NARRATIVE
West Hill Plaza is a 31,000 sf sirip mall built in phases in the 1960's&70's.Interior remodeling has been
issued building permiis and work has been on-going for the last several years which has subdivided one
Iarge,existing,tenant space to create four spaces,with no change in total square footage.This will give
a total of 13 tenant spaces for the plaza.
Our original 2014 Approved Proposal was for a full-length remodeling ot the two street-facing fayades,
which are approximately 1601inear feet long facing Rte.29 and 3001inear feet facing West Ave.The
original West Ave.fatade is a long strip of 10 ft high glass and aluminum storefront windows and doors
with a demrative splibfaced concrete Blod<base,and with a few sections of full height block.Ahove this
is a metal siding-dad fayade,part 6 ft high and pari 8 ft high,which cantilevers over a 10 ft wide
mncrete sidewail<.
The original Rte.29 fasade had Iess character.tt shares one of the towers on its West Ave.end and had
only three sections of glass and aluminum storefront.The remainder of the lower wall was painted
utflity-grade mncrete blod<.The upper fa�ade was also metal siding,but was flat against the bbck wall
without the cantilever covering a sidewalk.There were oniy short sections of sidewalk at the doors.
Our 2014 Proposal was to replace all existing storefroni doors and the windows,and the 3 courses of
conaete 61ock below the windows,making the new windows larger,from ihe floor/sidewalk level up to
the ceiling height.In 2016&2018,we proposed ro do this only on the Washington St.side.The West
Ave.facades would keep their existing windows and doors.The mncrete block base would remain,6ui
would be deaned and stained a brown mlor.This work has been mmpieted.
Our 2014 Proposal was to have five new entrance doors for the newly aeated tenant spaces plus new
window openings on the Washington St.side.In 2016,we proposed four new entrance doors and more
windows.This work has been mmpleted.
Our 2014 Proposal was to have a thin-brick veneer over the remaining mnaete block surfaces,in 2016
we proposed to switch to a thin stone veneer,Versetta Stone 6rand.This work has been mmpleted.
Our 2014 Proposal was to remove the existing metai siding on ihe upper wall surfaces and replace with
a synthetic textured siucm on concrete board.In 2016,we proposed to replace that old metal wiih new
metal siding of similar color and proflle.7his work has been completed.
In 2014&2016,we proposed to replace the exisYing white metal ceiling above the sidewaik with a
similar metai in a brown cobr,and to replace the existing receseed ceiling lights with more efficient
fixtures.7his work has been wmpleted.
In our 2016 Proposal,we proposed to add new green metal awnings on all facades.In 2018,we propose
to have the awnings only on the north end of the West Ave.side and on the Washington St.side,that is
� from Pamily Dollar To the maitress store.This work has been completed.
In our 2014&2016 Proposals,the mwers were to have the existing mncrete bbck deaned and stained
to match the existing color.In 2015,we proposed to change the color to brown to complimeni the
green meta�wall siding and the earth-tone stone veneer.This work has been mmpleted.Our new 2019
ro osai retains the exisiin horizontal accent course of 6locic but to stain it bei e'Sahara Tan'
in our 2014&2016 Proposals,the tower's paneled sections were to be covered with a textured
synthetic stucco.In 2018,we proposed thai they have new green metal wail siding.This has been
installed on one towerface only,as a mock-up.This metal will be removed.Also,in our 2014&2016
Proposals,the tower's high paneis were to have the letter'W'in stucco relief on all four sides.In 2018,
we proposed that these be changed ro painted letters on a metal panel because there would be no
more stucco walls.This has been installed on one tower face oNy,as a mock-up.This will be removed.
Our new 2019 Proposal is to retum to the oriRinal stucco surface forthe tower's paneled sections and
to omit the letter'W'and keeq the ori�inai accent lines.We propose a concrete cement based stucm
on w're lath with cement board accent strips 2"x3"x3/4".All will be stained beiee`Sahara Tan'.
Our 2014&2016 Proposais added a sieei-framed,hip roof with a red metal roof to both towers.In
2018,we switched to a green metal roof to match the new awnings.This work has been completed.
In our 2018 Proposal,we were to add a new 5-foot wide sidewalk along the full-length of the
Washington St.side,with new asphalt curb ramps at each store entrance door,to replace the existing
separate,short sidewalk sections and separate ramps.This actually would have resWted in a restriction
to the parl<ing and backing-up dearances in this parking and driveway area.We now propose that the
new sidewalk be omltted and that a new asphalt apron be installed,eight feet from the building wall,
that will slope up to each entrance door.This work will be compliant with ADA standards so that no
separate ramps will be required.This will be designated as a naparking area with painted,yellow
stripes.This worl<has been completed.
There is no change to our original Environmental Assessment Form.
