HomeMy WebLinkAbout20211068 Stockwell Slate Exterior Modifications Correspondance-SSPF Letter Saratoga Springs Preservation Foundation December 8,2021 FOR PRESERVATION Ms. Tamie Ehinger,Chair $, Design Review Commission City Hall 474 Broadway Saratoga Springs,NY 12866 RE: 135 Washington Street— Slate Roof Replacement& Exterior Modifications Dear Tamie: The Saratoga Springs Preservation Foundation reviewed the application for the slate roof replacement and exterior porch modifications at 135 Washington Street Board of Directors The Queen Anne residence,built circa 1880,is a contributing building to the West Side Historic District listed on the National Register of Historic Places and located in an Adam N.Favro President Architectural Review District. Michelle Funiciello The proposed work includes the removal of slate,metal, and composition roofs and Vice President replacing with them with composition shingles as well as porch modifications. Dmitriy Yermolayev Treasurer Roofs are a distinctive architectural feature of a building. The Foundation recommends Linda Harvey that the slate roof be replaced in-kind,not with asphalt shingle,to maintain the original Secretary historic appearance in composition,design,color,texture, and other visual qualities. The Tiffany Blair Foundation feels strongly that it is important for the building to retain as much of its Jaime Butler original character-defining features as possible. Steve Dodds Giovanna D'Orazio Julia Dunn The intent 7.4.6 of the City of Saratoga Springs Historic Review Standards is to preserve Sandra Fox as much of the historic fabric of our community's historic resources as possible. Repair rather than replace emeritus Distinctive architectural features that characterize a structure or site shall be repaired rather than replaced whenever possible. If replacement is necessary,the Samantha Bosshart replacement materials should match the original in composition,design,color, Executive Director texture and other visual qualities. Per the Historic District Design Guidelines for Roofs: • Repair and maintain original roofing materials whenever possible. • If replacement is necessary,the roof should match the original design, size, shape,material, and texture or should be based on historic evidence. The Foundation feels strongly that it is important for the building to retain as much of its original character-defining features as possible. The Foundation encourages the repair and retention of the existing slate and metal roofs. If repair is not possible,the materials should be replaced in-kind. The Foundation is pleased that applicant proposes in-kind replacement for the porch modifications which are consistent with the Historic District Design Guidelines for Porches&Decks. The Foundation understands that this restoration will be costly. Therefore,it recommends that the owner explore the New York State Historic Homeowner Tax Credit program.This program offers a state income tax credit equal to 20% of qualified rehabilitation expenses associated with repair,maintenance,and upgrades to historic homes.The value of the credit is applied to your NYS tax liability to reduce the amount one owes. The program covers 20%of qualified rehabilitation expenses up to a credit value of$50,000 per year. Thank you in advance for your thoughtful consideration.
