4. DESIGN GUIDELINES:
The Design Review Commission will evaluate whether the proposed action (canstruc�ion, alteratian or
demolition) is compatible with exist�ng structures and surrounding properties using the foflowing criteria:
• Height—cansistent with historic form and context of site and surrounding properties
• Scale—relationsh�p af structure and its architectural elements to h�man size, form, perception
• Proportion-�relationship among building elements including front fa�ade, windows, and c�oors
• Rhythm--pattern resulting from repeating building elements such as doarlwindow openings, columns,
arches, and other fa�ade elements
• Directional �xpression—compatibility with horizontal &ver�ical expression of surrounding structures
• Massing&Open Space—relationship of structure to open space between it and adjoining buildings
• Setback—compatibility with surrounding structures
• Compatibility of the following with surrounding structures�properties:
- Major building elements (storefronts, doors, windows, roof�
- Building materials
- Color--{in nan-residential zoning districts only}
5. DEC�s�orvs:The Design Review Commission may approve, approve with conditions, or disapprove an
application.The DRC may impose appropriate conditions and safeguards in connection with its a}�proval _
including naturelquality af materials, manner of construction, and design. An applicant may ap�eal a denied
DRC application on the grounds of F�ardship.
Application approvals shall expire within I S months of the filing date unless the project has sufficiently
commenced (i.e. buildingldemalitian permi�s obtained and construction�alteration begun). Applicants rnay
request up to 2 extensians if requested before expiration date of prior approval.
6. AGENDA DATE: Check City's website (www.sarata�a-springs.org}for meeting dates. Appiications are
placed on an agenda on first-corne,first-served basis as determined by the completeness of Yhe application.
7. APPLICATION FEE(NON-REFUNDABLE}: Make checfcs payable to the"Commissioner of Finance",
