Chair F"`� �``�A"' Design Review Commission +.. � City Hall � �� 474 Broadway Saratoga Springs,NY 12866 RE: 700 North Broadway—Demolition & Tree Plantings Dear Tamie: The Saratoga Springs Preservation Foundation reviewed the application demolish the existing Boara or n�re�rors residence at 700 North Broadway and plant Norwegian Spruce trees along the perimeter of Ada,,,Fa�ro North Broadway and First Street. Pr�esident M,�heleFu,,,�,ello The original residence and carriage house at 694 North Broadway,today 700 North Broadway, v��e Pr���ae�r was built by prominent attorney Charles S.Lester. The large two-and-a-half-story brick Queen L�nda L.xa�ey Anne with Flemish gables was built in 1885 was lost to fire in 1962. The current mid-century, se�,�era,y modern ranch sryle residence was constructed in 1965. Dr. Jacob S.Freynman hired architect �m;,�,y Yermoiaye� William E. Cooper of Amsterdam,New York,to design the house and builder Russell Roberts zr�e�s��r�er� to construct it. Dr. Freynman was a Russian immigrant who lived in the home with his wife T;ffany Bla;r Alberta and their son James. s����oaa� G�o�anna�'o,-az�o Modern houses of the 1950s and 1960s are representative of a specific time in American �°�'a�°"° history. The Ranch sryle dominated American building through the 1960s. The house at 700 Sandra Fox James Goia North Broadway is representative of domestic architecture shifting back towards sryles that J°i"'xaller referenced traditional architectural shapes and detailing. It is an example of the Neoeclectic, Richard King s�phen xyne Neo-French sryle. The most characteristic feature of this sryle, according to the"Field Guide v�n��t LaTe==a to American Houses," is the steeply pitched, hipped roof. In addition, doors and windows Samantha Nass �orothy Rogers-Bull;g extend upward through the cornice line and are frequently round or segmental arched above. she�ia speri�g The house at 700 North Broadway is an example of the one-story, symmetrical type and has Jas°"rn°"'as windows that extend upward through the cornice line,but rather than have a round or segmental Maddy Zanetti arch above,the windows have a pointed-arch. James Kettlewell e71�"�t�`s The current house is not a contributing building of the Broadway Historic District listed on the srar� National Register of Historic Places because its date of construction does not fall within the samantha Bogshart period of significance, 1815— 1920. Execzrlive Dir�ector� The house with attached carport is representative of an architect-designed 1960s residence. It N'°°ie Bab'e is the Foundation's preference that the building not be demolished for a vacant lot. Should Membership&Pr�ogr�ams ��r�e�ror� demolition be approved, the Foundation strongly objects to the planting of large Norwegian Jacqueline Bunge Spruce trees for the purposes of providing privacy. This is not in-keeping with the historic E��e�ts�Pr�o��s streetscape of North Broadway. Additional detailed information about of the plantings is coor�a���ror� needed.
