Dear Ms. La6reche:
Barton & Loguidice, D.P.C. (6&L) has completed a Second preliminary review of the following reports
and information for the Stewarts Site Plan, prepared by Stewart's:
1. Full set of Site Plans, (14 sheets) most recently dated March 1, 2022 as prepared by
Stewart's Shops.
2. Project Narrative dated May 10, 2022 as prepared by Stewart's Shops.
3. Short Environmental Assessment Form (SEAF) dated July 29, 2021 as prepared by Stewart's
Shops.
4. Cost Estimate for Letter of Credit dated May 12, 2022 as prepared by Stewart's Shops.
5. Storm Water Pollution Prevention Plan &Storm Water Management Report dated March
17, 2022 as prepared by Stewart's Shops.
This review was conducted on behalf of the City of Saratoga Springs.The above referenced documents
and information were reviewed only with respect to our scope outlined in our task order/proposal.
General
1. The response letter indicated Creighton manning Engineering is working with NYSDOT regarding
new easterly driveway orientation and traffic signals changes. Please provide correspondence
and status in next submission.
2. The suggested hours for refuse pickup between 7am and 7pm and excluding 7 pm to 7 am is not
a known condition of approval but appropriate signage is intended to avoid complaints, be a
good neighbor in a residential neighborhood (Gilbert Road) as this operation is typically loud.
3. Response letter indicates building design is before the DRC and gutter, downspouts and ice
machine (and all exterior equipment) will be shown and will be added once an amenable design
has been achieved.They are in fact on the plans and routed appropriately.

4. Concrete barriers in response to end of driveway could be more pleasing to the eye and upgrade
the appearance by consideration of using faux rock texture (form liners with the precast
concrete barriers) or other means.This may be in place for some time.
5. Complete construction sequencing plan once results of intersection improvements with NYSDOT
are known and incorporate in final SWPPP documents and next submission please
Narrative
1. We suspect the 8t" project phase listed (start pumping fuel) refers to testing and commissioning
of the newly installed gas dispensing systems and not sales to the public. Please clarify because
in that phase the typical shut-off may be needed by the installers if there is a problem and needs
to be operable before pumping fuel. Please confirm there is a protocol, likely already
established by Stewarts standards, that ensures construction workers and subsequent Stewarts
shop staff all are trained as to when that gas shut-off is to be used and subsequent emergency
procedures and notifications.
Cost estimate for letter of Credit
1. Item 11, (1) Bike rack at$135.00 seems quite low. It seems more than 1 bike space is justified.
Please clarify.
2. Item 12, ((9) site lighting and conduits) seems quite low, particularly with the trenching
included. I often see $2,500 for each without the trenching. Please clarify.
3. Item 18, Pump station, seems low for a duplex pump station.They were close to$15,000 several
yea rs ago.
4. Other than the topsoil the planting costs for perennials and shrubs seem very low even without
installation.The reliability of shrubs and plantings are dependent on adequate size selections
and first year care. See comments on Landscaping in plan comments section.
SWPPP
1. What is the proposed plan for gutters at building to discharge to system?
2. Include total sf of store with shed in first sentence to reflect 4,130 SF.
3. What is status of well abandonment?
4. In section 9, exhibits, Flood mapping, ORRHP and NYSDEC letters were not included but listed in
table of contents. Please include in SWPPP as intended
5. Discuss pre-treatment for infiltration system via proprietary unit and include in model for peak
flow determinations that need to be considered for peak treatment and overflow capacity.The
post development routing diagram indicates an existing OWS device. Is this an existing or new
device as there is a detail on the plans for one with a 12-inch diameter device.The SWPPP
contains a model FD-3HC (3' diameter) with a peak rate of 0.84 cfs to pretreat ahead of the
drywell (DA#4). Both will require routine pump-outs.

Title Sheet/Elevations
1. Show north arrow and porches on floor layout plan. Both will aid others review as to directions
of elevations.
Existing Site Plan-
1. Include demolition and any tank or OWS facility removals and notes for expedient removal.
2. —Is there an existing survey map as the basis of the metes and bounds?
Proposed site Plan
1. Update easement data with Andersons apparently connected to road plan finalization in next
submission. .
Grading Plan
1. Where is concrete versus asphalt curb proposed?There should be a curb or asphalt curb at the
top of the graded slope on the south east corner of the new store? Is a guiderail proposed at the
top of that slope to prevent errant drivers going down the slope?
Stormwater Management Plan
1. Show inspection port locations for infiltration chambers.
Landscaping Plan
1. We recommend additional landscaping east of the store to break up expanse of lawn without
encroaching near dumpster locations. Good place for an outdoor picnic table as some people
prefer the sun or be near their motorcycles.
Sidewalk&parking Pad Plan
1. Note light broom finish on curb and sidewalk detail. It is noted elsewhere but should be on
detail as well.
Stormwater Details
1. On inspection port detail indicate number of inspection ports and show on plans. Flip text on
left side of detail.
2. The precast concrete drywell detail needs to show filter fabric at outside edge of 3'wide
envelope of#3 stone. Angular stone works better. Include provision of that same stone inside
footi ng ri ng to top of footi ng.
3. Add a 18" square by 6" deep rock or precast concrete below inlet pipe to dissipate energy of
discharge and movement of stone and structure over time atop stone between footing ring.
Miscellaneous Details
1. Consider a larger bike rack or additional location for another.
