By Resolution of the Zoning Board of Appeals dated April 23, 2018, and executed by the Chair
on April 25, 2018, certain area variances were granted for four (4) parcels to permit the
construction of new single-family residences in the UR-3 Zoning District. The parcels included
77 South Franklin street as well as three (3) vacant lots on Cobb Alley; and each variance was
conditioned upon "review and approval" by DPW (City Engineer) of, among other things, the
grading plan, utilities plan, erosion and sediment control plan, and the water connection
application.
In addition to meeting with you and discussing your project with relevant City staff, my
Department has reviewed the proposed plans and has certain concerns relative to the front yard
setbacks for the parcels fronting Cobb Alley. As we have discussed, Cobb Alley is relatively
narrow and, as such, we are requesting that the three (3) proposed structures fronting same be
moved back four (4) feet. Moving the structures to the extent requested will allow DPW
adequate room for access to such infrastructure when future needs may arise.
I understand that the variances provided by the Zoning Board of Appeals (Decisions # 3025,
3 026 and 3027) indicates front yard setbacks of .5 feet and rear yard setbacks of 7.5 feet. I
further understand that in order to accommodate DPW's request and move the proposed
structures on Cobb Alley as indicated, a modification of the applications for area variances will
be necessary. Please proceed with the request for such modification in order to address the
concerns raised herein.
