NARRATIVE
West Hill Plaza is a 31,000 sf strip mall built in phases in the 1960's&70's. Interior remodeling has been
issued building permits and work has been on-going for the last several years which has subdivided one
large, existing, tenant space to create four spaces, with no change in total square footage. This will give
a total of 13 tenant spaces for the plaza.
Our original 2014 Approved Proposal was for a full-length remodeling of the two street-facing façades,
which are approximately 160 linear feet long facing Rte. 29 and 300 linear feet facing West Ave. The
original West Ave. façade is a long strip of 10 ft high glass and aluminum storefront windows and doors
with a decorative split-faced concrete block base, and with a few sections of full height block. Above this
is a metal siding-clad façade, part 6 ft high and part 8 ft high, which cantilevers over a 10 ft wide
concrete sidewalk.
The original Rte. 29 façade had less character. It shares one of the towers on its West Ave. end and had
only three sections of glass and aluminum storefront.The remainder of the lower wall was painted
utility-grade concrete block. The upper façade was also metal siding, but was flat against the block wall
without the cantilever covering a sidewalk.There were only short sections of sidewalk at the doors.
Our 2014 Proposal was to replace all existing storefront doors and the windows, and the 3 courses of
concrete block below the windows, making the new windows larger, from the floor/sidewalk level up to
the ceiling height. In 2016 & 2018, we proposed to do this only on the Washington St. side.The West
Ave. facades would keep their existing windows and doors.The concrete block base would remain, but
would be cleaned and stained a brown color. This work has been completed.
Our 2014 Proposal was to have five new entrance doors for the newly created tenant spaces plus new
window openings on the Washington St. side. In 2016, we proposed four new entrance doors and more
windows.This work has been completed.
Our 2014 Proposal was to have a thin-brick veneer over the remaining concrete block surfaces, in 2016
we proposed to switch to a thin stone veneer, Versetta Stone brand.This work has been completed.
Our 2014 Proposal was to remove the existing metal siding on the upper wall surfaces and replace with
a synthetic textured stucco on concrete board. In 2016, we proposed to replace that old metal with new
metal siding of similar color and profile. This work has been completed.
In 2014& 2016, we proposed to replace the existing white metal ceiling above the sidewalk with a
similar metal in a brown color, and to replace the existing recessed ceiling lights with more efficient
fixtures. This work has been completed.
In our 2016 Proposal, we proposed to add new green metal awnings on all facades. In 2018, we propose
to have the awnings only on the north end of the West Ave. side and on the Washington St. side,that is
from Family Dollar to the mattress store. This work has been completed.
In our 2014& 2016 Proposals, the towers were to have the existing concrete block cleaned and stained
to match the existing color. In 2018, we proposed to change the color to brown to compliment the
green metal wall siding and the earth-tone stone veneer. This work has been completed. Our new 2019
proposal retains the existing horizontal accent course of block, but to stain it beige, 'Sahara Tan'.
In our 2014& 2016 Proposals, the tower's paneled sections were to be covered with a textured
synthetic stucco. In 2018, we proposed that they have new green metal wall siding.This has been
installed on one tower face only, as a mock-up.This metal will be removed. Also, in our 2014&2016
Proposals,the tower's high panels were to have the letter'W' in stucco relief on all four sides. In 2018,
we proposed that these be changed to painted letters on a metal panel because there would be no
more stucco walls.This has been installed on one tower face only, as a mock-up.This will be removed.
Our new 2019 Proposal is to return to the original stucco surface for the tower's paneled sections, and
to omit the letter 'W', and keep the original accent lines. We propose a concrete cement based stucco
on wire lath, with cement board accent strips, 2"x3"x3/4". All will be stained beige, 'Sahara Tan'.
Our 2014 & 2016 Proposals added a steel-framed, hip roof with a red metal roof to both towers. In
2018, we switched to a green metal roof to match the new awnings. This work has been completed.
In our 2018 Proposal, we were to add a new 5-foot wide sidewalk along the full-length of the
Washington St. side, with new asphalt curb ramps at each store entrance door, to replace the existing
separate, short sidewalk sections and separate ramps.This actually would have resulted in a restriction
to the parking and backing-up clearances in this parking and driveway area. We now propose that the
new sidewalk be omitted and that a new asphalt apron be installed, eight feet from the building wall,
that will slope up to each entrance door.This work will be compliant with ADA standards so that no
separate ramps will be required. This will be designated as a no-parking area with painted, yellow
stripes. This work has been completed.
There is no change to our original Environmental Assessment Form.

2019 Amended Application. Photos below of work in progress and already installed.

Completed mock-up of one tower, to be
removed. March 28, 2019 proposed revisions
are; to remove green metal wall panels, by
replacing the existing green metal siding with
the originally proposed stucco panels, stained
beige, `Sahara Tan', with horizontal and vertical
t ail accent strips. The 'W' design panel will be

removed.The tower block has the proposed
`Royal Brown' stain installed, but we propose
to change decorative block horizontal band
