The existing wetlands were located this year and the boundary and topographic survey was recently completed. The West parcel (Parcel 1), is approximately 34.73 acres with an existing single family residence (house #227), detached garage and driveway with ingress/egress to Kaydeross Avenue East. The second parcel (Parcel 2) is approximately 45 acres of undeveloped land located on the East side of Kaydeross Avenue East, across from the southeast corner of the Western parcel. Both parcels are predominately forested and include areas of State and Federal jurisdictional water resources bordering on perennial tributaries to Kayderosseras Creek. See the attached USGS site location map (Figure 1). According to the attached New York State Department of Conservation (DEC) Environmental Mapper (Figure 1), there are no DEC jurisdictional wetlands or streams located on Parcel 1, only a small area of approximately 0.70 acre of wetland adjacent area associated with DEC Wetland Q-11 that extends onto Parcel 1 from Parcel 2. The wetlands identified between the southwest and northeast quadrants of Parcel 1 are connected to the US Army Corps of Engineers (ACOE) mapped wetlands shown on Figure 2. There is also an ACOE wetland located in the southeast quadrant of Parcel 1. The wetlands on Parcel 1 have a lower value than Wetland Q-11 located on Parcel 2 due to being much smaller (+/- 13% of Parcel 1) and therefore providing less habitat diversity, flood storage capacity and erosion control. DEC Wetland Q-11 is classified as a Class I wetland, the highest valued wetland classified by the DEC. The DEC classifies wetlands according to 6NYCRR Part 664, Wetland Mapping and Classification Regulations from Class 1, which provide the most benefits, to Class IV, which provide the fewest benefits. Therefore, Wetland Q-11 located on Parcel 2 has a high conservation value due to ecological associations that include but are not limited to size (+/- 90% of Parcel 2), vegetative cover types (Forested), association with permanent open water (Lonely Creek), the ability of the wetland to attenuate and filter stormwater pollutants and provide flood storage. Conservation Features associated with Parcels 1 and 2 are listed on the following pages, Pages 2 — 8, and referenced on the attached Conservation Analysis Map (Figure 3). 1 1.1 PARCEL 1 Conservation Features NYS Department of Environmental Conservation Wetlands Pursuant to the New York State Department of Conservation (DEC) Environmental Mapper, there is an area of approximately 0.01 acres of thel 00 foot wetland adjacent area to DEC Wetland Q-11, located in the northwest corner and approximately 0.69 acres at the southeast corner of the parcel. The adjacent areas provide a buffer that is intended to protect Wetland Q11 and the wildlife habitat it provides from stormwater pollution, erosion and sedimentation. US Army Corps of Engineers Wetlands The DEC Mapper shows a Class C Stream (ID# 941-127.1) that is not regulated by the DEC because it is not capable of supporting trout. This perennial stream has a hydrologic connection or significant nexus with a headwater forested wetland that is approximately 1.70 acres located in the south west quadrant of the parcel. The stream flows northeast and is bordered by the forested wetland for approximately 1,220 linear feet and into an emergent wetland (i.e. persistent herbaceous vegetation) that is approximately 2.15 acres located in the northeast quadrant of the parcel. There is also a forested wetland, approximately 0.69 acres, located in the southeast quadrant of the parcel with a significant nexus to DEC wetland Q-11 located on the east side of Kaydeross East Ave. This palustrine wetland system is regulated by the ACOE under Section 404 of the Clean Water Act and provides valuable wildlife habitat and stormwater attenuation and filtration. These wetland areas are connected to wetland Q-11 by two (2) culverts which were constructed under Kaydeross Avenue East. Watercourse Stream Classification There is a perennial DEC Class C Stream (ID# 941-127.1) that is +/- 1,220 linear feet and conveys the flow of groundwater and stormwater runoff from the southwest corner of the parcel to the northeast corner of the property. There is an existing tractor path that crosses the stream located near the middle of Parcel 1 shown on Figure 3. Other Water Bodies There is a manmade pond located adjacent to the west side of the detached garage that provides wildlife habitat. The pond does not have a defined nexus to the wetland systems referenced above, therefore, it is isolated and not regulated by the DEC or ACOE. 100-Year Floodplains There is a small area of Federal Emergency Management Agency (FEMA) 100 Year Flood Zone located in the northwest corner of the parcel which is contiguous with the floodplain on neighboring properties that provides floodwater storage during significant storm events. 2 Steep Slopes This parcel has two areas with slopes greater than 25%, approximately 1.10 acres in the north west quadrant of the site and approximately 0.23 acre in the center of the site bordering the perennial stream. These areas have soils that consist of well drained channery silt loam consistent with the Natural Resources Conservation Service's Bernardston Silt Loam (BmD) soil series and are vegetated with mature forest consisting of broad leaved deciduous trees and shrubs including White Oak (Quercus alba), Quaking Aspen (Populus tremuloides), and Black Cherry (Prunus serotine) that stabilize these slopes and protect against soil erosion. There was no evidence of erosion during our investigation of these slopes. Other Natural Features None Stream Corridors There is a perennial DEC Class C Stream (ID# 941-127.1) that is approximately 1,220 linear feet and conveys the flow of groundwater and stormwater runoff from the southwest corner of the parcel to the northeast corner of the property. There is an existing tractor path that crosses the stream located near the middle of Parcel 1 shown on Figure 2. Wooded Areas of 1 Acre or More There is a late successional, mixed