We recommend the Site Plan be changed to allow for one entrance from either Dyer Switch Road or Union Ave therefore Dartmouth Drive not being a through street. It is unsafe as proposed. 2. The RV HOA has no interest in maintaining Dartmouth Drive as a private road. It is not consistent with the neighborhood nor does the RV HOA have the resources or expertise to facilitate such maintenance. Please be advised that the RV HOA can not guarantee the street will be plowed and passable in winter. The other 10 streets in the development are maintained by the City. For one street to be owned by the RV HOA is not acceptable. 3. Dartmouth Drive should be 28 feet wide, not 24 feet. We are not a rural area, we are an urban area therefore the new development should meet the requirements of 'The Complete Streets Policy" of 2016 and be consistent with other streets in the neighborhood - 28 feet. 4. The application has changed from a "Subdivision" to a "Site Plan." The RV HOA has a right to know how that changes the responsibilities of the RV HOA. The SS Planning Plan should not allow the developer to establish future responsibilities that the RV HOA is not willing to take on or can not accomplish. 5. The SS Planning Board should be aware that the Traffic Study presented by "vhb" is inaccurate and does comment on the unsafe and problematical intersection - the distance between Dartmouth Drive and Flying Dutchman Drive. Furthermore, it is inaccurate regarding the last statement under conclusions. The traffic and parking during 5 to 10 regattas a year is a huge problem now and will be a bigger problem with the additional traffic from the new development. How the traffic study can comment on the impact of regattas in March of 2-19 is beyond the comprehension of the RV HOA. The City should be aware that emergency vehicles can not now get through Regatta View when vehicles are parked legally on Regatta View Drive (a two way street).
