I 9 I.-I-25 in the City of Saratoga Springs, on an application for site plan review of a mixed-use project including an animal clinic and 7 residential units and associated site work in the Tourist Related Business (TRB) and Rural Residential (RR) districts. In accordance with SEQRA regulations 6 NYCRR Part 617, the Planning Board identified the proposed action as an Unlisted Action, Coordinated Review, and as the designated Lead Agency for the review, evaluated the Environmental Assessment Form the Short Form Parts I and II, and made a motion to issue a Negative SEQRA Declaration on March 25, 2021. And, in accordance with objectives, standards and guidelines contained in the City Zoning Ordinance, chapter 240, article 7.2 `Site Plan Review',the Planning Board issues the following decision on January 27, 2022 (passed 6-0 in favor: Torpey, Horton, Fabozzi, Mayo, Doty, Marshall): C� Approve site plan set with revision date Au�ust I 2, 202 I with the followin�conditions: • No tractor trailers will make deliveries to the site as stated by the applicant. • Required loading area shall be shown on the site plan and designated with appropriate signage. • Final plans shall be provided to the satisfaction of the City's designated engineer. • Driscoll Road shall be improved to the City's Rural Road standard to the end of the development. • Installation of street lighting along the improved section of Driscoll Road to be determined by the Department of Public Works in consultation with Planning staff. • Final plans shall be provided to the satisfaction of the Department of Public Works. • The applicant shall submit a fee in lieu of dedication of recreation lands for each residential unit ($2,000 for each of the 7 residential units). The applicant is required to: I. Deliver a letter of credit or cash escrow in the amount approved by DPW to the City per Article 7.2.I 5 of the Zoning Ordinance. This must occur prior to final signature by the Planning Board Chair. 2. Submit one (I) mylar and two (2) paper copies of the final approved site plans for signature by the Planning Board Chair within ei�hteen (I 8) months of approval as per Article 7.2.I 2 of the Zoning Ordinance. Page I of 2 Note: this approval shall expire within eighteen (I 8) months of the signature of final plans if the applicant has not started actual construction as per Article 7.2.I 4 of the Zoning Ordinance.
