The site is bordered on the east by Route 9, on the south by Driscoll Road, on the west by woods, and on the north by a greenhouse. GENERAL SITE DEVELOPMENT The applicant is proposing to develop a 5.9± acre parcel in order to construct a two-story 11,000� square foot mixed-use building, asphalt parking, utilities, and stormwater management practices. Access to the site will be provided off of Driscoll Road. SOIL TYPES, GROUNDWATER & TOPOGRAPHY According to the Saratoga County NRCS, the primary soil type is silt loam. Test pits were performed to verify the soil conditions throughout the site. The eastern portion of the site in the area of development consists of�ne sand with no mottling or groundwater observed to a depth of 7-8 feet below grade. Soil conditions transition to a sandy/silty loam more to the west beyond the extents of the proposed project. These areas contained mottling which indicates the presence of high groundwater. As a result, the infiltration systems will be located in the eastern sandy soils. Percolation and in�ltration tests resulted in average rates ranging from 5 minutes per inch on the east end to 48 minutes per inch on the west end. The stormwater management system is designed based on a conservative infiltration rate of 4 in/hr(1" in 15 minutes). The site currently drains east ultimately to existing culverts under Driscoll Road (see Exhibit 2). ABD Engineers,LLP 1 �ld"zxed-Zlse Building 5190A-SNIR Driscoll Road&Route 9 STORMWATER MANAGEMENT PLAN The stormwater management plan for the proposed project will utilize surface sheet flow across asphalt to two underground infiltration practices for runoff reduction and water quality treatment. An isolator row will be utilized for pretreatment within each system. The practices provide a total of 5,749� square feet of infiltration surface area which will be utilized to achieve 100% runoff reduction volume (RRv)per NYSDEC Phase 2 Stormwater Regulations including Green Infrastructure Techniques by recharge to groundwater. The 100-year storm will be controlled within the system and outlet pipes are provided to restrict discharge from the chambers to below pre-development rates. The water quality treatment volumes (WQv)required for Area lA and Area 1B are 3,052� cubic feet and 1,160� cubic feet respectively. The runoff reduction volumes (RRv)provided are 3,052� cubic feet and 1,160� cubic feet respectively which meets the WQv. The total required 100-year storage volume, including infiltration capacity, for the infiltrator chambers are 5,260� cubic feet and 1,795� cubic feet respectively. The total volumes provided for the infiltrator chambers are 5,288� cubic feet and 2,024� cubic feet respectively. Refer to the WQv and RRv calculations in Appendix A. ANALYSIS HydroCAD was utilized for the stormwater analysis. Stormwater calculations for the pre and post-development conditions are presented in Appendix A. In the pre-development condition, the existing site consists of one drainage area divided into two subcatchments (refer to Exhibit 2). Pre Area lA is 1.14� acres and consists of woods. An area weighted CN value of 70 is used for the calculation. Stormwater runoff drains southeast to a culvert under Driscoll Road. The peak discharge rates for the 1, 10, and 100-year storm events are 0.24� cfs, 1.14± cfs, and 3.19± cfs respectively with a time of concentration of 27 minutes. Pre Area 1B is 331� acres and consists of woods. An area weighted CN value of 70 is used for the calculation. Stormwater runoff drains east to a culvert under Driscoll Road at the Route 9 intersection. The peak discharge rates for the 1, 10, and 100-year ABD Engineers,LLP 2 �ld"zxed-Zlse Building 5190A-SNIR Driscoll Road&Route 9 storm events are 0.70� cfs, 3.34± cfs, and 9.31± cfs respectively with a time of concentration of 26 minutes. In the post-development condition, the site consists of one drainage area as in the pre-development condition, with Area lA and Area 1B divided into two subareas (refer to Exhibit 3). Post Area lA-1 is 0.93± acres and consists of proposed rooftop,pavement, woods and grass areas. Stormwater runoff sheet flows to the underground infiltration system at the front of the site. The peak runoff rates generated for the l, 10, and 100-year storm events are 1.70� cfs, 3.27± cfs, and 5.87± cfs respectively with a time of concentration of 15 minutes and a weighted CN value of 92. An outlet pipe is provided to slowly release runoff from the 10 and 100-year storm event at rates below the pre- development condition. Post Area lA-2 is 0.81± acres and consists of the remaining western wooded areas and a portion of the western asphalt driveway. Stormwater runoff sheet flows to the existing culvert under Driscoll Road as in the pre-development condition. The peak discharge rates for the 1, 10, and 100-year storm events are reduced to 0.20� cfs, 0.86± cfs, and 234± cfs respectively with a time of concentration of 27 minutes and a weighted CN value of 71. Post Area 1B-1 is 0.29± acres and consists of proposed rooftop,pavement, and grass areas. Stormwater runoff sheet flows to the underground infiltration system at the rear of the site. The peak runoff rates generated for the 1, 10, and 100-year storm events are 0.86� cfs, 1.49± cfs, and 2.52± cfs respectively with a minimum time of concentration of 6 minutes and a weighted CN value of 97. An outlet pipe is provided to slowly release runoff at rates below the pre-development condition. Post Area 1B-2 is 2.43± acres and consists of the remaining wooded areas to the north and east of the development and a portion of the eastern asphalt driveway. Stormwater runoff sheet flows to the existing culvert under Driscoll Road at the Route 9 intersection as in the pre- development condition. The peak discharge rates for the 1, 10, and 100-year storm events are reduced to 0.59� cfs, 2.61± cfs, and 7.06± cfs respectively with a time of concentration of 26 minutes and a weighted CN value of 71. The stormwater management plan will meet the intent of the 2015 NYSDEC Stormwater Design Manual standards, the needs of the project, and the City of Saratoga Springs.
