To the Saratoga Springs Planning Board:
I write on behalf of the Saratoga Springs Safe Cycling Coalition with respect to the proposed
project at 269 Broadway. The Safe Cycling Coalition— a group of 301oca1 businesses and
nonprofits — advocates for investment in a functional and connected bike lane network in
Saratoga Springs because making cycling safe and accessible in our City will improve community
health, support local businesses, and enhance equity.
We take no position on whether this project should be approved or whether changes should
be made to the building design. We ask, however,if the project goes forward, that the Planning
Board require the applicant to build and maintain a 12' wide paved bike/pedestrian path
connecting Broadway with Hamilton Street in the "civic space" on the property. Provisions
should be made to ensure that the pathway is properly maintained, and that a public right of way
is secured in perpetuity.
A safe cycling connection between Congress Park and Railroad Run is a critical piece of the
Saratoga Greenbelt Trail. A properly designed bike/pedestrian pathway at 269 Broadway will
provide the City with a viable additional or alternative route to the busily traveled Congress Street.
By connecting this proposed pathway at 269 Broadway with the Rail�oad Run Trail, the City can
create a bike route that runs from Broadway to the Saratoga Spa State Park, to the Zim Smith
Trail and the Empire State Trail. Equally important, cycling tourists traveling the Empire State
Trail can ride direcdy to the heart of downtown Saratoga Springs and can cross Broadway to
access shops and restaurants on both the East and West Sides.
We ask the Planning Board to work with the Complete Streets Advisory Board to ensure
that the pathway design and construction specifications are consistent with the City's Complete
Streets plan and NYSDOT guidelines. And we hope the applicant will see a well-designed and
properly landscaped bike/pedestrian pathway as an important community benefit and a desirable
addition to the project.
