Purpose and Need CELLCO PARTNERSHIP d/b/a Verizon Wireless proposes the collocation of an unmanned public utility/personal wireless service facility (a "communications facility") at the above location. More specifically, Verizon Wireless is proposing to replace an existing wooden utility pole with an existing height of 42.4± feet (44.6± feet at the primary electric line) with a replacement wooden utility pole with a proposed height 47.5± feet (with a reattachment height of 45.5± feet for the primary electric line). The Applicant proposes to install on the replacement pole: 1) a single, cylindrical antenna (approximately 484 mounted at the top of the pole at a tip height of 53.1± feet; 2) installation of electric and telecommunications equipment on the proposed utility pole at a minimum h in the State right-of-way near 94 Nelson Avenue Extension, City of Saratoga Springs, Saratoga County, New York (Pole No. NG 120/3). \[Zoning Site Plan Drawings of Tectonic Engineering & Surveying, PC at TAB 8\]. The proposed facility is located between the northbound and southbound lanes of the Northway. Upon completion, the proposed facility will provide additional wireless network bandwidth and improved performance to the area along Nelson Avenue Extension, the Northway and nearby residential areas. Verizon Wireless is considered a public utility for land use purposes under New York 1 decisional law (Cellular Telephone Company v. Rosenberg, 82 N.Y.2d 364 \[1993\]), and a provider of . equipment will be in operation twenty-four (24) hours a day, seven (7) days a week, three hundred sixty-five (365) days a year. Verizon Wireless is applying for Architectural/Historic Review by the Design Review 2 Commission. 1 In Rosenberg quired to render safe and adequate Cellular Telephone Company v. As such, the project will not have any impact on existing water and sewage services. In addition, neither pedestrian nor vehicular access to the premises will be impacted \[see Zoning Drawings at TAB 8\]. II. Compliance with City Requirements The proposed communications facility complies in all material respects with City requirements: 1. Site Plan: The Applicant has provided a Zoning Site Plan that identifies the proposed improvements \[TAB 8\]. 2. Minimum Visual Impact: As noted aboproposed facility is designed to have a minimum possible visual effect on the surrounding community and neighborhood \[TABS 4 and 8\]. 3. Right to Proceed: The Applicant has authorization from National Grid for the installation of the equipment on the utility pole \[TAB 2\]. Based upon the foregoing, Verizon Wireless respectfully submits that approval is appropriate in this case. III. Conclusion The communications facility proposed is a public necessity under Rosenberg in that it is required to render adequate and safe service to this area of the City of Saratoga Springs. In an effort to supplement existing telecommunications services to this area of the City, while reducing the need for a new tower or macro cell collocation, Verizon Wireless has identified an appropriate location for the deployment of a small cell facility. As noted herein, macro cell sites in the area do not provide adequate coverage and capacity to this area of the City. The City of Saratoga Springs will be lacking adequate and safe capacity, and the failure to approve this application will eliminate the means to provide necessary capacity. This, combined with the federal mandate to expeditiously deploy advanced wireless services across the nation and Verizon provide such services in the City of Saratoga Springs, demonstrates that communications facility proposed, the public would be deprived of an essential means of communication, which, in turn, would jeopardize the safety and welfare of the community and traveling public. The small cell facility will not be noticeable to the traveling public or nearby property owners. The communications system proposed has been sited to have the least practical adverse visual effect on the environment, and any resulting impact(s) may properly be considered as minimal in nature and scope. provisions of the City of Saratoga Springs Land Use Laws and, consistent with the application process established by the City for prior Small Cell applications, that no additional approvals or relief are required. To the extent that an additional approval or relief is required, Verizon Wireless submits these materials in support of such approval(s). 