deciduous coniferous forest that occupies approximately 31.42 acres of the parcel, extending west from the landscaped area surrounding the single family residence and wetland fronting Kaydeross Avenue East. Tree species in this forest include White Oak (Quercus alba), Quaking Aspen (Populus tremuloides), Black Cherry (Prunus serotine), American Hophornbeam (Ostrya virginiana), Shagbark Hickory (Carya ovata), Green Ash (Fraxinus pennsylvanica), Eastern Hemlock (Tsuga canadensis) and White Pine (Pinus strobus). This forested is typical of forested areas in the region. Trees uncommon by virtue of size, age or species. There is one uncommon White Oak (Quercus alba) tree that is approximately 6 feet in diameter located close to the middle of the parcel, located on Figure 2 and shown in an attached photograph. Rock Outcropping None Cultivated Land None 3 Water Resource Protection Areas Pursuant to the New York State Department of Conservation (DEC) Environmental Mapper, there is an area of approximately 0.01 acre of thel 00 foot wetland adjacent area to DEC Wetland Q-11, located in the northwest corner and approximately 0.69 acre southeast corner of the parcel. The adjacent areas provides a buffer that is intended to protect Wetland Q11 from stormwater pollution, erosion and sedimentation. Cultivated Features None Historic Sites None Archaeological Sites Presently, the NYS Office of Parks, Recreation and Historic Preservation (OPRHP) is reviewing the site for archaeological significance. Hedgerows and Stonewalls There are no hedgerows located on Parcel 1. There are 4 stone walls, two are in good condition located in the southwest quadrant. The other two walls were eroded and had collapsed in many places. One is parallel with a portion of the north property boundary and the other is parallel with the south property boundary. The walls provide a property reference and wildlife habitat. Photographs of these walls are attached. Scenic vista/viewsheds from public road, trails or parks A portion of Parcel 1 lies in an Agricultural Heritage Area within the City of Saratoga Springs Open Space Resources Plan (2002). As stated in the Plan, "The City of Saratoga Springs has a rich agricultural heritage, with some farms still operating today. In other places the City's agricultural past is evident in the landscape where old farm buildings and fallow fields remain." Recommended actions for these areas include protecting them within a conservation easement as a primary option. Preservation of this area within a conservation easement has a high value given the fact that it is a recommended action within the Plan. The tree line bordering Kaydeross Avenue East and the forested area surrounding the house and landscaped area screens a large portion of the property from view. The only view of the property from Kaydeross Avenue East is in the proximity of the driveway and single family residence. There are no views of the Parcel from any other public roads, trails or parks. 4 Existing or planned trail connections To be determined with proposed development. Buffer to adjacent properties Maintaining a portion of the late successional, mixed deciduous coniferous forest referred to above would provide a visual and acoustic buffer to adjacent properties. 1.2 PARCEL 2 Conservation Features DEC and ACOE Wetlands There is an area of approximately 41 acres of ACOE and DEC wetland. The wetland is identified by the DEC as Wetland Q-11, a Class I wetland with an associated 100 foot wetland adjacent area that occupies the majority of this parcel. Lonely Creek borders the entire length of the eastern property for approximately 2,150 linear feet, and has a significant nexus/hydrologic connection to DEC Wetland Q-11. The wetland also contributes to the hydrology of an unnamed DEC Class C perennial stream (ID #941-127.1) that extends across the middle of Parcel 2 for approximately 1,528 linear feet and flows into Lonely Creek. This wetland system is regulated by both the DEC and ACOE and the 100 foot adjacent area is regulated only by the DEC. Both the wetland and adjacent area provide valuable wildlife habitat and protection from stormwater pollution, erosion and sedimentation and has a high conservation value. Watercourse Stream Classification Lonely Creek borders the entire length of the eastern property for approximately 2,150 linear feet and there is an unnamed perennial tributary to Lonely Creek that crosses the middle of the parcel for approximately 1,528 linear feet. Both of these streams are DEC Class C streams with the same DEC ID: No. 941-127.1. Other Water Bodies None 100-Year Floodplains There is approximately 42 acres of the Federal Emergency Management Agency (FEMA) 100 Year Flood Zone located on Parcel 2 that provides floodwater storage during significant storm events and also has high conservation value because of the protection that it provides. Existing or planned trail connections Parcel 2 includes a possible future trail connection along Lonely Creek, as indicated in the City of Saratoga Springs Open Space Resources Plan (2002). This trail connection would be part of the Kayderosseras Creek Canoe Trail linking Kelly Park in Ballston Spa to Saratoga Lake. This use could be included in a proposed conservation easement. Buffer to adjacent properties The majority of the East Parcel is wetland and is contiguous with wetland on undeveloped adjacent properties. 2.0 SUMMARY The conservation analysis indicates areas of high conservation value which include; the wetland areas; primarily the area of DEC Wetland Q-11 located on Parcel 2 and secondarily the small areas of ACOE wetlands located on Parcel 1, the flood zones, the significant Oak Tree on Parcel 1 and the recommendations of the City of Saratoga Springs Open Space Recreation Plan, updated 2002. Following the City of Saratoga Springs Conservation Subdivision Regulations, the maximum allowable density of these parcels is 16 residential units. The conservation analysis provided is used as a guide to developing the parcel while preserving the areas of highest conservation value.
