Issues:
-Picnic tables and trash are regularly left outside along Excelsior Ave. and Loughberry Road S.
-The parking lot is left messy with garbage, all types of toys, bikes, a volleyball net, basketball hoops (sometimes down),
a trampoline clearly visible on the corner of Veterans Way and Route 50.The property is left messy for weeks on end
and clearly visible from the main roads and neighboring properties.
-Students have been destroying the wooded buffer along Loughberry Rd. S., severely thinning out vegetation. It was
originally agreed upon in the previous permit to provide for a natural barrier between the road and building. Garbage is
left in the woods (mattresses, beer cans, other trash, etc.), debris is often blowing around the streets and neighboring
properties. The original permit stated they would keep a natural buffer, yet it has severely diminished over time.
-Students are constantly running around on and off the property and streets, yelling, hanging out of dorm windows
screaming, with no regard to the neighboring residents.
-Alarms go off frequently, often for hours on end with no one present to address the situation.
-Parking issues- Buses coming in late at night(very loud, doors slamming, people yelling). Cars and buses park in the fire
lanes and Loughberry Rd. S.
-Bus loads of students just coming for a weekend—was not authorized in the previous permit
Comments/Solutions:
The neighborhood does not approve to increase capacity to 250. Can they prove how they intend to abide by current
town rules, regulations,fire codes, and address the concerns with neighboring properties? We agree that the current
capacity at 180 is still very high since we have all witnessed there could most definitely be more than 180 students living
on site during peak times. Increasing the limit to 250 could easily lead to more than double the current allowed capacity.
-We are requesting they put up a privacy fence along with a natural buffer (trees/arborvitaes) planted on the exterior of
the fence for a natural look around the perimeter of the property, specifically along the Excelsior Ave. and Loughberry
Rd. S property lines since vegetation has drastically thinned out.The previous permit stated they would continue to
maintain a natural buffer,yet every year the vegetation is drastically thinned out.
-No loitering-We respect their rights to practice their religion but setting up picnic tables near or beyond their property
line (corner of Excelsior Ave. & Loughberry Rd S.) is unacceptable and diminishes the elegance of this street to other
neighboring residences and tourists visiting Saratoga.
-Keep the property clean and up to date (clean up trash,toys, chairs, tables, etc.) in the parking lot, wooded areas, and
the rest of the property visible to others daily.
-Establish hours of operation (Ex: 9AM-4PM). Music playing during the day needs to be at a decibel level within city
guidelines (we strongly encourage them to shut their windows when playing music). No music allowed to play after
11PM. Even if the decibel levels could be within city ordinance, the bass from the speakers are often heard and felt in
many of our homes during the day and night.
-Lights from the main room of the building from dusk to dawn are clearly seen from the Southern facing windows which
glare into the windows of many of the neighboring properties on Loughberry Rd. S. Lights should remain off from dusk
to dawn or install window coverings/ use window blinds from dusk to dawn to block the light from piercing into
neighboring residences.
-Random security checks during peak times conducted by the local fire department to ensure proper capacity, up to fire
code (no cots in hallways, clear access to fire escapes, vehicles not parked in fire lanes and Loughberry Rd. S., etc.).
-Scheduled garbage pickup at least twice a week to lessen the excess trash from scattering around the property and
neighboring properties. Daily maintenance routines to ensure the entire property is cleaned.
-Place "No Parking" signs on Loughberry Rd. S.
-Appoint a dependable liaison as an open line of communication for neighboring properties and the rest of the public to
report any issues or concerns.
-Appoint a 3�d party security guard, not affiliated with the congregation during peak times to ensure the safety of the
students and residents.
