While I greatly support re-development, especially in our downtown core, the proposal as it stands is not in compliance with our current Zoning Ordinances. Specifically, the height, scale, mass and open space are out of character and not in keeping with the surrounding area. The building would be improved with a reduction of an entire level (the 6th floor). The renderings at present create dark shadows and further the appearance of a large, luminous building. I recognize the dollar value of eliminating a floor of this size in the potential profit of the developer/owners.But thankfully the planning board is not required to consider profits/ revenue when reviewing development proposals. Over the years you have been approving some really great projects, this as it stands, is not one of them. Yes, it will have some shiny new appeal, standing tall and alone amongst the lower level buildings, but it will have a discordant sense of misplacement. As if no one took into consideration what the surrounding buildings really look like, just considered the shiny renderings of the building yet to be. Mixed-use and larger buildings in our downtown are in keeping with proposed good development. This project needs further modifications to get there, but it can. Now is the time. I recognize the difficulty in our small community saying "no, not yet", to acquaintances and perhaps friends whose projects stand before you. But that is precisely what the job of a planning board is, as you well know. Consider the voices of citizens and private tax-payers who also want the best development possible happening in our City. We can all use a nudge to be more, work harder, do better. I have no doubt the architect and team on this project with further direction & input can achieve the balance and harmony necessary for a great mixed use building.
