Comments Dear Members of the Zoning Board of Appeals,
We are the adjoining neighbors who sold the applicants this lot.
The designed and PB approved use is for a single family home
with a detached single family carriage house. We would not
have sold this lot knowing there would be a 2-family carriage
house, and that was never mentioned by the applicant during
the purchase process or subsequently. They said it would be
designed for our friends and former neighbors, their
grandparents the Burkleys. With 2 small units this now appears
designed for Air B&B rentals.
The carriage house was intended to include parking for at least
1 car and would thus be an auxiliary structure, with reduced
setbacks. Without that use this is clearly a second principal
building requiring 20' setbacks, and thus doesn't fit where they
are proposing. It doesn't seem right for the ZBA to grant a
setback variance of this magnitude (to 5'), especially when the
new ordinance has just been finalized and fully commented on.
With 2 new residential units the ZBA should expect up to 4 cars
to be parked on premise or on the street. If you add these to
our existing parking for 2 units at 21 Park Place just behind this
one, it looks more like a downtown parking lot, definitely not
what is desired in this attractive residential neighborhood.
With the proposed positioning of the carriage house closer to
the main house, the views of 21 Park Place from the street are
substantially reduced. This was a prime consideration for the
original approval by the Planning Board of having the carriage
house moved further to the east, thus opening up the view to
the interior. And if we do build a garage where our cars are
designated for parking, this would further reduce the view since
the structures wouldn't be aligned. Our parking is clearly
outlined on our site plans approved for this sub-division,
including 3 spots adjacent to the north-east of the proposed
carriage house in the nook of the lot.
