The apartments will be a mixture of one, two- and three-bedroom units. The commercial space will be on the first floor of the building and will be approximately 2,450 square feet. The property is currently undeveloped. II. Existing Water and Sanitarv Sewer Utilities Municipal water service is provided in the vicinity of the project site by the City of Saratoga Springs. An 8-inch diameter water main is located along the north side of Whistler Court and another 8-inch main is located along the north side of Excelsior Avenue. A hydrant flow test was conducted December 11, 2020 and indicated static pressures around Excelsior Avenue of 86 psi. During flow tests, hydrants flowed at 1,332 gpm with only a 23 psi drop in pressure, providing a theoretical available flow of greater than 4,164 gpm at 20 psi. Municipal sanitary sewer service is available from the City of Saratoga Springs via the 8" sanitary sewer main in Excelsior Avenue, adjacent to the project site. This portion of the municipal collection system was installed as part of the original Excelsior Park mixed use development in 2004. The sewer main runs south on Excelsior Avenue to a municipal pump station near the intersection of Ormandy Lane and Excelsior Avenue. Wastewater is conveyed by this lift station to the Saratoga County Sewer District No. 1 (SCSD) collector at the intersection of Excelsior Avenue and Veteran's Way, and then by gravity to the SCSD Lift Station No. 1 at the intersection of High Rock Avenue and Warren Street. Ultimately the wastewater flows for conveyance and treatment at SCSD's wastewater treatment plant in Mechanicville. The municipal pump station near the intersection of Ormandy Lane and Excelsior Avenue was originally designed to handle the entire project area design flows of 110,540 gpd and a peak hourly flow of 300 gpm. Following are anticipated wastewater flow rates from projects contributing to the pump station: Hotel (103 rooms) 110 gpd/room 11,330 gpd Condo (30 3-bdrm) 110 gpd/bdrm 9,900 gpd Apartments/Townhomes (210 bdrm) 110 �pd/bdrm 23,100 �pd Total 44,330 gpd Based on anticipated wastewater flow rates the municipal pump station is approximately 40% capacity. III. Proiected Water and Wastewater Flows The table below provides information on the anticipated wastewater flow rates for the project: Description Use Rate Total Use Office (2,450 sf) 0.1 gpd/sfi 245 gpd Apartments (99 bdrms) 110 gpd/bdrmi 10,890 gpd Total 11,135 gpd Average daily flow for wastewater is estimated to be 7.7 gallons per minute (gpm)based on a 24-hour day. Estimated peak hourly flow is 32.5 gpm (4.2 x average).� Average daily demand for water is estimated to be approximately equal to the wastewater flow or 7.7 gpm. For the purposes of input into the City of Saratoga Springs water model, we offer the following estimated water demands for the proj ect: • Average Day Demand is 7.7 gallons per minute (GPM) over the 24-hour period. • Max Day Demand is 15.4 gallon per minute (GPM)based on twice the average. • Peak Hourly Demand is 32.5 gallons per minute (GPM)based on 4.2 times the average. • Fire Flow Demand is 1,000 gallons per minute (GPM)per ISO guidelines. IV. Proposed Water and Wastewater Utilities Proposed Water Utilities To service the project, combined fire protection and domestic service line to the 4-story building will be provided from Excelsior Avenue. There are three existing fire hydrants within the vicinity of the project area. Hydrants are located at the southeast corner of the Whistler Court and Excelsior Avenue intersection, adjacent to proposed new drive off Excelsior Avenue, and at the proposed southwest corner of Whistler Court. The four-story building will have an automatic fire sprinkler system. For a building protected by an automatic fire sprinkler system, the ISO states: "The NFF for commercial occupancies protected by an automatic fire sprinkler system installed in accordance with the general criteria of NFPA 13R, Standard for the Installation of Sprinkler Systems, is the demand at the base of the automatic sprinkler riser"and inside%utside hose stream. Using the formula given by ISO, the NFF for the four-story building facility is 1,000 gpm. Hydrant flow test data indicates approximately 4,200 gpm, and therefore there is adequate fire protection water supply available at the site. Connections and appurtenances, including mechanical joints, tees, isolation valves, thrust blocks, trenching, bedding, service connections, as well as testing and disinfection will all be specified in accordance with City of Saratoga Springs and AWWA standards. Proposed Wastewater Utilities Sanitary sewer service will be provided by installing a new 6-inch PVC gravity sewer lateral and 8-inch PVC gravity sewer main and discharging to an existing 8" stub from the Excelsior Avenue sewer main. Manholes, pipe, trenching, bedding, service connections, and testing are specified in accordance with City of Saratoga Springs standards. The project will contribute an additional 11,135 gpd of wastewater flow to the Ormandy Lane/Excelsior Avenue pump station. The total anticipated wastewater flow to the pump station will increase to 55,465 gpd, or approximately 50% of the station capacity. Notes 1.
