HomeMy WebLinkAbout20210755 269 Broadway Site Plan Traffic Study/Safety Issues Concerns To be Presented
• Traffic concerns which have not been addressed
• Flaws in the Traffic Study and process of evaluation
• Examples using the applicant's own data
• Actual photos and not renderings
• Example of a city official's analysis
• Incomplete presentations
• Inadequate communications and follow up
Traffic Stud Safet Issues
May 2019 traffic study does not reflect the true challenges for
cars, trucks & pedestrians:
• Performed during COVID pandemic
• Non-peak season
• No special events
Conducted on Hamilton, not Broadway, the building address
• Many delivery drivers will follow their phone apps to the building address on Broadway
• Double parked delivery vehicles will block traffic on Broadway, a major artery with only
one traffic lane in each direction
Subsequent revisions of the study still did not adequately or
accurately cover these issues.

Intersection design practice,as determined 6y the NYSDOT,strives to provide a minimum LOS D or better
for each lane group in urban areas and a minimum LOS C in rural areas.Althoueh LOS D is acceotable in
urban environments. LOS C is the nreferred minimum for overall annroach LOS. LOS D is accentable for
sbecific low volume movements or aooroaches within an intersection.

Poor Hamilton Intersection Grades
An LOS grade of D is"acceptable"for low-volume intersections, yet an LOS grade of C is the
preferred minimum for overall approach LOS.
Two of the three measurements obtain a grade D or worse, even with the proposed mitigation
of requiring right hand turns out of the garage.
The intersections contained in the report are not low-volume.
Surely, we strive for better than the "bare minimum!"

Riht turn: not allowed Left turn: According to professional truck drivers, including the driver
from Route 50. of the truck in the photo, a left turn would be difficult and create
traffic problems. This intersection is close to Circular and Broadway
which is already a problem intersection, funneling significant traffic
from 87 Exit 13 and Route 50 into downtown Saratoga Springs.

TRAFFIC IMPACT STUDY
Critical Flaw: ONLY Hamilton Street
NOT Broadway
Proposed Project Address: 269 BrOaCWay
BROADWAY
Likely to be primary point of ingress and egress from building
Deliveries will be directed to 269 Broadway by mobile apps (e.g. Google Maps)
Route 9 (Broadway)is the major thoroughfare through Saratoga Springs
Broadway is one-lane in each direction between Circular and Congress Streets
Only portion of Broadway in entire city with one-lane transit
Traffic and safety Wlll be further compromised and eXacerbated
Truck Del iver Cha I len es
v
Intersection of Hamilton and Route 9/Route 50
challenging and dangerous for large trucks
approaching proposed Hamilton loading zone
• Will encourage truckers to find less difficult access by spilling
onto residential streets such as Circular.
• Broadway preferred by most deliveries by UPS, FedEx, etc.
• Trucks often block driveways.
