is good for the City of Saratoga Springs. However, contrary to the Hospital's press releases, but rather as evidenced by the Hospital actions, the Hospital has been neither a `good neighbor' nor 'trustworthy'. Not only was the notice of the proposed re -zoning by the Hospital deficient, but equally deficient is the Hospital's failure to fully inform the public of their plans for all of the 1.9.38 acres they have been seeking to have re -zoned. page 1 of 4 D.Hultay to City Planning Board May 29, 2019 Re: Disapprove or modify re -zoning of 19.37 acres for Parcel 3. of proposed Comprehensive Plan Saratogians may be aware of the Hospital's plans to build a large Medical Office complex with a large Parking lot on 8.5 acres along residential Morgan Street, referred to as `Zone G' on the Hospital's application to amend their PUD. However, few, if any, are aware of the Hospital's plans for the remaining 10.87 acres along the Saratoga Golf & Polo club, referred to as 'Zone F' on the Hospital's site plan. The fine print on the Hospital's amended PUD for 'Zone F' clearly states their intent to build 42 residences along the Golf course, instead of along residential Morgan Street (see attached maps). The irony of this scheme may escape some, but it should not escape you & your fellow Planning Board members. Destruction of a longtime neighborhood of single-family homes by encircling it with Office buildings and Parking lots, while reserving acreage North of the Hospital's existing Parking lots to build a residential development of their own is beyond the pale. There is no doubt that an 88,000 square foot, 54 foot high Office building with 300 space Parking lot on Morgan Street will cause the re -sale value of all the single-family homes to the South of it (on Morgan Street, East of Myrtle Street and all of Woodland Court) to plummet. In all likelihood over time, these owner -occupied homes will become rentals with absentee landlords, which often leads to urban blight. The Hospital's plans should be rejected not only for the reasons cited above, but also because the Hospital has quietly started to buy up vacant lots in the residential neighborhood between Morgan Street and their Main Campus. One is on the South side of Morgan Street, and the other is on the North side of woodland Court (see attached Tax map 165.41 Lots 6 & 8). In my opinion, it is evident from Saratoga Hospital's actions, that it is intentionally trying to destroy the residential neighborhood North of their Main Campus, in order to eventually purchase these homes from those families at depressed values. If true, the Hospital is anything but a good neighbor and trustworthy. The Hospital representatives have repeatedly stated that a couple dozen homeowners should not be able to stop what is good for the majority of Saratoga, which is analogous to saying sometimes it is necessary to cut-off a limb to save a patient. But what Saratoga Hospital is proposing is cutting -off a perfectly healthy limb (a single-family residential neighborhood) unnecessarily. My neighbors & I are relying upon you, the City Planning Board, to get answers from the Hospital about these questions, since the Hospital is not obliged to answer us, and no one else has been asking them. If you do not wish to disapprove re -zoning all of the 19.37 acres in Parcel 1 of the Comprehensive Plan, I request that you reduce the amount & location of acreage to be re -zoned 'Institutional', specifically flipping 'Zone G' of the Hospital's amended PUD site plan with 'Zone F'. Limiting the Hospital to building their Office complex on acreage North of their existing parking lots and west of Myrtle Street (along the Golf course), and leaving the acreage on, and North of, Morgan Street zoned as 'Residential'.
