L Introduction
The proposed project involves the development of a four(4) story apartment building located on
the north side of Excelsior Avenue approximately 800 feet east of the intersection of Excelsior
Avenue and Marion Avenue. The building will have 102 units with a total of 159 bedrooms
(One Bedroom-57, Two Bedroom- 33, Three Bedroom- 12). The property has an existing
building that was formerly a brewery.
Water will be supplied via a new 8-inch service lateral which will connect to the City of Saratoga
Springs 12-inch water main on Excelsior Avenue.
For sanitary sewer collection, two new service connections will be made to the existing Saratoga
County Sewer District No. 1 18" sewer main within Excelsior Avenue.
IL Proiect Description
The project proposes a four story apartment building with associated access drives,parking
areas, landscaping and stormwater management. The building includes 102 units.
IIL Existin�Water and Sanitarv Sewer Utilities
Municipal water service is currently provided to the project area by the City of Saratoga Springs. A
12-inch diameter water main is located within EXcelsior Avenue.
Northeast Fire Protection Systems Inc. conducted a hydrant flow test on April 24, 2013 on the 12"
water main in EXcelsior Avenue. The results of this flow test indicate a static pressure of 102 pounds
per square inch (psi). During the flow test hydrants running at approXimately 1,570 gallons per
minute caused the residual pressure to drop approXimately 4 psi giving a theoretical available flow of
approXimately 8,021 gallons per minute at 20 pounds per square inch (psi). Refer to Attachment A
for the Hydrant Fire Flow Test Summary.
Municipal sanitary sewer service is available from the Saratoga County Sewer District No. 1 within
EXcelsior Avenue. Wastewater entering this sewer main is conveyed by gravity to the west and
ultimately flows for conveyance and treatment at Saratoga County Sewer District's wastewater
treatment plant in Mechanicville.

IV. Proiected Water and Wastewater Flows
The tables below provide information on the anticipated wastewater flow rates for the project:
159 Bredrooms 110 gpd/unit 17,490 gpd
Total 17,490 gpd
For the entire project, average daily flow for wastewater is estimated to be 12.1 gallons per
minute(gpm)based on a 24-hour day. Estimated peak hourly flow is 50.8 gpm (4.18 x
average).� The estimated population served is based on 1 person per sleeping unit(159 total).
Average daily demand for water is estimated to be approximately equal to the wastewater flow
or 12.1 gpm. Instantaneous demand is calculated at 1.4 gpm3 for each unit(102 total units)
giving a total instantaneous demand of 143 gpm.
Summary of Design Flows
Water Consumption:
Project ADF = 17,490 gal/day (gpd)
Instantaneous Water Use = 143.0 gal/min (gpm)
Sanitarv Sewer Flows:
Project ADF = 17,490 gal/day (gpd)
Peak Hourly Flow (PHF) = 50.8 gal/min (gpm)
For the purposes of input into the City of Saratoga Springs water model, we offer the following
estimated water demands for the project:
• Average Day Demand is 12.1 gallons per minute(GPM) over the 24-hour period.
• Max Day Demand is 24.2 gallons per minute (GPM)based on twice the average.
• Peak Hourly Flow is 50.8 gallons per minute (GPM)based on 4.18 times the average.
• Fire Flow Demand is 1,000 gallons per minute (GPM)per ISO guidelines.
V. Pronosed Water and Wastewater Utilities
Proposed Water Utilities
To service the project, the existing 12-inch ductile iron waterline on Excelsior Avenue is
proposed to be wet tapped. A new 8-inch lateral will be provided off the existing 12-inch

waterline in Excelsior Ave and include a 8" gate valve, and thrust block The lateral will provide
both potable water and fire protection.
Needed Fire Flow (NFF) calculations using the ISO Guide for Determination of Needed Fire
Flow are presented in Attachment B.
For a building protected by an automatic �re sprinkler system, the ISO states:
"The NFF for residential occupancies (such as apartment buildings, lodgings and rooming
houses, board and care facilities, hotels, motels and dormitories)protected by an automatic fire
sprinkler system installed in accordance with the general criteria ofNFPA 13R, Standard for the
Installation of Sprinkler Systems in Residential Occupancies up to and including Four�Stories in
Height, is the demand at the base of the automatic sprinkler riser".
"The minimum NFF is 1,000 gpm at 20 psi for a duration of 2 hours".
Using the minimum given by ISO, the NFF for this facility is 1,000 gpm.
Hydrant flow test data indicates approximately 8,000 gpm available at 20 psi. Based on this
information, there is adequate fire protection water supply available at the site.
Connections and appurtenances, including tapping sleeves and valves, mechanical joints, thrust
blocks, trenching, bedding, as well as testing and disinfection will all be specified in accordance
with City of Saratoga Springs standards. A backflow preventor will be located within the
proposed building.
Proposed Wastewater Utilities
Sanitary wastewater will be piped from the buildings via six-inch PVC laterals installed at a
minimum slope of 2.0%to the existing Saratoga County Sewer District No. 1 sewer main. Peak
hourly flow is estimated to be 50.8 gpm for the project.
The sanitary sewer lateral will be furnished, installed and tested according to Saratoga County
Sewer District No. 1 standards.
