Barden, AICP Principal Planner City of Saratoga Springs 474 Broadway Saratoga Springs, New York 12866 Delivered via email: susan.barden@saratoga-springs.org Re: City Designated Consulting Services for Allen Drive Apartments Traffic Assessment Review—2nd submittal review 14 Tait Lane, Saratoga Springs, Saratoga County, New York City PB#2019.187 Chazen Project No. 31904.03 Dear Susan: The Chazen Companies(Chazen) have completed our review of the Response to Comments dated April 18,2019 and prepared by Creighton Manning Engineering. Following are our findings: 1. The responses to Comments 1 through 4 are acceptable. 2. The analysis of Church Street(Route 9N)at West Avenue for Comment 5 did not include the traffic from the Station Park at Saratoga project as the response states that the project was not approved and is not moving forward. The Station Park project is dormant but has not been withdrawn and it is still pending; therefore,the analysis should include the project. 3. The response to Comment 6 that level of service is not a critical design element according to NYSDOT Highway Design Manual is disingenuous, downplays its importance, and has no bearing on the traffic assessment. Level of service is indeed a critical element in which traffic impacts are assessed, and detailed explanations and procedures for such assessments are provided in the Highway Capacity Manual published by the Transportation Research Board. Its importance and use are recognized in NYSDOT's Highway Design Manual. Traditionally, drops in level of service, such as occurs with the proposed project, should be investigated, addressed, mitigated, etc. as was requested in our comment. The additional material submitted and findings to address the drop in level of service at the Allen Drive intersection with Route 9N are acceptable.