2 Attached to this Application and Statement of Intent are the following: 1) An Application for Architectural/Historic Review by the Design Review Commission; 2) National Grid Authorization for the facility; 3) A Short Environmental Assessment Form; 4) Photosimulations of the proposed installation; 5) Radio-Frequency Justification; 6) Radio-Frequency Compliance Evaluation; 7) Structural Assessment of the Proposed Utility Pole; and 8) Project Zoning Drawings. Distance from the photographic location to the proposed site is 150' 10273.103A TAB 5 Network Engineering 175 Calkins Road Rochester, New York 14623 Kaydeross Micro Cell Communications Facility Radio Frequency Analysis Verizon Wireless is proposing to add a new utility pole mounted micro cell facility on the Nelson Ave Extension / I-87 overpass. This micro cell is needed to improve coverage and network performance over a 2.5± mile stretch of I-87 between Exit 13 and the I-87 Crescent Ave overpass, and along portions of Nelson Ave Extension and Kaydeross Ave near the Northway. Due to local terrain variations and the dense tree canopy along and surrounding I-87, s existing neighboring macro and micro sites are not capable of providing reliable mobile voice and data services to this targeted improvement area. General Methodology Network Design/Micro Cell Placement The proposed micro cell is a significantly paired down version of a typical macro cell (i.e., a standard 3- sectored antenna array placed on a tall tower, building or water tank as commonly seen on wireless communications facilities in Saratoga Springs and the surrounding area - for example the tower south of I-87 Exit 13 near the Malta Ave / I-87 overpass). The proposed micro cell is a single-sector radio unit mounted approximately 10 ft. above ground level and connected via coaxial cable to a 4 ft. tall canister antenna mounted on top of the utility pole. Verizons approach to micro cell placement in this particular case was based on the objective to locate an existing suitable structure, ideally near the center of the approximately 2.5 mile gap in reliable service along the Northway between Exit 13 and an the Crescent Rd overpass, from which a Verizon antenna placed at a reasonable height could achieve the stated coverage and network performance improvements. Ve ± miles northeast inside the stealth silo off Crescent Ave (east of the Northway), and its Malta Ridge site 2.75± miles southwest in the southwest corner of the Malta Ave / I-87 overpass (south of I-87 Exit 13). Although physically located relatively close to the targeted improvement area, coverage from these and all other neighboring wireless facilities is obstructed by the significant tree canopy paralleling the Northway along both north and southbound lanes and including the median strip. In researching the area near the Nelson Ave Extension / I-87 overpass, the existing utility pole in the I-87 medium strip off Nelson Avenue Extension was identified as a potential colocation candidate to achieve -87 coverage objectives. The specific pole was chosen as it is positioned between the north and southbound lanes of the Northway, and offers sufficient height to maintain unobstructed line-of-sight coverage across the majority of the targeted coverage improvement area. With no other utility poles or other existing tall structures in the immediate area in locations or at sufficient height to offer similar coverage along the Northway, Verizon is proposing to collocate its micro cell facility on National Grid Pole # 120/3. Calculated coverage from the proposed Kaydeross micro cell facility is shown in the aerial map at Figure 1 below. When viewing the map, the gray-shaded area illustrates new and/or improved coverage from the proposed facility , and the light blue symbols are placed at the Kaydeross micro cell location. As the results demonstrate, the proposed micro cell will successfully fill the gap in poor coverage and network performance along I-87 between Exit 13 and the Crescent Ave overpass. When complete, mobile devices on the Verizon network will seamlessly and reliably transition between ydeross micro cell site. 2 Figure 1 Targeted Coverage Improvement Area (Gay-Shaded Region) of the Kaydeross Micro Cell 3 Conclusion In conclusion, Verizon Wireless is proposing to install a small canister antenna (measuring 48 in. high by 14.6 in. wide) on an existing utility pole on the Nelson Ave Ext / I-87 overpass with associated radio units and ancillary equipment mounted on a 36 in. tall x 23 in. wide x 16 in. deep enclosure located 10 ft. above ground on the pole. Verizons existing macro cell network in this area is unable to provide reliable coverage along I- 87 surrounding the Nelson Ave Ext overpass, mostly due to the dense tree canopy paralleling both sides of the Northway and in the median strip. The proposed facility will resolve this gap in reliable service.
