Engineering Review
Dear Ms. Barden:
The LA Group is in receipt of comments from Barton &Loguidice, dated May 20, 2019. The following are responses to the
comments. Plans and SWPPP will be revised accordingly and submitted to the City and Barton &Loguidice at a later
date.
General
Comment 1: Add NYSDEC stormwater permit to question 2 of SEAF.
Response 1: The NYSDEC stormwater permit will be added to question 2 of the SEAF.
Comment 2: Add forest to supplement question 14 on the SEAF short form.
Response 2: Forest will be added to supplement question 14 on the SEAF.
Comment 3: Some unit costs in the cost estimate seem quite low. Examples are tree clearing for$5,000 total,
Hydrodynamic Separator at$10,000 and concrete sidewalk at$5 per square foot. Please clarify or
revise.
Response 3: The unit costs included in the LOC will be reviewed and revised as needed.
Water and Sanitary Sewer
Comment 1: We request confirmation that the new fire sprinkler systems can get the required fire flow from the
system per NFPA standards. Discuss internal plumbing connections to existing building briefly and
show fire flow computations in Engineer's Report. Sprinklers are proposed for the Swing Building the
fire suppression systems must be able to convey the required fire flow demand based on building
construction type, use and occupancy. Can the existing system and proposed 6-inch connection furnish
the required fire flow reported to be 2,500 GPM as proposed? Have hydrant flow tests taken place?
Response 1: A full building permit package, including the fire protection, plumbing design, and internal fire
protection will be submitted to the City Building Department for review.
NFPA 13 and NFPA 14 will be complied with fully,with respect to the design of the building's
sprinkler and standpipe systems.
A hydrant flow test has not been conducted in the vicinity of the project; however, Skidmore
anticipates that a booster pump may be required and is planning to provide one if necessary.
The 6"fire service supplying the building's fire protection systems is adequately sized.
Comment 2: Where will a RPZ backflow preventer be located for this project, inside the building? Factor in RPZ and
all head losses for fire prevention calculations.
Response 2: An RPZ will be provided inside the building.
Comment 3: What is distance from proposed hydrant on north side of building to the building?Should be 50'or more
per NFPA code.
Response 3: The hydrant will be relocated to be 50 LF away from the building.
Comment 4: Open existing sanitary sewer manhole and assess need to move internal steps if in close proximity to
new pipe from the Annex Building.
Response 4: The existing sanitary sewer manhole will be investigated.
Stormwater
Stormwater Pollution Prevention Plan (SWPPP)
Comment 1: Section 3.5 of the SWPPP is inconsistent with question 12a of the SEAF. Please clarify.
Response 1: The project is located within an archaeologically sensitive area, however, based on the review
by OPRHP it was determined that no properties, including archeological and/or historic
resources, listed in or eligible for the New York State and National Registers of Historic Places
will be impacted by this project. The SWPPP language will be revised to reflect this
determination.
Comment 2: Add in existing wet pond to section 3.6 as this will treat quality and quantity prior to discharging to City
of Saratoga Springs system.
Response 2: The existing wet pond system will be added to section 3.6 of the SWPPP.
Comment 3: Add provision for City Engineer's office inspection and approval for section 4.3 prior to removing
erosion and sediment control measures.
Response 3: A provision will be added to section 4.3 of the SWPPP regarding a final inspection via the City
Engineer's office prior to removal of erosion and sediment controls.
Comment 4: In NOI please add in existing facility wet pond under question 9.
Response 4: The existing wet pond will be added to the NOI under question 9.
Comment 5: Add notes in SWPPP maintenance section and also on plans for the requirement to coordinate and
inspect the stormwater practices with City staff one year after completion.
a. We observed some site excavation during a site visit on 6-21-17. Please verify levels and intent of
disturbances are consistent with NYSDEC requirements and NOI. Has the NOI been filed yet?
Response 5: The provision for the stormwater practices to be inspected one year after completion is included
in the SWPPP under section 1.1: "All post-construction stormwater management facilities must
be inspected annually by a qualified professional, a report prepared and submitted to the City
Engineer documenting the inspections as well as the maintenance activities that were
completed during the prior year."
a. The site excavation observed was apart of another project on the Skidmore College campus.
The project involved relocating and repairing existing underground utilities and is under an acre
and therefore did not require NYSDEC coverage and an NOI. This project disturbed an area in
the vicinity of the Palamountain parking lot project, and erosion and sediment control measures
were inspected as part of said project.
Plans
Comment 1: The plan set would benefit with a key map that indicates where the site is on the campus wide location
plan in our opinion.
Response 1: Two key maps are currently provided on the cover sheet.

Comment 1: Label the width of clearing for the water and sewer service pipelines. Ensure at least 10'of clearance to
trees at ground level.
Response 1: The width of clearing will be labeled.
Comment 2: Label all sloped areas to receive stabilization per erosion control matting.
Response 2: All sloped areas that are required to receive erosion control matting are labeled and contain a
hatch to indicate extents. Refer to sheet L-3 and detail 4 on sheet L-4.
Comment 3: How is drainage channel from SE corner of building to existing wet pond?This channel is fairly deep.
There are some elevations (3)along this route.Are there check dams proposed at these? Label all
means of stabilization and velocity controls.
Response 3: Refer to sheet L-1 for proposed check dams and stabilization measures(erosion control
matting).
Comment 4: Grading for expanding wet pond will receive this drainage channel and should reflect stabilization of a
formed channel all the way down to permanent pool elevation.
Response 4: The Wet Pond will be revised to add a formed channel down to the permanent pool elevation.

Response 1: Project specific invert elevations and pipe sizes are indicated on the plans,sheet L-3.
