CSAB is pleased to see the allocation of a street-to-street civic space for public use between Broadway and Hamilton Street. CSAB welcomes the opportunity to provide essential pedestrian and bicycle accommodations to enhance the civic space on the south side of the structure. We are supportive of the landscape improvements, built-in seating and pedestrian scale lighting and ask for the addition of shade trees. Above all, we recommend the requirement of a permanent easement for the path. Accordingly, requiring the 269 property owner to be responsible for the ongoing maintenance (including timely snow clearance and pavement upkeep) of the entire civic space and shared use path. This will guarantee the beneficial perpetual use of the path. CSAB has been a strong advocate and supporter for the implementation and development of the Saratoga Greenbelt Trail-essential to the achievement of the Complete Streets vision for Saratoga Springs, reafFirmed by City Council in October 2021. The 269 Broadway link is critical to achieve this goal from both a cost and safety perspective. The proposed trail is a 24-mile shared- use path that will form a continuous loop offering safe, off-street non-motorized connections across the City. This critical piece of infrastructure will serve as the foundation for the City's active mobility system, with Complete Street improvements supporting pedestrian, ADA compliance and bicycle safety improvements throughout the City. At this time, the City is planning and constructing segments of the trail that serve downtown. The first phase, the Downtown Connector will be constructed in 2022 connecting downtown and Exit 15, generally along Excelsior Avenue. Planning is underway for the Downtown Extender, which will connect Congress Park and Railroad Run. Preliminary studies indicate that the safest and most feasible alternative is to route the trail from Congress Park across Broadway at the push-button signal south of the park. This would enable a connection to Hamilton street through the proposed civic space at 269 Broadway. This alignment would remove the necessity for on-road bike accommodations on Congress Street at one of the City's busiest and most complicated intersections. Recommendation : CSAB is requesting is requesting that the Planning Board work with the developer to ensure the design for 269 Broadway incorporates a continuous shared- use path through the civic space to accommodate a pedestrian and bicycle connection between Broadway and Hamilton Street. This crucial off-road shared-use path connection will allow the Saratoga Greenbelt Trail to connect to Railroad Run, the High School and YMCA, and to the dense existing residential communities on the west side of our City. Railroad Run connects to the State Park, SPAC and will ultimately connect to the Zim Smith Trail, the spine of the County's bicycle network. The importance of this short connection cannot be ove rstated. CSAB is further requesting the minimum dimension be 12 feet wide to meet current NYSDOT shared-use path standards with standard shared-use path pavement markings. In addition, per City Zoning Code 6.2.9, five (5) bicycle parking spaces should be included within the site plan.
