information for the 18 Cherry Street P 'ect located at 18 Cheery Street and Marvin Alley
proposed by Anthony Maney.
Application for Site Plan Review;

General
1. Has the p 'ectreceivedanycorrespondencefromnorcoordinatedwvithNYSSHPOin
regard to the existing NYS Heritage areas or nearby historic district?
2. The Utility-As Built plan sheet included in the water and sewer report prepared by
Thompson Fleming dated April 15, 2016 showed an 18' wide strip to be conveyed to the
City of Saratoga Springs but is not reflected on the survey or plans? Please confirm this
conveyance occurred and revise plans if it exists. Does this effect setback distance
required or covered by variance?
3. City Zoning Board conditions no accessory structures are allowed for this project. See
cover sheet.
4. Provide stamped plans including survey.
Water and Sanitary Sewer
1. Add statement that existing system can provide sufficient quantity and flow rate for
sprinkler systems from existing system without fire pumping to boost pressure. Existing
system has 6-inch pipe in the area but suspect it is sufficient for sprinkler system flows.
Are standpipe/hose stations proposed within buildings? Indicate anticipated fire flow
capacity for new dead end hydrant on Marvin Alley. Confirm fire protection systems and
water system capacity meets NYS Insurance Services Office standards.
2. Where will a backflow preventer be located for this project, inside the individual
buildings? Factor in RPZ and all head losses for fire prevention calculations and top floor
pressures.
S. Add a calculation of available pressure at the top floor shower heads at 6' above
finished floor. Pressure is anticipated to be adequate. Needs to be 35-40 psi minimum.
4. Assume individual water services will be metered individually. Provide brief discussion in
report on where meters would be located and intended reading system consistent with
city standards. Label typical meter requirements on the plans.
Stormwater
Storm water Pollution Prevention Plan (SWPPP)/storm water modeling
1. We suggest the use of the NYSDEC Stormwater Practice worksheets to aide with
stormwater calculations for bio-retention basins with standard default factors.
2. Bio-retention areas are called various labels including bio-infiltration. There is no real
infiltration proposed on this site although did not see an underdrain for the rain garden
in back of lot 14. The soils are a mix of native and imported fill soils with some debris in

it (construction demo materials). For consistency it should be called what it is-bio-
retention practice.
3. Their cross section of this only shows 12-inches of planting soil and needs to be 15'
deep as a minimum.
4. The hydrocad modeling uses 50% void ratio for the bio-retention volume above its
underdrain and is overstated. The stone around the underdrain is approx. 40% void ratio
while the soil above it (p|antingso]|) 1saround2Q9Gvoidsandshou(d be changed. The
extra depth needed might offset this somewhat. Same concern for the rain garden
modeling. This rain garden practice should be under-drained.
5. Is there an underdrain proposed for the rain garden near lot 14? There should be to
avoid impacting adjacent basement and connected to conveyance system.
6. WQv=899 CF but calculations are a little unclear how this was reduced from 1350 cf.
7. A few inconsistencies in the discussion part as porous pavement was dismissed but the
new driveways will utilize them. Include porous pavement in SWPPP as well as NYSDEC
worksheets for sizing. These should be sufficient given the small area tributary to them.
8. Page 23, section 3 lists dry swales but do not believe they are proposed. There are
vegetated swales. Confirm and remove this reference.
9. In maintenance section state specific practices for site maintenance and list them.
Inspections, re-mulching, debris removal, vacuuming porous pavennent,,—etc'
10. Add in statement that upon completion and one year after to perform site inspection
with city of Saratoga Springs staff to identify any needed corrective measures and/or
maintenance.
11. Modeling for bio-retention practices as pond structures require revisions. Only the
underdrain is listed as an outlet yet there are three. The first is the planting soil
infiltration which should be routed to the underdrain as primary outlet. The third is the
overflow riser 6: above the bottom of the practice also routed to the discharge pipe.
Peak elevations are anticipated to be higher than stated due to the permeability limits
of the planting soil which is covered when using the NYSDEC calculation sheets.
12. Revise N[}| as required from revised calculations.

