January 18, 2022 Re: Mr. Art Curto Halfinoon Farm (Formerly Independence Square Subdivision— Section 3) City of Saratoga Springs Tax Map Parcels 166.15-2-34, -35, 166.19-1-1 through-41 Barber Engineering Project No: 21-222S To Whom it May Concern, On behalf of the Applicant, Mr. Art Curto, we and Arico Associates have been appointed as the Civil Engineering/Land development consultants for this project. This project was formerly known as Independence Square Subdivision — Section 3, approved and adopted by the City Planning Board in September, 1977. It is our understanding that the zoning of this block of parcels was changed in 1990,then again in 2012 to Residential Zoning (RR). Federal Wetlands have also been delineated on the project. In recent months, Mr. Curto has met with City Planning Department representatives to discuss potential development options for this project. The previously approved 391ot subdivision layout does not meet the current zoning requirements for this area and would also result in significant disturbance of Federal Wetlands. Instead, it is Mr. Curto's intent to create a residential subdivision with townhome units that emulates the qualities of"cluster" developments. This would cluster the proposed residential units in the upland areas, significantly reducing impacts to the wetland areas as well as the overall area of disturbance for the project. The remaining wetlands and undeveloped areas will then be deeded as conservation areas and protected from future development. Attached with this submission is a concept plan displaying the proposed alternative to the original subdivision. We understand the project would require area use variances,as it does not meet current zoning requirements.
