Saratoga Springs Complete Street Policy Vision (May 2012)
The City of Saratoga Springs Complete Streets Policy will encourage the development of a complete streets
network throughout the City to create a more balanced transportation system. The Policy shall be consistent
with and assist in achieving the goals and recommendations set forth in the City's Comprehensive Plan and
other policy documents. The Policy shall ensure new and updated public and private projects are planned,
designed, maintained and operated to enable safer, comfortable and convenient travel to the greatest extent
possible for users of all abilities including pedestrians, bicyclists, motorists and transit riders.

with all other uses are permitted with a special use permit and site plan approval. The applicant
for the project is Richard Askew, 38 Schermerhorn Drive, Lake George, NY 12845.
In general, the proposed development will convert the existing vacant land to include three (3)
3 -story, 12 -unit apartment buildings for a total of 36 apartment units.
EXISTING CONDITIONS
Existing Land Use and ZoniM
The 8.424-/- acre site is located within the Transect Zone 5 Neighborhood Center Zone as defined
by the City of Saratoga Springs zoning. The project site is currently wooded in its entirety.
Soils
According to maps from the Natural Resources Conservation Service (NRCS) of Saratoga County,
the onsite soils are classified as follows:
~Deerfield Loamy Fine Sand, Nearly Level, DeA—(0to3percent slopes)- This isavery
deep, moderately well drained soil formed inwater sorted sand. It isonglacial outwash
plains and terraces. The permeability bmoderately rapid or rapid in the surface, rabid in
the subsoil, and very rapid inthe substratum. Surface runoff generated inthis soil is
slow and the soil has a slight erosion factor. Depth to bedrock is generally 60+ inches.

PROPOSED CONDITIONS

The proposed project includes clearing and grading of the wooded area within the front of the
project site and the development of three (3) 3 -story, --unit apartment buildings with
associated parking areas, The project will also include site and utility improvements.
The proposed structures will be for multiple tenants. Each building will consists of 12 apartment
units with 4 units on each floor. The project site will be accessed by three curb cuts along
Station Lane. Each curb cut includes a 4' wide two way entrance/exit that will lead to a parking
ing
area behind the proposed apartment buildings. The parking areas will be screened with
landscaping blocking the view of the area from the street. The parking areas will accommodate
the tenants for each apartment unit. Along with the parking areas behind the buildings, parallel
parking will be provided along the fronts of the buildings along Station Lane. The parking
ing
requirements will satisfy the City of Saratoga Springs Zoning Requirements. The buildings will be
accessed by entrance doors in the front and rear of the buildings. Two single durpster locations
will be proposed, one within each parking area. The clumpster areas will be landscaped to
screen the view from the neighboring properties and street. Along the frontage of Station Lane
street lights and street trees will be installed in accordance with the City code and sidewalks will
be installed and connected to existing/pro posed sidewalks from neighboring properties.
Benches will be placed along the front of each building curie space.
The proposed apartment buildings :over 1.2,600 sf, approximately 3.4° of the entire site. The
parting lot and sidewalk areas are proposed to be 21,034 s , approximately 5.7% of the entire
site. Greenspace is proposed to be 333J41 . sf, approximately 90.9% of the entire project site.
The total disturbance is anticipated to be 1.81+/- acres.
PROPOSED INFRASTRUCTURE
Roadways
The proposed site development will include three entrances to allow access to the proposed
structures. The parking areas will contain 47 parking stalls and 12 parallel parking stalls (3
a essible parking stalls) for tenants for the apartment wits. The traditional parking stalls and
parallel parking stalls meet the required number of stalls necessary for the proposed use.
Preliminary Sewer and Water Plans
The total anticipated water and sewage (wastewater) demands for the buildings are estimated
to be approximately 5,760 gallons per day (based on the NYS DEC estimate of loo
gallons/day/capita). water and sanitary services will be provided by the City of Saratoga Springs
Department of Public Works. water and sanitary sewer service to the buildings will be
coordinated with the utility providers during the preliminary and final design of the project. The
water and sanitary sewer systems appurtenances shall be designed and constructed in
accordance with all local, state, and federal requirements.

Storrwator runoff will be managed on-site through the use of NYSDEC approved measures.
Stor w ter management practices will be addressed in a project specific Stormwat r Pollution
Prevention Plan (SWPPP). Stormw ter control practices will be designed and implemented in
accordance with all NYSDEC tchnicl standards and the City of Saratoga Springs guidelines.
APPROVALS FROM OTHER STATE AND LOCAL AGENCIES
The site is constrained by the presence of wetlands regulated by the New York State
Department of Environmental Conservation YSDE ) and by the U.S. Army Corps of Engineers
(ACOE). To ensure that the proposed project would be acceptable to these agencies, the
applicant's consultant coordinated directly with then. Attached is a permit issued by the
NYSDEC authorizing the proposed impacts to the adjacent area of IT'S Freshwater Wetland S-47.
The NYSDEC determined that the project meets the standards for permit issuance and also
dotormined that the project was an UnIistod Action pursuant to the NYS Environmental Quality
Review Act and Regulations. As the Environmental Notice Bulletin for May 5, 2017 indicates,
NYSDEC determined that a negative declaration of environmental significance was appropriate
for this project and a negative declaration is on filo at NYSDEC Region S. NYSDEC also confirmed
that no further State Historic Preservation Act review was necessary, This is also confirmed by
the attached letter dated December , 2016 , from the Deputy Commissioner for Historic
Preservation stating that the NYS historic Preservation office has determined that no historic
properties will be affected by the project. Also, in a letter dated February 8, 2017, the A OE
confirmed that the wetlands were appropriately delineated. No A OE regulated wetlands will b
disturbed by the proposed project.
It is our respectful opinion that the Station Lane Apartments Site Plan development will uphold
the City's vision by working with existing land features, employing the zoning guidelines and
providing a desirable site development in the City of Saratoga Springs. The applicant and the
applicant's engineer look forward to working with: the City of Saratoga Springs to advance this
development project.

A hydrant flow test was performed on 7/17/2013 at I West Avenue, near the intersection of West Avenue and
Church Street. The static pressure was measured at 69 psi, and the residual pressure was measured at 42 psi,
and a flow of 1,060 gpi-n. The needed fire flow for the development was determined by the guidance frorn the
American Insurance Association and the Insurance Service Office, Incorporated. The American Insurance
Association fire flow equations are based on the project area population and indicate a required fire flow of
273 LTm. The Insurance Services Office, Inc fire flow equations are based on the properties of the structures
within the project area and indicate a required fire flow of 1,500 gpm. The hydrant flow test indicates an
estimated fire flow of 1,658 gpm with a residual pressure of 20 psi. Therefore adequate capacity exists within
the existing water system to provide a fire flow of 1,500 gpm.
The estimated water usage and wastewater flows for the Station Lane Apartments Site Plan are relatively
insignificant in comparison with the water and wastewater capacity in the area. Therefore, it is expected that
the connection of the water and sanitary systems will not have an adverse impact on the existing utilities.