13. Complete NOI as there are questions un-answered.
14. Provide operations and maintenance manual as a separate appendix in SWPPP.
Cost Estimate
1. Costs for miscellaneous demo/fence should be around $3,000 instead of$1,000.
2. Unit price for 8" storm sewer is low and closer to SHIM installed.
3. Striping asphalt onsite will cost more than $75 and closer to $400 to mobilize, do work,
provide materials and demobilize.
4. Landscaping installation costs for trees and shrubs seem very low and could be
increased by 50%to be more realistic.
5. Apply onsite factor of 0.25 for onsite work and 100%for offsite work to determine letter
of credit amount.

1. Confirm if 18' wide conveyance occurred and was properly filed. Revise survey plan if
this occurred. See General comments.

1. Indicate means of abandoning existing sanitary sewer. Pipe and manholes should be
removed or filled with flowable fill in our opinion.
2. Add installation of construction entrance in note 4 under site preparation and
demolition notes.
3. We note all shrubbery and trees along south property line abutting Saratoga Teleworks
is proposed to be removed. Is nothing salvageable? We recommend delaying removal of
this screening until construction is imminent for 2 unit building
4. Indicate demolition activities must comply with all federal, state and local regulations
including OSHA CFR 29.

1. Is there a bridge proposed over Bio-Retention Area #1 (BR 1) represented by a shaded
rectangle? Provide labels, details and elevation of deck and bottom members. Assume
all of the bridge is above high water level during 100 year storm event at BR 1?

2. Provide symbol for porous pavement driveways on Marvin alley
3. Label rain garden south of 14 and 16 Cherry street properties.
4. Label retaining wall and include top and bottom of wall elevations. Where does 4"
gutter drain go through wall system? Beneath footing, through it? Provide sleeve if
through wall system and adjust footing design to accommodate if necessary. If beneath
consider ductile iron pipe.

1. Has there been an assessment of existing conditions for the basement plumbing for No.
16 Cherry Street to know changing sewer plumbing can provide greater than minimum
slopes to discharge to new proposed connection?
2. Please verify intended size of water service pipes and revise detail which calls out %-inch
services. We recommend mechanical tapping tees over fused saddles to the new HDPE
water main.
3. Add retainer glands to dead-end valve on Marvin alley to protect valve from blowing off
if extended in future,
4. Are transition fittings proposed able to withstand tendency for HDPE to creep under
temperature changes in the ground? Verify with manufacturer. We understand both
ends are restrained but it is the joint at the coupling becoming looser that is the
concern.

1. Reference detail for rigid foam insulation type and thickness and ensure material is
rated for underground service.

1. Revise water service detail to reflect 1-1/2" copper services proposed and show how
HDPE main is tapped with tapping sleeves. Recommend avoiding fused taps. Tapping
sleeve will allow more threads engagement for larger services to a six" main.
2. Is valve box to surface proposed or is valve buried as mentioned on sheet C-107?
Without access to valve is preferable to avoid pressurizing this dead end. Notate on
blow-up.

1. Recommend upsizing to 3" caliper for the sugar maples (ACS) to avoid "whip" size of 2:
caliper and have an older tree perhaps past early stages of survival and stresses.
2. Coordinate street tree locations with the new streetlights. Flag locations and seek city
staff approval before planting.

I. Specify geo-textile non-woven product for porous pavement. Mirafi 160n is
recommended.
2. Specify porous pavement products proposed instead of generic top and base/binder

1. Bio-retention area detail does not have enough planting soil. NYSDEC details indicate
2.5'4 feet of planting soil mix. Increase 12" layer to 2.5' minimum.
Z. Increase size of underdrain to 6" to increase resistance to freezing.
3. Indicate a freeboard elevation of basin to be above 100 year peak elevation to contain
runoff within practice. 12-inches of freeboard would be desirable.
