Upon e�afuati�n�f the�riteria for specra� use p�rm�ts set forth in 7.I.3 to ensure that the proposed additional use
�aut�m�ti�e�al�s}woufd not ad�ersefy affect surroundirt�propert�es and cammunity character the Board finds the
f�C�owing:
I. The extent to which the use is in harmony with and promotes the g�neral purpases and �ntent �f the
�omprehensi�e Plan and this Chap�er.

The b�ard finds that the pro�os�d auta sales use is not inconsist�nt w�th th� �ntent�f T-�5; hvwe��r, th�
corr�sp�nd'rng site drawing lacks stre�tscape amen�t�es to enhance p�destrian a�ti�ity and is incansistent
w�th T�-5. The board recogniz�s that th� building and s�te predat� the requir�ments of T-5, but �aecause
af the n�ed f�r special use permit and site pfan r�r��ew for th�add�tianal use, the b�ard f�nds that the�ite
should�e impro�ed ta I�e mar�c�nfarming with the T--zone streetscape desrgn s�andards;specif�ca�ly,th�
installation of pedestr�an accommodatian�. This ar�a af the city has seen �ncreas�d n�w and inf�l�
deuelopment including further residential de�e�opm�nt to the w�st �f the subj�ct property. Conn�cting
these r�s'rdential neighborhoods t� each ather and to non-�residential de�elopment an West A�e. and to
downtown by pra�iding multi--modaf accommodati�ns is ar� e�sentiai compc�nent of T-5.
3. Safe and efficient pedestrian and��hicular access, circulatian and parking.
Th� �rte p�an that was submitted along w�th the sp��ial us� permit application daes not in�lude pro�is�an
for safe and effici�nt�edestrian access. Th�City's�omp[ete Streets Plan recommends a sid�path �r trail
in this locati�n. The Plan state� that C�unty �oads and State Highways can b� �mpr�r�e� to b�come
Complete Streets, "Th�se roadways current�y ha�e lim�ted facilities for pedestrians and hicyc�ists, but
gen�r�alfy ha�e parred shou�ders or patent�al r�ght�-of-way for impro�ed conditians". The board notes a
rec�nt�y appra�ed housing pr�ject across Washington 5tre�t that was,through spec�al use pernnit and site
p�an re�ierry cvnsid�ratians, required tn incorporate a sidepath along their frontage. The�oard requested
an ad�is�ry opin�on fram �omplete Streets Adu�s�ry Board ��SAB} th�ir recommer�dati�n was that a
sid�walk instead �f a sidepath be installed in this �ocatian to better d�fferentiate between the two exi�t�ng
�Iri��way� and a walkway. The applicar�t failed to inc�rporate either a s�d�path or srd�wa�k on a re�ised
site pfan.
