She has two exi�ting facilities, G�.�ilderland NY, and Saratoga Springs, NY, She plan� to kaep the Guilderland facility and would lika to r�locate her Sarafioga Springs facility. She has purchased the 5.95� acre parcel o�Driscoll Road, tax map 191.-1-2.5. This site is split by two zoning districts, R«ral ResidentiaZ {RR) and Tourist Related Business (TRB). The Applicant is proposing to develop the site with a two-story inix�d�use building. The rnixed-use building will consist of sevexa (7} apartment units on the second floor and three separate coarnmercial tenants on the first floor, one of which will be her veterinaxy clinic. Since there are no known tenants at this time, it is assumed the project will likely employ approximately 8-10 people and operate $ a.m. to 6 p.m., Monday to Sunday and sorr�e employees are e�pected to worlc overtime. j � , � , The existing site is vacant with woads and fedearal wetlands, as shown on the site � �lan. The site is bardered on the north by lands N/F Monaca, and Green House facility, on the east by Route 9, on �he west by residential prop�rty, Lands N/F Stefania, and on the south by Driscall Road. A new $-inch water Xine will be installed from the terminating hydrant an the east side of Route 9 and extended alang the property to Driscoll Ro�d. The expected water usage is approximately 1,705� gallons per day, which is nof a significant amount �or the Crty's rvater systezn. The site vwill have a privat� onsite se�tic systein, Both water and sewer systems will comply with NYS buildii�g and Health Codes. All pa�ement drainage from the stie wi11 be controll�d by positive surface drainage, with curbs, catch basins and/or underground piping system which will convey sfiormwater to a stor�nwater det�ntian system, which�n+ill be designed in accordance with ABD�'ngineers,LGP l �lixec!Use Bcailding 5190t1-ncarr-Rev. An emergency overflow spillway wi�l direct drainage to its natural course to the south, to an existi�:g culvert pipe Linder Driscoll Road and/or ta the Federal wetlands. Access ta the site will be froin Driscall Road as shown an the �ite plans. Traffic impacts are estimated to be approximately 30 trips diiring the marning peak hour and 35 trips during the afternoon peak hour. 4ccasional deiiveries will be needed time to time but not every day. . This proj ect will not cause any negative impacts an the schools but will have a positive impact for taxes. The project will not have any significant impacts on adjoining properties with respect to noise, visual, drainage or lighting, The site will contain foundation landscaping aro�.�nd the building and street trees will be planted along Driscoll Road.
