(6&L) has completed a Third preliminary review of the following reports and information for the Stewarts Site Plan, prepared by Stewart's: 1. Response letter to second preliminary review comments dated June 13, 2022 as prepared by Stewart's Shops. 2. Full set of Site Plans, (13 sheets) most recently dated March 1, 2022, Last Revised June 10, 2022 as prepared by Stewart's Shops. 3. NYSDOT correspondence most recently dated March 17, 2022. 4. OPRHP letter of"No Impact" dated September 15, 2020. 5. NYSDEC letter of"No Jurisdiction" dated August 19, 2020. 6. Cost Estimate for Letter of Credit dated May 12, 2022 as prepared by Stewart's Shops. This review was conducted on behalf of the City of Saratoga Springs.The above referenced documents and information were reviewed only with respect to our scope outlined in our task order/proposal. General 1. Per NYSDOT correspondence as the project progresses please submit detail plans along with stage 2 of the PERM 33-COM. 2. NYSDOT recommends restricting left turn out movements at proposed Gilbert Rd driveway. NYSDOT understands this is a local road and that determination will be up to the municipality. 3. Refuse pickup and delivery truck circulation should be in through Gilbert Rd and exiting through the proposed traffic signal per NYSDOT. 4. Submit SWPPP document to TDE to verify items addressed. . Five inspection ports are noted in the subsurface infiltration system and we recommend a solid cover as opposed to a grated cover for inspection ports to avoid contamination from runoff from bypassing the oil water separator and also winter cold air intrusion into the chamber units. 2. Per Brad Grants conversation with Scott Kitchner please place note to test infiltration/permeability at the areas of the SC-740 subsurface infiltration system where previous testing did not test in paved areas.Verify infiltration rate state in the SWPPP and add more units if infiltration rate available is less than design values.
