NOTICE OF DECISION
(REVISED 03.16.16)
In the matter of the site plan application #I 5.053 of:
YMCA Proposed Expansion
290 West Avenue
Saratoga Springs, NY I 2866
Involving the premises at 290 West Avenue,tax parcel #I 78-4-24 in the City of Saratoga Springs, in a
Planned Unit Development (PUD) District, for site plan review of a proposed I 7,000 square foot facility
and outdoor recreation facility expansion with the Planning Board who met on February I I, 20 I 6 and
made the following decision(s):
■ Moved to issue a SEQRA negative declaration: passed 7-0 (In favor: Torpey, Bristol, Lewis,Van
Wagner, Casey, Totino, Durland).
■ Moved to approve the final site plan per the requirements set forth in the City of Saratoga Springs
Zoning Ordinance Article 7.2 Site Plan Review with the following conditions: passed 7-0 (In favor:
Torpey, Bristol, Lewis,Van Wagner, Casey, Totino, Durland).
I. A total of 9 new large trees shall be added to final plans-4 as additional buffer along property line,
and 5 along edge of the parking lot.
2. A 30 foot no cut buffer shall be protected at northern end of the property boundary with the large
trees noted for preservation and no disturbance of underbrush for area closest to the property
boundary.
3. Proposed 6 foot high fence shall be relocated to higher property line to the north and continued in
an easterly direction to connect to the existing fence.
4. Netting shall be installed behind the archery area.
5. Retractable basketball backboards shall be installed and retracted nightly.
6. LED lower wattage, downward facing lighting shall replace existing sodium lights along rear of
addition.
7. Additional surveillance cameras to be used for remote access, Security Manager on duty 7days a
week 7AM—9 PM, monitoring the area.
8. Gate on Gilman Street "No Unauthorized Access" signage to be posted.
9. Hours of operation for scheduled activities outdoors shall take place anytime from 7AM—6PM.
Only YMCA members have access to usage of the outdoor facility until dusk.
I 0. The summer program shall consist of up to 9 weeks for outdoor activities.
I I. A note regarding future potential for shared parking with as yet undeveloped portion of site shall
be included on plans.
I 2. Note regarding HVAC sound attenuation and visual buffering shall be added to plans, DRC advised
to review specifics under their review.
I 3. Crosswalk across New Street site access shall be restriped.

Notice of Decision
The applicant is required to:
■ Deliver a letter of credit or cash escrow in the amount approved by the City Engineer to the City
per Article 7.2.I 5 of the City of Saratoga Springs Zoning Ordinance. This must occur prior to final
signature by the Planning Board Chair.
■ Submit one (I) mylar and two (2) paper copies of the final approved site plans for signature by the
Planning Board Chair within eighteen (I 8) months of approval as per Article 7.2.I 2 of the Zoning
Ordinance.
This approval shall expire within eighteen (I 8) months of the signature of final plans if the applicant has not
started actual construction as per Article 7.2.I 4 of the zoning ordinance.
