complete an add�tionai review of the reuised mater�als.Th�e following are our
observations/comments:
S�te Pla ns:
1, Please pr+ovide a si�ned and sealed copy of the boundary, topo�raphic and utility surv�y.
2. Please show the limits of the existing easements on all sheets, It appears that wo�k including
erosion contral me�sures, paving, pro�c�sed catch basins, and grading, may be proposed on
Lot 4, owned by Excelsior Park, which is outside of the exi�ting cross-lot and parking
easement. Please identify any additional easements that may be required to accammodate
th i�wo rk.
3. Please provi��a signed and seal�ed copy of the S�ubdivision Map.
4. The Limit of Work on Sh�et L-1.� should be expanded to include the Gonnectian of the
prc�posed sani�ary�ewer to the existing sanitary sewer system.
5. A note sh�uld be added to the Site Preparatiara, Erc�sion &Control �'lan stating that soil
stockpile areas shou�d be an adequate distance from infilt�ation areas to prevent
sedim�n�ation of�rea,
6. l� note shou�d be added to the plans �also pro�ided in the sequence af constructi�n}that
indicates infrltration areas be protected from heavy con�tructian equ;pment traffic �and not

connected to the starm system until the completion of canst�uction and the fin�l stabilization '

9. Slapes�nd cross s�opes should �e provided for all proposed �ccessible routes. Note th�t
previous submissions did indicate slopes betwe��t�e praposed play�ro�nd and accessib�e
p�rk�n,g_sp�ces and those have been removed on the cur�ent submission; please add. _
SWPPP:
1U.City Code Chapter 24-2 re�uires lor�g-term maintenance of the storrr�water managemen�
pract�ces. The foflowing notes need to be ad�de�to the SWPPP under Post--Construc�ion
Qperatian and M��ntenance of Stormwater Control Devices:

a. "All post-construction stormwater man�gement faciiities must be inspected �nnu�l�y
by a qualified profes�ional, a r�port p��epared and submitted to the C�ty En�ineer
documenting the inspections as w�ll as�he maintenance acti�ities that were
comp�eted during the prior year."
b. "The C�ty of Saratog� Springs sha�l appro�e a formal maintenanc� and inspection
agreement �n accord�ance with City Code Ghapter 242 far storrnwater managerr�ent
fa�il�ties to ensure the practices will be properly operated and maintained in
accordance with the long-terr� operation and maintenance pla�s.This agreement
shall be binding on all subsequent landowners and recorded in the office of the
County Clerk as a deed restriction on th� property."
�1. Per Table 5.8 of�he NYS DEC Stormwater Design Manuai �SMDM} a gravel diaphragm shall
be installed at the top of the firter strip and a permeable berm shall be ir�stalled at the toe of
the fi Iter stri p.
12,�he depth of the filter strip depressio� shown on the Levef Spreader detail �12 inches)and
used in HydroCAD �6 inches} conflict. Please re�rise.
13.The final SWPPP shauld:
�. Be�ign+ed by a responsible co�porate officer, gen�ral partner, proprietor, prhncipal
executive officer, ra�king elected official, or duly authorized r�presentative; and
b. Include a �igned copy of the Noti�e of Intent.

14.A seq�uence of construction, including all relative required elernents per the NYS Standard�
and Specifications far Erosion and Sedimer�t Cor�trol, �lavember 2+D16 �see page 2.15), shall
be included in t�e SWPPP.
�.5.Section 4.4 c�f t�e SWPPP, Erosion and Sediment Control Practice Maintena�nce, should be
update�d to ir�c�ude apprapria�e req�irements addressing maintenance of the concrete
washout and inlet pr�tectior�.
16,Section 6.1 of the SWPPP, Maintenance to be Performed,shauld include �pprapr�ate
requiremer�ts addressing rr�aintenance of the filter strip.
17.The time af concentratian flow paths shoul� be included an the drainage maps.
18.Attachment D of the Stormwater M�r�agement Repart presents WQv calculations. The
requ�red WQv for t'�e project rnus� be calculated us�ng the ent��re cor�tributing area of the site;

19. Per Section 5.3 �see page 5-5�} of the SMDM filter stri�ps are an area r�duction practice and
are not to be used for water quality reduction. The WQv calculations presente+d in Attachment
C� of the Stormwater Management Report app�y a �IIQv reduction for the filter strips which is
�not appropr�ate; please revise.
20.As it is proposed th�t Su�catchm�nt Ar�a P3 will co�nnect�o an underground infiftration
system ir�stalled fo�the Excelsior Park Condomir�iums pro}ect,please provide the fallowing
informa�ion.
